Very frequently when I try to do download large-ish files (>10MB) when connected to LTE, the first few MB download very quickly (within a couple seconds) but then the download crawls to a halt (a few KB/s). At the same time, I can go start another download and it also begins to download quickly. And webpages remain snappy. So, it isn't that my connection has dropped.
The issue of downloads slowing to crawl affects downloads from the browser, the play store and other apps like pocketcast. So, it is not dependent on just one source.
I don't think it is an issue with writing to the sdcard or anything like that since the problem doesn't exist with WiFi.
I have T-Mobile in the East-Bay SF Bay Area. I am under my quota for the month.
Anyone else seeing this? Is it T-Mobile? Is it something with the Nexus 5?

I am prepaid (with 5GB cap for 4G speeds - I am under this). I have heard of people being throttled after going over the cap, but I haven't heard of individual downloads being throttled after a few MB for people under the cap.
Do you have a link?

The gist of the conversation is that TMO may very well be throttling or placing prepaid customers behind postpaid ones via QoS.

Same here (t-mobile $30 per month prepaid) but actually it's worse then that. Run ookla speedtest around few different cell towers. I did this in different time of the day. What I found out is that download speed will show at around 10 to 25 mbps but I average 1 to 2 mbps regardless of cell tower or time of the day! It also seems that upload speed starts at 10mbps and after 1 -2 seconds will just stop, and then do like half mbps. 3G H+ does as usual, around 10mbps down 3mbps up. Sometime ookla speedtest will not be able to finish the test and report network problems. Something is not working right and I sure don't like it. Yesterday, while connected on LTE my music streaming got interrupted and buffered every 20 minutes, like I am on EDGE, LOL (no actually it's not funny at all). Hangout video chat on LTE unusually interrupted few times as well. I think I will return N5 and go back to my Gnex. In addition, I totally dislike LCD screen. Not only black is ugly bright gray, but on top of it - its blurry. I mean, reading small text is more difficult on N5 then on Gnex. BTW, did you guys figure that top left corner of your Nexus 5 is more bright then the rest of the screen? I so much wanted to like N5

I have the exact same problem you describe on my N5 in San Francisco. Downloads start crazy fast around 20-30mbps then after about 10 second it slows down to a CRAWL. Like 2G speeds. But I'm on a postpaid family plan so it's not just prepaid. Does this not happen with other LTE phones on T-Mobile? I've found the only way to "kick" a download that has slowed down is to switch to Wi-Fi then back to 4G. Wonder if it's problem with the phone or T-Mobile... I have an unlimited plan so I shouldn't be getting throttled.

This is most definitely a T-Mobile issue, not a Nexus issue. Same thing happened with the Nexus 4. Unfortunately, TMO doesn't really want to help.

I'm postpaid on a grandfathered plan and had this happen on my previous Xperia Ion (TMO LTE). I could stream netflix over LTE for 1-3 minutes but then it would sit in buffering hell. I had absolutely 0 problems when I switched it to 3G. Streaming was never interrupted. Only with LTE, weird.

5gb per month, and yes on "unlimited" plans. Other phone providers(such as AT&T and Verizon) will charge you an overage rate, even on "unlimited" plans. T-Mobile, thankfully, just throttles.
There was a way to completely defeat the throttle on the T-Mobile G2 forums, but it required root and modifying some system files(as well as having drawbacks of it's own) which I'm not sure it would work on the Nexus S.
I did this on my phone, it requires modifying the services.jar. I can post the modified one for you guys if you'd like.

I've only been throttled once, and it wasn't until I was at like 6 gigs plus. The throttling wasn't very severe either...I went from 4Mbs avg speed to ~3Mbs. No big deal for me, even while tethered.
Maybe I was just lucky.
Funny thing is that my NS has NEVER reached the speeds I can get with my Nexus One. NS seems to cap out at around 3Mbs, the NS I got as high as 4.3Mbs one day of testing. I'm going to test with the N1 again today at my office and see if the N1 is actually pulling data faster. There's no way I'm throttled this month...most of my data has been on wifi, and I haven't received the dreaded SMS telling me I'm a data hog.

