I´m having a problem with unlocking.....
I have the "an unknown error occurs, which may be a network connection issue. Please wait and try again later."
I've seen that many people have had this problem and signing up for the device tracker would be a good idea. I tried to sign myself up for the device tracker (to check if my serial number is in their data base). This didn't work, so I called the asus support and they told me that the device tracker doesn't work and that they're on it (which I highly doubt)... But I did ask them the question whether they could see if my serial number is registered there. They said that when they typed my serial number they saw that it was connected to my email-account so they thought this was the answer to the question. I don't really know whether it is, but I still can't sign up for device tracker or unlock the tablet....
Please help! (The motivation ship is sinking...)
Also I have changed all the settings correctly I think: Two-step-verification = disabled, apps with lower security = enabled, usb debugging = on, unknown sources = on

Furthermore I think it is very foolish to enforce such a vague policy regarding unlocking, which in the long term will only lose you your reputation and your customers (and therefore money). All I want is for this unlocker tool to finally work. I will not stop until this problem is finally resolved, so please do not try to brush me of your shoulders....

The customer support was quite friendly actually.
They did not say anything about not supporting unlocking and sent my status information to their main office immediately. They said they corrected the database, but I´m still not able to unlock my tablet. So now I really wonder what could be the problem.....

I just had this same problem, resolved in mid-May.
I started a phone desk request since I didn't have a serial in Settings ->about tablet in mid-April. That was fixed quickly, thanks to xda.
THEN I was told that my serial number was for a motherboard, not a tablet.
After struggling to get them to understand and not just dismiss the unlock issue, I got the ASUS helpdesk to send the information to Taiwan (TW) for the server upgrade, I waited two weeks with no answer back. When I checked in, letting them know I was still waiting, they told me TW had updated the information. I had other things to worry about by then, so a week later, the tablet unlocked easily (on the third try.) The problem is, as stated in another thread, pairing of the MAC address and the serial number in the TW database.
Try a few times. If it still doesn't work, and you get the bogus network communication error, it's back to the emails. Continue by replying to the last one; they have different people answering to the same name so track by number. There are at least two servers: If they didn't state it was an update to the TW server specifically, that's the problem.
IF you get to the Google log in, and it doesn't go, or it says you have the wrong info (password, user name warning), TRY AGAIN. and again, and again. Eventually, Google will ask you if you want to change the correct setting. Check your email at this step too: I was using my daughter's account on her tablet, but Google even sent her a message stating they had blocked a hack attempt on her account... with someone who KNEW HER PASSWORD! We approved the device thru Google (links on the email) and we were golden.
(BOY did I have an issue with getting ASUS techs to even admit that there was a way to update the TW server... the ASUS device tracker is no more: ASUS won't be supporting it any longer, since Google has their Mobile Device Tracker up and running. They'll tell you that unlocking the device means you can't track too, which is definitely not true. --tested)
My daughter's 700 is now running on Crombie-KK (with patch), 'cause while she's an aerospace engineer (almost), she doesn't "get" computers.
TF 300 on firmware still (needs research), but unlocked and rooted for digitizer board update

I´m happy that the issue is resolved for you, however they did specifically say they updated the information on the Taiwan servers for me 2 times. So should I just keep pushing and telling them that they are bull****ting me and they should try again?

