This isn't a complete solution - but it's an improvement.
With this fix - the ring tone will play for a second and then be cut off by the call announcement. The announcement will be at a lower volume. The announcement will repeat - the ring tone will not be played again.
NOTE THAT YOU SHOULD ATTEMPT THIS FIX IF YOU ARE COMFORTABLE IN UPDATING YOUR REGISTRY.
Change the following registry keys:
HKCU\ControlPanel\Sounds\TTSAnnounce\Category
change from VoiceCommand1 to Ring
HKCU\ControlPanel\Sounds\TTSAnnounce\Script
change from as5p to v0p (that's v-zero-p) - for vibrate & ring, or p (ring only)
The above fix seems to get the announcements reliably, and doesn't break the set vibrate/set ringer features in the TF3D interface.
Hopefully we can find a better solution - that will restore the full functionality of Voice Command incoming call announcements - and not need this hack.
Another option is to manually overwrite the ringtone file name:
HKCU\ControlPanel\Sounds\RingTone0\Sound
change to \Application Data\Volatile\TTSCallerID.wav
This fix replaces the ringtone with the call announcement - and at full volume.
BUT this solution has several problems, including breaking the set vibrate/set ringer feature in TF3D.
Everything worked fine until I installed MS Voice command 1.6. At first incoming calls would still ring fine, but then I tried to enable the "announce incoming calls" option and instead the phone stopped ringing completely AND also did not announce incoming calls.
I've tried disabling that option, disabling Voice Command altogether, uninstalling Voice Command completely and rebooting, and all without success. Incoming calls produce no ring sound at all, under any circumstances. I've checked and double checked all sound & notification settings, ring volume, settings etc, and nothing makes any difference. Voice command must have changed some registry setting somewhere and I just cannot get it to change back, no matter what I do.
Can anyone help? Is there any way to restore the ring function? The little incoming call window pops up but there is just no ring sound, at all, ever. It works fine when I test/preview the ring under settings, but not when a call comes in!!

Have you tried backing up device and then doing a hard reset?
I loaded WM6.5 ROM on my Treo 750.
Everything is great except one issue...
... I cannot set the Incoming Call Ring Tone.
When I go into the options of the phone, it is set to "none".
I set it to "Vibrate and Ring", then set a ring tone.
When I save/exit, it reverts back to "none".
I tried mid ring tones, wma, and mp3.
I tried ring tone only and vibrate only also...
... But no matter what I set it to, it keeps reverting back to none.
It WILL NOT ring or vibrate on incoming calls.
The SMS, Voice Mail, Missed Call, and email notifications all work fine.
ANY Help would be great!

There is no problem saving the settings in the Sound Notifications settings.
While on the dialer(Phone) screen, I cick Menu, then Options. This takes me right to the Phone Options page where I can set the folowing 3 options:
(1) Ring Type (Ring, Ring and Vibrate, Just Vibrate)
(2) Ring Tone
(3) Keypad Tone
While the Ring Type is set to "None", the Ring Tone box is grayed out.
I change the Ring Type to "Ring", I can then select a Ring Tone.
The only field that WILL NOT save is the Ring Type.
The Ring Tone still has the Ring Tone I selected in the box.
But the Ring Type keeps reverting back to "None".
But I did as you said (in sound notification settings)...
I changed the Unknown Caller tone. Then returned and changed the Known Caller tone.
This had no affect on the incoming call ring.
Still would not vibrate or ring.

But in the same time silent and not vibrate from notifications (Line/Viber)
(Separate both ringtone and vibrate)
Like using profile or something
Because in some case, I want all to vibrate when I'm outside also
It was can before in profile with App Group

It's not in Phone settings but in the app
My Phone is In Danish but i think it's like this in English
Open Phone app, go to Settings, go to Call Alerts and Ringtones there you can turn it off

for mr did not work,but,i stoped the notification from call recording and this helped me.
Ok, that makes sense
That's a totally different issue, it's not the Call but the recorder that plays the sound
I'm pretty sure turning off "system sounds" will mute that.