My experience has actually been the opposite of yours. As I've noted in other threads where Nexus vs Nexus has come up, my Nexus One had an exceptionally weak 3G signal. We're talking >1mb on a good day, if I even left the 3G on. If it was an important business day, I often knocked it down to EDGE just so I could reliably receive/send phone calls/texts.
My Nexus S usually pulls down between 3.2-3.8mbs, which is interestingly enough about the same as I was getting on my briefly owned MT4G(though the G2's speed was double them).

tethered my phone to my pc, downloading movies/music while having my ipade play net flix. not saying my nexus one couldnt do that, i just never did. and it was freaken awesome. went on speednet at shows 4.5-4.8mb on it. incredible hotspot/tethering.
i just really need this uncapp for tmobile to happen. i fear it will be an issue as when the throttling occurs it goes SLOWER THAN 2G.

Our varying experiences prove what I've always said about cellular service, it's just like real estate, the only thing that matters is location, location, location. The browser I am on right now doesn't show me your locations, but I'm assuming we're not all in the suburbs of Los Angeles, so it's just a matter of what the infrastructure for T-Mo is in our particular areas.
One of the initial disappointments I had for the Nexus S when first announced was that it wasn't a "4G" (okay HSPA+ device), but when I thought about it more, I realized that even though T-Mo says I am in an HSPA+ area now, that I'm not even getting the full regular HSPA potential from any of my phones, so no point in worrying about HSPA+ until the service actually delivers HSPA+ speeds in my area. My "friend" in Newport Beach (Orange County) is only getting about 5Mbs on his MT4G as well.
More on topic, I wonder if the throttling is impacted at all by your usage patterns, and if the throttling becomes more severe the more times they throttle you. I always thought of myself as a heavy data user by watching a lot of youtube videos, some netflix, streaming Sirius radio stations, tons of web browsing, but have only gone over the 5gb monthly once. Maybe that's the reason they weren't so harsh(?).

I've tried modifying it myself but I can't get classes.dex out of services.jar. All I have when I unpack it is MANIFEST.MF.
i have never really considered myself a heavy data user until i cut off my internet and exclusively used tethering. i got a txt from tmobile the minute i hit 5 gig. and after that my internet on the phone was so slow my browser would time on on requests. So now i mostly use my neighbors non passworded wifi

According to T-mobile I hit or went over the 5GB throttle cap last week. My speeds have been down to 50 kb/s the past 7 days.
The crappy part is that I'm actually UNDER the 5GB cap. T-mobiles website reports I'm around 3GB TOTAL yet they can't seem to fix out why I'm being capped (or they aren't telling me).
My billing cycle will reset tomorrow, but I'm not counting on this resetting and I bet this happens again.
50 kb/s sucks because most apps are not even tested for speeds probably under 56k...so I notice more time outs and FC on some apps now.
At least it would be ok if it was edge speeds, but it is below that.

I edited mine, been getting up there in the GB'z... taken from nightly 28, edited the services.jar but there's no 'one fits all' so I advise you take your services.jar from the ROM your running and edit the classes.dex -->Baksmali/Smali<-- and push it back into your phone after editing.
I kept the 7 throttleservices smaili's in the classes.dex as placeholders rather than deleting them, I just kept the headers and deleted the rest... seems to be working good, had a couple weird issues.
Keep in mind your mobile networks settings will become unusable (force close) but then again who uses those settings after they are set anyway? So make sure your roaming and apn and everything is all set before pushing the services.jar back in. So if u like to go into the settings and switch to 2G you'll have to go the *#*#4636#*#* route, or maybe a widget will do?
Anyhow, I guess you can always just push back your original services.jar....