I would say it more tactfully; you don't have to be nasty to get decent service from them, as tempting as it gets.... As Droidbound says, "you need to be a Polite PIA." (If they send you the survey, be direct and honest, but be professional.)
I would also call the phone "help line" for the (don't tell them) serial number using only your MAC address and make sure that the information they give you matches what shows on your status screen. THEN have them check to be sure that the same serial number is actually linked to a tablet, not a motherboard. Call twice, using each call server. Add this information to the line of emails that you have already started.
If you haven't already, make sure you have the correct version of the "version 7" unlocker. Doesn't hurt to doublecheck.
Keep in mind it did take me several tries to get the unlocker to actually work, even after they updated the TW server. I have read stories of the unlocker not working for up to 50 tries, and then it miraculously does.
My TF701t is giving me the unknown error when I try and unlock, too. The machine is out of guarantee, but it had a new motherboard fitted under guarantee and I guess the problem is that it has a different serial number. I have emailed support repeatedly, giving them both original and new S/Nos and the MAC address, and they seem to have trouble understanding my simple request to ensure their database carries the correct information. In fact, I'm not sure the person responding always reads to the end of the thread because they keep repeating questions and suggestions.
I have registered the new serial number, but they say that the unlock tool still won't work because the new serial number will be recognized as a motherboard not a device.
Their only suggestion is to send the machine in as the "software may have been injected incorrectly" - does that imply that the serial number could have been set to the original but wasn't? - but as the thing is out of guarantee that will be at my expense.
Keep in mind that the 701 is a different creature than the 700. However, it does sound like the problem is the same as mine was.
The real problem is the server in Taiwan (TW) does not have the proper, updated serial number (and maybe MAC address) for your new motherboard linked to your tablet on their database. (yes, you got the correct answer, but maybe not the correct correction) This is part of the warranty work you had done, but it wasn't completed. You do NOT need to send in your tablet again. This isn't an installed software problem: it's a paperwork problem.
That being said:

If there's not a serial number, search xda for serial number programming: it worked for me when my tablet did not show one internally. (if I were to do this again, I'd try to put in the old serial just to see what would happen in the unlocking but I'm a maverick that way... lol)

I don't know if Tien works there anymore, but the email WILL go through, and his section worked out in 2012 or 13 how to fix the issue. It WILL get done.

Loads of thanks for that. You're correct, I should be in the TF701t bit of the forum, I ended up here by accident but the problem is exactly the same and the necessary fix the same.
Mailing UK support is completely useless, they are not at all helpful, beyond offering to examine my tablet for £50 minimum charge.
My settings shows a serial number, which is different from the original, and I have given both to support. I don't think I have my old MAC address, though; but I do have the repair details so I will try your polite email to Taiwan technique and let you know how it progresses.

if this is when you try to unlock the bootloader i had same problem mine was a refurbished product
i finally fixed and unlocked the bootloader after months of trying to figure it out
i forgot what i frigen did to unlock the bootloader
i think i just deleted all my accounts like google play and gmail from the tablet and then did the unlock and worked
im not 100 percent sure if thats what i did cause i dont rmemeber well

One unhelpful uk support reply just said "it won't work because your serial number is now the motherboard number not the machine number" and "send it in we'll fix it it will cost at least £50". Thanks a bunch.
I'm getting quite fed up with this, it should really be so easy, the poor support means I won't be buying another Asus product.

EXACTLY the problem I had.
Unfortunately, the poor children answering phones and emails only have scripts to read: they seem to recognize only key words and have canned responses. No, they don't keep notes on your account, so you get the same answers and suggestions over and over. This can be played against them, for their understanding of your problem.
You do NOT need to send in the tablet. This is a data entry problem, not a software problem.
I agree with the level of support. unfortunately, the drive for "younger workers" and lower wages that a company prefers does not corroborate with the level of brain power inclusive in anyone who searches xda for answers, let alone someone who will post. Stick to your guns, and demand (nicely, remember they're just working people) that they update the server. Check on your new RPA and see if it has gone through.....
and try to unlock again. It's been four long months.....Maybe it will work this time.

