I had a similar roaming prompt when running Sprint-based ROMs on my wife s Incredible. The solution was to deactivate the phone guard in system settings.
I noticed a similar function on our S3's under Data Usage>More Settings>Roaming>Roaming Guard. Maybe tinker with these settings?
Thought I'd throw it out there ...

I'm on CM10 at the moment with the roaming issue, ill restore a nandroid of stock and see if this helps
That would be cool ... I'm really curious to see if this will work.

Ill try it with my dad's phone in a few minutes and see if it makes a difference.
I can't find this roaming guard option, all I see under Data Usage is Mobile Data checkbox, Limit Mobile data usage checkbox, alert me about data usage checkbox, data roaming checkbox, restrict background data checkbox, and show Wi-Fi usage checkbox. I also looked at any cut and could not find anything

Whatever you do don't mess with the Roaming Guard settings...
I found the Roaming Guard settings under the second data roaming option in any cut and not sure what I did but I actually lost all service on my phone and even enabling data roaming again in the system settings would not get roaming to turn back on, I had no text, calls, or data and under about phone it said I was not roaming nor was I connected to any networks. I tried all combinations of settings in Roaming Guard and nothing would get it to restore roaming until I dialed *2767*3855# to re-provision my phone. Not even restoring a nandroid worked, only the re-provision. Sorry bro, thanks for trying at least

aaa my bad, I was looking under data usage like the OP stated (Data Usage>Other Settings>Roaming Guard) what I did that caused me to lose all roaming abilities was creating a easy cut shortcut to data roaming and in that setting there was "Roaming Guard" in there the option of automatic and sprint only roaming, I selected automatic and instantly all roaming was lost, I'll restore my nandroid and try Settings -> More Settings -> Roaming -> Roaming Guard
I checked mine and it is set to automatic by default ...

Hmmmm ...
Did you try unchecking voice and data under Roaming Guard?

Whenever I attempt to turn on my data while in a call (and data had been off prior to the call) the phone gives me the "not available over VoLTE call"
I have searched for solutions to this which include:
- making sure VOLTE is enabled on my verizon account and on the phone
- Network settings reset
- making sure Advanced calling is enabled...
None of the above work. Anyone have any solutions?

Go into settings, Advanced calling, then advanced calling again and turn the toggle to off. This will turn off hd calling and will allow your mobile data to be used during calls.

Thank you! This does work in that it allows you to switch data "on" while in a call. However, after just testing it, I only get the "1x" data symbol after enabling data and when I try to use data via facebook, chrome, etc. then it gives me the message "data is unavailable while in calls".
will still have to look for another way around it i guess
Apex, one thing I have noticed is that for some reason, LG has decided to disable mobile data during a phone call. In my mind, this is very frustrating as keeping mobile data active during a phone call is one of the main features of even having 4g lte outside of the 4g speeds itself. I dont know why LG has decided this, but then again, they also decided that getting rid of the app drawer would be a good idea too. THat idea has backfired on them to the point that they had to release an update just to incorporate it back in.
Hi
Is it possible to Turn off Mobile network without turning airplane mode on?
Want to be able to use wifi to sent messages etc & not my mobile network

I have this setup currently. I use quickshortcut maker LINK from the play store. When you open the app, it default to incremental search. Type in data usage and several results pop up. In there is settings. Under settings, is the 2nd choice called data usage. Choose it, and the next screen lets you try the shortcut you're making. Click it and it should bring up your mobile data screen where you can toggle the data on/off with just one button! PRESTO!!
Enjoy.

Turning mobile data off is not the same as aeroplane mode - your cellular radio is still active and you can send and receive calls and SMS messages.
Assuming the OP really wants no cellular radio, what they need to do is switch on aeroplane mode, and then switch WiFi back on again.

Dave

As I said earlier, you need to switch on aeroplane mode, and then turn Wifi back on again.
You can switch on both Wifi and Bluetooth when aeroplane mode is on.

Hello. More details please... Why do u want cell data off? If you set up wifi calling and use the preferred call method of wifi calling you don't need to do what your trying to do.
TRY THE FOLLOWING.....
Turn on Wi-Fi and connect to a Wi-Fi network.
From the Home screen, swipe up on an empty spot to open the Apps tray.
Tap Settings > Connections.
If necessary, slide the Wi-Fi switch right to the ON position.
Tap More connection settings.
Tap Wi-Fi Calling, now Select one of these options:
Wifi preferred
Cellular network preferred
Never use cellular network
Choose never use cellular network, and when u have a wifi connection your phone will use wifi calling not your carrier network.
This is how you do what your trying to accomplish I believe.
Trying to test the feature before I go overseas. Wifi calling is enabled, HD voice/advanced calling enabled. When I check the hidden menu in *#*#4636#*#* everything is checked.
I turn on airplane mode and enable wifi. When I try to make a call, the dialer says "turn off airplane mode or connect to a wireless network to make a call". I am connected to Wifi though and signal strength is solid. What is the problem?
You rooted? Don't know if that really matters but, I had use adb to edit the settings database. I never could get it to work till I did that. No root needed. Just Google wifi calling preferred ADB.