I'm not sure what is going on with my phone.
Since the 16th of January, my phone's data service appears to have crashed out.
Prior, it was working fine. I was running an old version of Perception with Firebird, and Phoenix with Firebird (2), using the I9000UGJL2 modem. I got ~~5.0Mbps down, 1.6Mbps up consistently on HSPA, and the more meek 3.8Mbps down, 1.5Mbps up on UMTS. Both times around 100-250ms ping.
All of a sudden on the 16th, my phone has now hit the crapper. Speedtest no longer reports me at my location (instead in either central Florida or northern Texas). On the download test, the dial will slowly rise to .06Mbps, then on the upload test either just not work and flash a token gesture .1Mbps or sit at 0 and then do a rapid bounce back and forth between ~~3Mbps and 0, usually reading at one of those extremes. My ping has also skyrocketed to upwards of 600ms for no reason. This is also indifferent to whether I'm using HSPA or UMTS.
Since this time, I've flashed several different modems and several different ROMs. All produce the same result, as does CWMing to some really old backups. I have mastercleared in between some of these, but it has done nothing.
I know it's not an error with the Speedtest app, because I can still do it on Wi-fi and it'll read as my home PC reads. My phone's internet browser reflects the same cause, taking upwards of 20 seconds to load Google mobile.
Anyone encountered anything similar or can explain why? The slowness is becoming inexcusable, and I can't use my phone on the network anymore for internet. I have to leave it on Wi-Fi to my disdain. At this rate, I'm leaving ATT the moment I'm given the chance. I'm not even close to going over my data allotment, so I don't really know what could possibly account for this.

Bridgewater, NJ. But this happens no matter where I am. Even if I approach NYC, it's still crap. I can't tell whether this is a network cap issue, a "phone is broken" issue or a "network is bloody awful" issue. It doesn't seem to be terrestrial, because I've taken it to Philadelphia and NYC and both places have been awful. Meanwhile, going out into the more rural bits still puts me on EDGE, which still yields the same reading (but that's the norm for me on 2G networks).
The key aspect here, I think, is that the readings are EXACTLY THE SAME regardless of the network mode that I am in. It's really confusing me.
I've noticed a determent in my speeds and ping as well. Before, I used to be able to get 3.5+mbps down and 2mbps up with 200ms and now I struggle to get 1mbps down and always end up with 1.5mbps up. In real world, it's more like 300kbps down and 300kbps up :/
I shouldn't be complaining but I live in the DC-Metro area and this determent has been getting WORSE for about two or three months. My ping right now is 600+ms and Speedtest NEVER catches my location right, it keeps saying I live in Kansas.
Have u tried manually changing the server on the speedtest app? I get better ping results from a server that is 600 miles away than a server that is 80 miles away.. just wondering :/

...Of course. lol That's the first thing you could do to improve it. AT&T Is shipping me a new Captivate (sucks that I have to reinstall all my apps on it :/) and i'm getting it by tomorrow. I can verify if it's a device problem or AT&T's network since I could assume if i'm having the same symptoms as OP and it's fixed by a device exchange...
Then the way to fix this problem is a call to AT&T (ask to be transferred to level 2 support)

Done it with my 2 local servers, the Kansas server, the Texas server, the Florida server and the Sydney NSW server (the last via my MobileAP tethered computer).
All the same uber-slow reading, ping generally gets worse as I go farther away. Nothing really out of the ordinary.

Have you considered it might be your modem? It really sounds like it's connecting via EDGE or even GPRS o_o even when it shows a nice pretty H or 3G in the top right corner.
I came on XDA to talk specifically about this also. I am near the NYC area roughly 35 min north and my HSPA speeds have dropped and thought it was my phone crapping out on me. Speeds have lowered similar to the OPs post and I am guessing it is because of the new towers they are putting up since how drastically i've lost bars I tried switching basebands and making sure i'm solely on 850 and 1900 and also tried 850 alone. Well i'm glad it's not only me =] i'll keep you posted if it fixes itself.

As said in original post, I've swapped through several modems and several masterclears. Both dialer codes and phone status show that I'm connected to the right networks relative to what it shows in the corner.

I have also, when did your problems start btw? mine have started today with the speed issue.
I had this issue a few weeks ago. I got a new captivate, and after a day of use it happened to my new phone. I called again and was sent to a store for a new SIM card. Problem solved. My SIM card was from 3 years ago, and I don't know how many phones. I thought they couldn't go bad, but that fixed my issue, no problems since.

It happened to me also when I got a new captivate and tried using my sim and after getting a new one it worked flawlessly but this situation is different. I keep running speedtest and i'm getting erratic speeds sometimes i get 2mb/s down and then other it's barely 60kb/s, I feel like it definitely is a network issue near NYC. Only time will tell what it really is.