I know there are other threads on this, and I have poured through them. Everytime that I go to unlock my VZW Touch Pro 2, with the radio ON, while it is SYNCED, i get an error stating that I already unlocked another device, and that I should donate if I wish to use the program commercially. I feel like I'm being ripped off here. I don't mind donating, but I don't like being forced into it. I have NEVER owned another windows mobile device before, nor have i unlocked one for somebody else. As a matter of fact, of ALL the people I know, I am the only person who actually HAS a Touch Pro 2.
The main reason I got it was because of the custom ROMS. I followed the instructions involving filing a ticket with the htc-unlock support site, but nobody has gotten back to me. The weekend is the only time I have available to do this, to be able to fiddle with it to make it usable in my everyday life before I head back out to work.
I would like to know WHY I am getting this error. Is it because somebody has usurped my phone's identification and used it for themselves? If that is the case, can they track that person down? Give me their IP address, tell me HOW they could have possible done it, etc. If that is NOT the case, then what other problems could their be. All the complaints about this problem have NOT been answered publically, people were just told to go to the above mentioned site, or to private message somebody.
That annoys me, I would like to know the reason WHY this is happening. It should be common knowledge, and should not be made hidden. I've scowered these forums, as well as PPC Geeks, and nobody has an explanation for this. Can somebody explain this to me?

celitrd2, I don't suppose you are also on Verizon by any chance? I think I will wait till some of those bugs are worked out before I try to unlock my TP2 again. I don't even get as far as you guys. Windows Vista sucks ass!
I finally got a response back after my inquiry to the support site. They didn't explain HOW it happened, but they asked for my IMEI # and supposedly they're going to remove it from the "already unlocked" lists or whatever. Hopefully it will work, I'll report back next weekend when i will get some more free time to attempt an unlock.
I have sprint. I created a support ticket on on their site along with my phone imei# yesterday... still awaiting for their response.

Even on windows Vista, you shouldn't be having a problem using the unlocker.
I do know that a friend of mine tried using the HSPL Unlock on his computer, and kept running into problems. Turns out his phone was trying to sync with WMDC while he was unlocking.
Have you by any chance tried Plugging the phone into the computer. Let the phone completely sync with WMDC, then go into settings and deactivate auto sync. from this point you should be able to Do the unlocker without having any problems.
The problem I'm having isn't WMDC, it's the exe file within the zip. It will extract on the phone, but when I copy it over to desktop, a file with 0 bytes appears and becomes unaccessable. If I unzip it on the PC, no file appears. They said that AV programs will think it's a virus and prevent it from even showing up. So I disabled Windows Defender and Spybot, yet the same problem still happens. See, the PC with Vista is my sisters. I have XP on mine but no internet (except for VZ broadband on my phone, but that cant be used in this case). Everytime I use Vista, the damn thing irritates the hell out of me. Is anyone familiar with the services that run on Vista? Perhaps maybe you know what else needs to be turned off. There are no other AV programs except Norton Internet Security, and that isn't even enabled. I dont think that would do anything anyway since it's for incoming internet data streams.

I have a sprint tp2. never tried to flash before, ever. Have donated over 40 dollars now to olipro and feel pretty ripped. every time I do everything step by step active sync to the cab file download...but oh yes...the "fatal error" message every time. I'm sick.
Well I went to check the status of my ticket today, and it shows that it was closed. So being as stupid as I am, I assumed that the problem was resolved and I should be able to unlock my phone. I grab my phone, grab my usb cable and hook it up to my computer. I let everythign SYNC, I ensure the radio is on, and then I open up the unlocker. I click auto-flash, wait for the button to pop up to start the flashing, and sure enough I get the error message stating that I already unlocked a phone...etc.
What irks me the most now, is that when I let it be known to them that my time is limited, and the ONLY time I can fiddle with the phone is on the weekends they said I should donate to resolve the problem faster. That pisses me off, and it should piss off anybody who was forced into that situation. I would GLADLY donate money if everything worked properly, but it doesn't. I am going to start looking for a workaround for their security in the meantime. There were several leads on PPC geeks that I need to follow up, and I will not be donating if I am successful through those means. If, however, by some miracle they respond before then(which I doubt), I will be donating. We'll see what happens.