I am aware of that guide for ADB. However that is for preferred WiFi calling when both cellular and WiFi are available. It shouldn't help when I'm in airplane mode.

Had same problem with Verizon Wifi calling, fixed it
I had the same problem on my OG 2016 Pixel (rooted) running stock 7.1.2 ROM on VZW, but now fixed - here are the steps:
1. Open Testing Menu (dial *#*#4636#*#* on dialpad).
2. tap the "Phone information" menu.
3. Toggle on the "VoLTE Provisioned" slider (this was toggled off by default on mine). (Also make sure "Wifi Calling Provisioned" is toggled on.)
4. Using the Quicksettings dropdown menu, toggle Airplane Mode.
5. IMPORTANT NOTE - When I tried the 1st time it didn't work because entering Airplane Mode greyed out Wifi icon and disabled all Wifi connections (and data icon showed "no service"), even though Wifi was previously toggled on.
6. To remedy this, drop down your Quicksettings menu again and simply touch the Wifi connections shortcut, wait a couple seconds and all Wifi connections will repopulate, and default Wifi connection should re-connect.
7. Now hit the back button to the Quicksettings dropdown menu, wait another couple seconds and the data icon should change to "Verizon Wireless Wi-Fi Calling" - Wifi calling should now work

I appreciate the suggestion. I had tried toggling all those options previously but I did it again per your instructions. It did not work.
My quicksettings text goes from "Verizon Wireless" to "Airplane mode" when it is enabled. Then when I put WiFi back on it goes BLANK. It does not say "Verizon Wireless WiFi Calling" like yours did. Any ideas?
I don't understand. I have a cellular signal and my wifi calling just stays on. All I did was change 2 values in the Database.

I guess I never caught that fact. Mine doesn't stay on all the time. But, as soon as I walk in my house it pops on. My wife has an S7 and I can't get hers to work unless I turn the cellular off. Evidently Samsung does not have the same settings database.

Perhaps a local router misconfiguration?

I've heard that a local Wi-Fi router mis-configuration may be the reason Wi-fi calling fails in some instances.
I would test it out on a different router, or have someone with a known good Wi-fi calling phone setup test on your router to eliminate that possibility.
I've also heard that Wi-fi calling breaks when upgrading to Oreo for some folks. Curious what Android version you're running?

Thanks. I'll go to a location and try.
I ran into the same issue, possibly after Magisk install on custom RR Rom (Marlin/Latest April Oreo build). It had worked one time but I guess installing Magisk was the most recent change I could think of after which it stopped working with the error message reported by OP. Anyways the only thing that worked was to do a "Network Setting Reset" , then setup Wifi (Airplane mode on) again and Wifi Calling settings back to On with Wi-Fi preferred.
Note: Also in "Mobile Network" in Settings, need to ensure "Roaming/Connect to data services when roaming" option is selected for the "Wifi Preferred" option to stick.
.
I purchased a Global version 1+7P (GM1917) directly from OnePlus. Then I signed up for T-Mobile service.
I am having problems with calls coming in over Wi-Fi. However, in Settings under Wi-Fi & internet, there is no Wi-Fi calling entry, so I cannot find how to turn off Wi-Fi calling.
Is there another method for turning it off? A package I can disable? (I have root.)

This may all be my misconstruing the problem. After turning off wifi call, I tried calling my wife (which was where I notice the problem), and we still couldn't hear each other. Yet when I call voicemail, I can hear it and I can change my announcement which shows that the phone does work both ways. Therefore, now I'm thinking that wifi calling was not the issue, and the fault is somewhere with t-mobile. The mystery continues.
The mystery deepens. Using Google Hangouts Dialer (which goes over wifi), calling my wife fails (nothing heard either way), but calling voicemail, again, works just fine. I just don't get it.

Thanks for this thread. I knew I saw that somewhere but forgot to check the SIM menu.
Why isn't it in settings search when even dev options are?
Why does TMO lie and way it is in the same spot as most phones, in their article specifically about the OP7p?
My issue in on a WiFi call, sometimes I can't hear them (but they can hear me), sometime from the call start other times mid-call, and turning off WiFi fixes it. I have 1000mb fiber and no other network issues. Too bad it doesn't work. Thanks for helping me disable it.