I have a new SIM from my phone's activation because my old one looked like there was quite a bit of wear on the contacts (4 years old, mind you, from the dawn of ATT's mainstream 3G release)... If this keeps up, I'll try to pester them for a new SIM again.
I have been having speed issues also but not sure it's related to your issues. I loaded Cog 3.03 on my phone to try it out. Prior to the load I was getting 1300 - 2500 up and 154 - 386 down. After I loaded Cognition it dropped to about 84 up and 40 down. I was going to go back to stock but thought I'd give it a try for a bit. It has slowly gone back up. Last night I got 2928 up and 314 down. The last 3 tries were all over 1300 up and 300 down. Not sure if it is phone or network related but I'm going to keep watching. Just tried a speedtest and got 1061 down and 73 up but I'm also on the 1st floor in the middle of my building. I'm going to let it go for a few days and see if I need to try tweaking anything or if the speeds settle out some. So far I'm pleased with Cognition. Thanks for the dev work.
I noticed all the 3g towers near me recently switched from 1900 to 850. Could it be that your non-us modem doesn't handle 850mhz band well and internally switched to edge? With stock modem, I can barely reach 200k upload speed.

That could just be your phone getting "used" to ATT's network. I remember, when I first activated service with ATT, it took a long time for my phone to authenticate with the network, gradually shortening over time. Working under the assumption that you're doing this in Kbps, those speeds are actually disgusting. Your down speed is ridiculously low, and your up seems so variable. I think it's beyond a ROM issue; I've never experienced significant differences in ROM use and download speed, except when I first upgraded to HSUPA.

Nope, don't think so. I have GSM radios disabled on my phone: I forced WCDMA only via *#2263#. Forcing WCDMA 850 alone still produces the same result. As I had said, even after master clears (forgot to mention via OCD to JF6), I still came up with these lousy readings. Checking radio status via *#0011# tells me most of the time that I'm on 1900, so...
As an update to the situation, I've permanently switched to I9088ZNKP1. Still no change, other than marginally better ping. As this is nearly marking a week, I'm becoming very tempted to just drop ATT a line and ask them what the hell is going on and how I can fix it. I refuse to send my phone back though, proud 1007 owner, and the phone is in impeccable condition. Though I doubt they'll be able to help in any other capacity since us blokes here on XDA don't seem to be aware of what's going on here.
EDIT: Just got off the phone with ATT, surely enough they could not come up with a reason or an explanation; they removed and reinstated me on the network and still no change. Ah well, time to CWM backup and OCD back to JF6. Bringing my phone into the store.

got the samsung galaxy 4g the day it came out. i had actually gotten the g2 originally, and 13 days later, this phone came out and after holding it in my hands i had to have it. it was just... sexy.
so the day i got it i was so happy. i ended up paying nothing for it through a weird fluke situation on tmobiles part, which made it even better.
then the troubles started.
in getting the new phone i knew that although this phone boasts the speeds that it does there was no way i was going to get those speeds. i do a speed test. at the tmobile store (1/4 a mile away from a tower on a tuesday afternoon around 2 pm) i get ..... 0.03 down and 0 up.
....k.
so i give it some time to get used to my sim card and my usage. that's when i notice the battery. i had to charge my phone two times a day on light usage. i turn off all synching, including my google calendar and contacts to see if that helps the battery. meh, a little. but i'm still charging it at least halfway through the day, and i am not able to use my phone at work. that means from the time i unplug it ten minutes before i leave for work until 6 pm (11 hours later) my battery is at roughly 20% ... and i've done nothing on the phone whatsoever. i'm super sad about the battery life and still getting sad speed tests on my "4g".
then about a week after purchase more problems kick in.
pretty soon my picture messages aren't coming through. it's giving me messages i'm used to seeing on my iphone, something about the message size being too big to download (sorry, the wording has left my mind now that i am trying to document it all for you guys).
then i start getting no texts. and sending them is a joke. if i have less than three bars (i usually have two at home and my work building) i am not able to send. it will try and give me a failed message. pulling out the battery will usually fix it, but after a couple of weeks of that it gets used to that fix and doesn't work at all.
i go into the tmobile store.
they switch out my sim (which we had done once before) and at this point my phone doesn't recognize the new sim. the rep tells me i broke my phone (even though my phone at least recognized the previous sim) and tells me that i'll need a new phone, offering to sell me one for cheap. i leave, pretty irritated at the dude.
i go to work, call 611, they tell me my IMEI has never been active on my account. we activate it and lo and behold, my phone recognizes the sim (mmhmm). but still sending messages is still a joke. out of 10 messages i can usually get one to send. it's a sad ratio of sent to failed.
in addition, i am still charging my battery at least once to twice a day with hardly any usage whatsoever (what good is using a phone that never has service anyway?). i've turned off wifi at all times, 4g is off, everything synching is off. i'll take out the sim and put it in my iphone so that it's not constantly searching for service (which texting worked just fine on my iphone) and it STILL dies by the end of my work day - i am lucky if i get 12 hours of standby before having to charge it. i condition my battery with no luck.. it still sucks. i root it and set SetCPU to underclock down to 200mhz when idle just to see if that will help the battery. i get about 14 hours of standby on that.
so, after all of this and about two months later, i finally got a replacement phone today. after looking at the back of the new phone and the old one i discover something interesting...
my sim contacts have been broken this whole time! sad!