I completely agree! I never unlocked my device before - it's completely new and the IMEI has never been used (and I KNOW this for a fact because I work for my provider and know this device is NEW not REFURB) - and yet I am being told that my device is already used and they have to remove my IMEI from the list and to do so I should give them money. WTF?
Anyone been able to unlock their device on the first try without contacting them and giving them money?
I gave up on this. Just going to stick wiith the stock ROM and upgrade to VZ 6.5 ROM. This is too much of a headache for me. I dont remember unlocking ever being this difficult on a device.

I had no problems at all. Running windows vista ultimate on my home computer. These are the exact steps i took....Disable all antivirus and antispyware before you download (because it give a false positive and will delete some of the contents of the download), download the file to my desktop, allowed my device to completely sync, ran the exe file, followed the prompts and Unlocked the phone. I did use the paid unlocker though to do the sim unlock but I used the free unlocker for hspl. Make sure your not on a work or public network where someone else may have unlocked a phone. I read somewhere that it also prevents unlocks if someone on the same network unlocked a phone. Hope this helps.
Edit: ignore the serial number part, they start with a letter...d'oh! Maybe we can still see a pattern with IMEI.
I'm trying to see if we can determine a pattern to when people get OTA updates to the OS and/or the Market.
It's clearly not based on location, as people all over the world have received stuff before other people just around the corner from them.
I think it might be based on the IMEI or SN of the phone.
If you've received the OTA update, and only if you've received it, please vote in the poll and select two answers - the first for what # your IMEI begins with.
If we can determine this, we'll save a lot of frustration and forum traffic based on "I'm here and haven't gotten it yet"; we might be able to give people an idea of where they are in the queue from Google.
To see your IMEI and Serial #, go to Settings, About, Status, and scroll down for IMEI. Serial # is in the battery door, underneath the battery (edit: but they start with a letter, so the poll is screwed for that).
I can't participate in the poll because I pushed it manually, but I hadn't gotten the OTA notification as of 16:00 PST (Los Angeles) yesterday.
My IMEI starts with a 3 and my SN starts with a 1.
After some further thought, I'll bet everyone's IMEI begins with a 3... Gonna have to rethink how to do this without asking people to divulge the complete number.

Ok, now I'm going into my third day with this phone, and I'm really struggling to find a way that it has made me happy. I mean, yeah, I like the OS and all, but Sprint still hasn't gotten back to me on whether they're going to send me a free Airave (I spend half the time in my home roaming). I had to reset the device yesterday to get it to connect to Marketplace - even though my account has never said anything but US (last time I left the country was in the Navy 21 years ago) - and even though I could connect to marketplace on Zune software, my phone wouldn't connect to it. Now I've got that working, by resetting the phone.
Now I can't get the phone unlocked. My developer account has been approved, identity verified, and the next step in my process is unlock my phone. I have tried all the tricks I've found so far: start phone, unlock the lock screen, turned off a bunch of services on my PC (like SQL, IIS, and more), reset my phone again, touch marketplace on the phone while connected so it says "connected" on the screen... Between all this and the lousy reception I get at home, I'm ready to just chuck this thing back at Sprint and say, "Thanks, but no thanks." The one thing keeping me from doing that is that Verizon is going to get the Trophy, and I want a phone with a keyboard. I've had keyboards on all my WinMo phones, and don't plan to stop now. I just wish this phone was available on VZW. I'm going to stick it out as long as I can, but iff I don't have an improved experience by day 28, Sprint gets it back... </rant>

Yes, many times.... I never get past step 4.
Someone just told me an another thread that you have to be verfied through GeoTrust and to do that you must first create and submit an app that you have developed.
After you submit the app, supposedly GeoTrust will contact you via email and have you verify some personal information.
Make a fake app. That's all you have to do. Make one, then submit it. This will generate a claim number with GeoTrust. Trust me, I had to do this myself...
Have you got your certificate from msdn yet it takes a couple of days, once you get your certificate your account will be unloced

