Is this the reason i cant unlock?

You can check in the AP Fastboot screen. It will say unlocked if the BL is unlocked. You can try the UL exploit, as this is a 925, but I'm not sure it would work. Why not go through Moto?

The most obvious way to know if it's unlocked is whether the phone shows a "Bootloader Unlocked" warning on boot. If that's not shown, @RikRong told the way -- AP Fastboot.
I have recently unlocked my sim from at&t Carrier to other Source.. But because i update to 4.2.2 few months back i don't see anyway to unlock boot loader and root phone.. Is there any possible way this can be done? or do i basically have a dumb Smartphone because of At&t's update blocking the last exploit? There has to be some way to make this happen?

You will need to provide more information, including the specific model of Moto G, your current software version, and carrier. Not all versions and combinations will be unlockable.
I just tried to unlock my bootloader with fastboot but it says the bootloader is already unlocked. It's a brand new phone. It is carrier unlocked, is that the same thing as an unlocked bootloader?

They not ship that way. Your phone is not brand new.
My phone is through Bell (which I bought outright). Without an unlocked bootloader that means I can't flash custom kernals correct? Is there a way to get around this? Why is my phone's bootloader unable to be unlocked but others are? Any help / clarification appreciated.
If it says "Bootloader unlock allowed: no" then there is unfortunately no way to unlock the bootloader so you can't flash a custom kernel or most of the roms!
this can't be changed except you replace the motherboard or buy another one :/