now, has this new phone fixed my issue? well, for one i'm getting 4g speeds at my place (i live in downtown SLC, i should be getting them here!) for the first time ever and have yet to come across a "failed" message when sending texts. only time will tell but mostly i want to post this to let you know.. if you are having this issue this is NOT normal. talk to tmobile. troubleshoot what you need to and get that mother replaced!
(i'll report back on battery life tomorrow.)
Consider yourself lucky. I live in Murray, phone says 4G but my Vibrant pulls faster speeds on 3g. Lol

Honestly man I was in SLC a couple weeks ago with my 4g and the speed sucked compaired to here in Reno... I get 7mb up and 1.8 up avg with much higher peaks in Reno. Even at the gateway downtown SLC the 4g sucked at about 3mb upload and 750k up.

i need a new city
Vegas here. Even though they say we are one of the new turned up cities I'm still only getting 7mb down and 1.5 up on a typical day.
Here's something interesting though, when I upgraded from my G1 to my SGS4G they were supposed to update my data plan.
Logged into my TMO account and it still shows the G1 Unlimited data. Paying $25 instead of the $30.
My wife has a MT4G and her account did get upgraded to the 4G Unlimited data plan for $30 a month.
Possible my phone isn't going to get higher speeds based on the data plan still in my account? I'm doubting it, but I guess it's possible.

i still have the g1 data plan as well, i wonder if that does have anything to do with it. i kinda don't want to ask though, the 5 bucks a month is small but nice to not pay
p.s. for all interested, my battery is at 48% with pretty consistent usage and synching on all day. schweet!
I would have callers t mobile right away and gotten a new phone overnight. I am not too trusting of in store employees. Most don't know how to troubleshoot a phone.

You can have my city.... except I don't have a city.... it's just a trailer park in the middle of nowhere. But then I get better speed here than I can in the nearest two cities, a ripping 16KB/SEC on a good day, on "AMERICAS LARGEST 4G NETWORK" I spend almost as much time downloading as I do talking to tech support. Then that's another story.
Your data plan will not affect your data speeds in any way.
As for the phone showing 4G and having another 3G device pulling better speeds. The cause is that you are not in a true 4G area. The GS4G does not have an icon for 3G, even if it did, the phone cannot distinguish between 3G or 4G due to the fact that HSPA+ is still 3G hardware on the tower, but provides 4G speeds via software in the base station and the backhaul of the network.
I don't see how you are getting such bad speeds. I live in Kaysville, only 20 minutes from SLC and my average DL speed is usually around 5.0mb/s. The fastest I have gotten over 4g so far is 8.8mb/s.

If you are lucky enough to have a 3 or 4G tower in your area you will likely have good download speed. My download speed sucks. TMO's network is full of holes.... DEAD zones. Even in large areas like Los Angeles, CA. They have a long way to go before their network will catch up with the others.

I'm confused by this due to my dell streak 7 actually showing 3g and 4g at different times.

I will have to do it Monday, cause it only happens when I leave my office building. When I am in my office building I will often go into data roaming through at&t. This may have something to do with why it shows up. But it is there.
If you truly doubt it. Go to the market and download ninja morph. Then use it to make a copy of your framework-res.APK. From there open the COPY that you made. Look in framework-res.apk\res\drawable-hdpi-v4
Do not try and look in the actual phones framework-res.apk. Because it will break a couple things and you will have to re-flash. But if you make the copy it will automatically extract the apk and you can view the files with your computer.

