This is my favorite calling app to make overseas call from my smartphone: www.uglobalcall.com .
Global call gives away $1.50 credit upon registration, and it can be easily downloaded from Google Play: https://play.google.com/store/apps/details?id=com.lguplus.GCAClient
Give it a try, it can be used to call both mobile and landline.
How is the quality and what codec ?

hi dest1, the quality is good, i recommend you give it a try and download the app. They give away free $1.50 upon registration and the first 6 seconds are free too.
this is a good call app and the international call rate per minute is cheap too. I just recently started using it and I'm quite happy about the sound quality and connection.
Does this app charge you a connection fees?

no connection charge for this app, just per minute base, and the first 6 seconds are free. Here's their rates http://www.uglobalcall.com/wb/cmmn/UGLprice.uglobal you can try the app and get $1.50 free credit upon registration and compare the quality.

I would also recommend callpirates
Very cheap

i think callpirate charges a connection fee in Euro for every call we make, this would pile up to be quite an amount, and I do a short converstion frequently so I prefer to use something like Global Call.
Aussie, MyNetFone $5 a month 100 untimed landline worldwide
I live in Sweden and have a landline number using voip number from back home in Aus..
$5AU close to the same $US, i get the first 100 landline calls free, 12c a min to Aussie mobiles, Yes we unlike USA pay to make calls not receive..
I have a landline with a Melbourne phone number, running on a Siemens cordless phone with built in Voip... I pay an extra $5 a year for a second number to share the call quota, that i use on my S4
Make sure you get the better deal with the Whirlpool discount.. just G search to find the link..
Good mix of codecs & an upgraded droid app that now works but you can also manually integrate it into your call setting in your S4..

hope this helps someone

I just got off the phone with tmobile asking about the free wifi feature and they cleared up my confusion. They told me yes its free for users who don't have the features on there phones already. Us g2x users had that feature already so it was free for us to use. The actual mins are still taken away from our account as usual. But nights and weekend are free like normal contacts. You just get faster internet and clearer calls because your using your own wifi which is faster.

wrong, i had tmobile earlier today add the unlimited wifi calling feature and now whatever minutes i use when im on wifi dont come off my bucket of 1500 anytime minutes. i checked my usage online and it shows as "hot spot minutes" and it says I have unlimited.

Thats a bummer since i have myfavs. I guess i'll try anyways and see what happens.
wait.. are they charging to add the unlimited free wifi? They did somthing similar years ago with the first UMA blackberry on tmo. They called it @Home calling. it was 10 bucks a month and it allowed you unlimited wifi calling without using minutes.. The good part about it back then was if you made a call on wifi and went out of range it handed it off to 3g without disconnect but where ever your call originated that's how it got billed. So say you make a call on wifi and then go out of range and it switches to 3g it will still use wifi minutes because the call originated on wifi.. but same goes true for the other way. If you were on 3g and it switches to wifi then you still get minutes deducted. the tmo rep told me that when I signed up.. He was like "so if you know you're going to be on the phone for a really long time pop into a starbucks, get a uma connection, make the call and then leave. then you can talk when it switches back to 3g for free)
not sure if this is how they will do it this next time.. but that's how it worked the first time they tried this service
It's a free feature, i don't know if ill start using my minutes once the call transitions from wifi to the cell tower.

I can't find the feature in the "add services" menu on the website, has nebody had luck adding it online or is it a by-phone only thing at this point?
also I believe I had read that there would be a text from T-Mobile announcing the change but I haven't gotten that text, has nebody else?

I just called T-Mobile and was told it still deducts from your plan minutes.
So what's the point.
Sent from my LG-P999 using XDA Premium App
I just called 4 times and spoke to 4 diffrent reps and they all told me NO its not free. Technically its free for us because our phones have the feature on the phone but the minutes are used like normal minutes. Nights and weekends free but peak hours are still taken away from your minutes. You will get better call quality and faster web using the wifi. All the reps wanted to activate this $10 charge but I just told them Im gonna pass. I didnt tell them Im using the service already through my G2X. I read the article on TMONews stating that it was free with unlimited mins but I guess they dont know about it yet. I dont know. If anyone has activated this feature with no problem can you write down the extention and name of the rep you spoke to so I can call them directly. Thanks

this isnt uma(which can handoff between celltowers and wifi) if you walk out of range your call will drop
NOTE: You have to call T-Mobile to get the free wifi calling feature added to your account.
I called last night to add it to my current plan (1500 mins, unlim text, 5gb cap unlim data). The T-mobile service rep I spoke with spent 5 mins looking for that feature to add to my plan then found it. The last few days of wifi calling deducted mins from my plan (luckily it wasn't that much). I used the wifi calling because I thought it was free.
Wifi calling will not deduct from your airtime minutes ONLY if you call them and have it added to your plan if your plan allows it.
@ msage
I read about the text aswell. I wonder if the one guy who says had it activated got a text.

To see if you are set up for free wifi calling go to the T Mobile app "My Account"
Click "Plan" on the very bottom right of your screen.
Under Plan & Services check the Additional Services
There you should see "Free Wi-Fi Calling $0.00
If you don't see it then you are not set up for it. Just because you hear that it is free it doesn't mean its really free. Its free after you call them and set it up.
Just tried this, but I don't know if I want to give up my myFaves preferred.