I get the 3G icon on my elevator everyday before and after work.

So, the issue I can't seem to wrap my head around is the fact that my data speeds on straight talk (verizon towers) are about the speeds of being throttled. Slightly better, and I mean a very miniscule slight. My MBPS is around .46 download, and 1.00 or less upload. But I see people testing their straight talk speed for verizon at at least 5-10 MBPS download and 5 upload. I've managed to bring my ping down by adjusting my apn to actually use servers in my state. So now it's around 60 instead of 200. But my download and upload are still completely unreal. My service is usually 2-4 bars. But signal has no effect on my speeds. I'm just trying to find some way to fix this it's been like 4 months and I'm still using straight talk. Wondering why I am.. any insight would be appreciated. And I apologize for posting in terms wrong place if I have and also if this doesn't meet guidelines my first post and it's asking for help more than giving help but maybe the thread could provide help to others who have this issue.

I noticed that the data speeds on my OP6 have become increasingly slow, especially so over the last couple weeks on my OP6. Tonight, I'm posting this from a desktop because my OP6 is unusable without wifi, unable to do even google searches without extremely long wait times.
I'm getting between 5kbps and 50kbps (in small bursts). Am I being throttled?

Have you asked T-mobile? Possibly your plan mandates throttling speed after using certain amount of data,even on "unlimited" data plan. I don't use much data, may be 6-8gb per month and have not noticed reduced speed in the DC area.

I'm on the prepaid 10 gb plan. I've used no where near that limit, but recently had to get a new SIM card to get a lower rate for the exact same service. That is when I really started to notice. I'll call them.

So far, not so good. Two calls in, one online support ticket unanswered.
I cannot access my account online either. Was told I would need to use a NEW EMAIL address to access it due to the difference between the "legacy system" and the new "rebellion" plans. Unreal. I refused and let them know they need to fix it. I'm not using a different email for T mobile compared to the hundreds of other accounts and services on my main personal email.
Also, speeds are still slow. I got a whopping 9mbps download on one speed test, 10 mbps upload. But since then, speeds have been lower then 5mpbs in either direction. Tried across a variety of tests like speedtest.net, dslreports.com, and fast.com
The second support guy said they refreshed my number's signal and I turned the phone off for a little over 5 minutes while they did this as instructed. Turn it back on, no difference yet.
They will call me back in 2 hours (like they said they would do yesterday when I did the same thing as above - never got a callback.) Here's hoping. Support is based somewhere offshore like the Philippines. Hard to understand them.
If they don't call back or if I don't see improvements later today, I'll consider this strike two - and go to a store to voice my concerns. If the store cannot fix it, I'm going to AT&T once my month of prepay expires on the 28th and stop my autopayment. Maybe I'll just sell this thing and get a OP7 or OP7 pro and move back to Verizon if I have to. I'd hate to do that - but I effectively have a paperweight when not on wifi.
Try plugging your SIM into another phone, or try using a friend's SIM in yours. You will be able to tell pretty fast if it is your network carriers fault or your phone's fault.
Just to test, I swapped sim from my wife's phone who is on mint mobile (pre paid mvno of t-mobile). I got true LTE speed (around 16 mbps) which is comparable to my own t-mobile sim. IMO, it's not pre paid or post paid issue. Like suggested in above post, try another sim card. There is a remote possibility that you got an old 3G sim pre paid card. I hope you get it sorted out soon.

I'm going to a store to get a new SIM. I chatted with someone at Tmobile's T-Force (US based social media support) and they think it could also be a SIM issue, and that I'm not being deprioritized as far as they can tell.
Got a new SIM. Instantly got full LTE speeds in the store. Of course, the instant I got home, speeds dropped. It must be a combination of the old SIM, my location, or something else. I give up. I never use LTE at home or work, so it will really depend on where I am. If it keeps staying this slow when I'm out - I think I'll go to AT&T prepaid for a couple months and see how that network is around me.
I went around to a few places tonight and it was night and day compared to my home/work. Getting speeds that are very fast - nearly 100mbps down in one test. I never saw those speeds before, so the new SIM really helped. Still slow at home/work - but those locations have never given me the best speeds, so I'll rely on wifi there anyhow.
Consider this solved. If you have the same issue - get a new SIM.