Thanks. I looked there, didn't have it. Dialed 611 and had it turned on.
do i still get charged for roaming if i'm in canada and using wifi calling?
This is a free app for outgoing call to anywhere within US (if you bought and registered Nettalk service, which is 30$ a year for the service and $30 for the hardware). I have tried this app on my Charge since last year but it's not working (FC and error 'not registered") and today, I download it again and Bang, it's working. So if you have nettalk phone service, please re-download the app and try out. It's unlimited free outbound phone calls which save you Verizon min. Cheers.
Cant believe no one has came out with an app that can freely call international numbers bypassing carrier restrictions. Im sure there is one out there but the developer is keeping it all to himself .

I'm going to be getting a new number with the T-Mobile $30/mo plan (please if someone can clarify the easiest way to get into this plan without getting a phone at Walmart and all I'd be grateful), and I'm interested in Google Voice. I think the features are cool, but I'm worried about how it would work with other people. Can it be set up so that -as far as everyone else is concerned- I have a 'normal' phone number, nothing weird like that they call me on one and I call from another one, etc?
Thanks

Yes, absolutely. You may have to install the GV software from Google Play. Once configured people will only see your GV number (if that is what you want) and it will handle your texts also. Don't forget to switch your phone to your GV voice mail in case someone calls it directly.

So how do I get started? I went to GV and selected new number, but how do I make that 100% my phone number? Do I just download the Google voice app? Will I still be able to place calls without data?

Yes.
First, make sure you run through the GV settings online on your PC.
Next, download and configure the app for your device. Set it make all calls through GV. Will not use data as far as I know but you will see some funky numbers on your phone bill. GV uses other numbers to make the calls - totally transparent to usage except for the bill. Since most plans today include US wide calling this will not matter.
Not nearly as complicated as it sounds.

No idea, sorry. I refuse to update my TMO plan. I have an old Fave5 plan and all the calls I make are to 1 number (my own GV number) and all the calls I get are from the same number (my own GV number) so I use zero minutes a month..

Sounds like a good setup. I'm a data guy though, so this $30/mo plan is made for me, unlimited data (5gB @ '4G', then 2G), unlimited SMS, 100 minutes. Seems hard to acquire, unfortunately.

I just bought a SIM card from their website (99 cents), cut it to micro-sim size using a $1 sticker as a guide, put it in the phone and it worked.
If you're confident with measuring things, you can get instructions to cut the SIM card without a guide. Otherwise, there's the sticker templates and also metal stamp cutters.
Wasn't hard at all - the SIM work-around is just if you have a micro-SD device.
I thought that it had to be activated with a phone bought on Wall Mart
PS: my GSII is a normal sim //oldschool

It's either from WAL*MART or activated on a new account on-line - it's a little buried in the site, but should be around the monthly 4G stuff. They just can't give you it in stores.

Google Voice. I use it for calls to Ireland & Germany. It is .03 to .04 cents a minute & you can prepay amounts into your Google Voice account ahead of time in $10.00 increments. Why not just use Wifi with Skype, Viber, or even Facebook Messenger? As far as using your actual phone minutes rather than data, I guess Google Voice would be a good solution.

Although Cuba is Central America, it definitely is.
We had this guide Leonardo, educated English teacher, who is playing around with his Blackberry he got as a gift. Only SMS and calls.

I use the Vontage app. It doesn't use any of your minutes (I'm on the 100 minute 5GB T-Mobile plan) and its free. Additionally, it uses your mobile number on the caller ID (out-going calls only). This means that when you call your mom, girlfriend, etc. they will answer because the number is recognized as being yours. Give it a shot.

You do not need to buy credits to make outgoing calls (at least with my setup). I still have carrier service so when I first setup my Vonage app, they verified my mobile number by first sending a text message with a verification code. After entering the code, I can call anyone in my contact list and my mobile number will display on their caller ID. No credits or charges.
I imagine that without carrier service, you may be limited to only calling other Vonage users (like skype), but you would have to see for yourself as I still have carrier service.
I tried Google Voice with Groove-IP, Talkatone, Sip-Clients, and other imaginable setup. Ultimately, my family despised my shoddy/echo-y calls. I ended up porting my number away from Google Voice after 6 months. Then again, this was two years ago and at that time I was using a HTC Sensation, so your experience may be better than mine (especially with a Nexus 5).
Good luck!

Yeah but I don't use all of them obviously. My regular plan is unlimited everything through t-mobile. If I need to give out my number and don't really want to I give them my Google voice number. That why I can block out spam calls and set a blacklist easily through Google voice. Same thing for sales on Craigslist and such, filtered through gv. Textplus is like a semi emergency number. There's Internet everywhere and using otg I can even plug in an ethernet cable into my phone and call if I have no service.

You can only receive Vonage calls from other Vonage users who have dialed your username (not your mobile number) and those call are free.
I use Skype Out, works perfectly on wifi. Google voice is nice but it's blocked in China so that's a no go for me.
Fongo is another choice; you will get a real phone number, and make free land-line calls in Canada over WIFI.
or, for USA, try Pinger ?