I just finished this. Hopefully by monday all will be well
My account has already cleared GeoTrust, and the next step is to unlock my phone. I'm not a student, but it wouldn't matter - I can't get that far. The reg tool doesn't even detect my phone.
If you're getting the dreaded "Check that the Zune software is running blah blah blah" message, this one is a PITA to deal with. From what I've seen poking around on the interwebs, it's hitting a good number of people. It happened to me too.
I have 2 systems that are identical hardware wise, and running 64 bit OSes.
I have 1 machine running a 32 bit OS (it's a much older system).
I was finally able to unlock the phone without any issues at all on the 32 bit system (after swapping out my phone and nearly a week of struggling with it) the very first time I tried.
I'm loving the phone, especially with it being unlocked, but it was a fight until I tried it on that last machine.
Poke Microsoft about it. The more they hear about it and the more information they get about it the faster they'll be able to fix it (that assumes the problem is even on their end).
I've heard using a USB hub (or if you're already using one then NOT using it) has helped some people. *shrug*
Thanks for all the suggestions - I appreciate them. I have yet to get my phone to get past the check zune... blah blah blah error, with the exception of one time. Here's what I did...
I reset my phone, got past the intro, added my live account, hooked it to the computer, let it sync with Zune (I had deleted the phone's proflie), opened the reg tool, and it found the phone. I entered my login info, and got the dreaded 0x64 error having to do with time on the phone.
Several posts I found had to do with people getting past this by using a different internet connection and finding success. Well, I have a rather odd internet connection going on. I live right behind my church, just beyond wireless range from the pastor's router. So here's what I have:
Scientific Atlanta DSL modem/router combo - pastor's connection
Buffalo high powered router running DD-WRT sitting on the platform (closest part of the building to my house), repeating the pastor's signal.
Buffalo high powered router running DD-WRT sitting in my computer room, repeating wireless to my house, and serving as wired router to the server and the HTPC.
Pastor's is 192.168.1.1, the one on the platform is 192.168.2.1, and the one in my house is 192.168.3.1, so they are all separate networks, each using the one upstream of it as a gateway.
So, given my success connecting to the phone, I walked over to church, phone still connected to the computer, connected to the pastor's router, and by this point in time, I can no longer connect to the phone.
I suspect that there is some update that Sprint is pushing that causes this problem, so I repeated the process several times, each time deleting the Zune profile, resetting the phone, going through enough of the startup to get to the settings, and putting it in airplane mode, then connecting in the specified order, allowing the new profile to be created, and still failing to connect to the phone from the reg tool.
Over on the App Hub forums, there are several of us with this problem, and a Microsoft team member said that they believe that it is something specific about the Sprint Arrive, and they are looking into it.
My main gripe about this whole thing is that since Sprint is a latecomer to the game, all the posts I'm finding about this are like six months old. Many people have overcome this problem, so you'd think that Microsoft would have figured out the problem by now, and fixed it.
I hope to get this figured out soon, as I am presently unemployed, and spent my $99 to join the App Hub, hoping to make a bit of money there until I get a job. I'm working on something, but until my phone is unlocked, I can't put my confidence in testing solely with the emulator.

I've heard really good things about the HTC arrive, I hope it works out for you. Who knows, it could be something NoDo related (because to the best of my knowledge those phones come with NoDo stocked on). I kinda hope it is, it would take the sting out of the fact that so many of us can't our hands on that update! haha ;-)
Yes, it does come with NoDo. It's interesting, takes a bit of getting used to, but it seems to work well. I love the phone. It feels more solid than my TP2. The only thing is that I wish the screen tilt wasn't spring-loaded. I got used to not using it most of the time on my TP2, so it's taking some getting used to on here.
Oh, frustration of all frustrations! I just grabbed my wife's phone and tried it for kicks. It took me all of 15 seconds to unlock her Sprint Arrive. So I know the problem isn't my computer. WHY WON'T MY PHONE WORK?????
(oh, and if it makes any difference, she's installed WAY more apps than I have)

My MSDN subscription has expired, but I have posted on App Hub forums. MS thinks it is something specific to the Sprint Arrive, but who knows?

There is now an understood issue with respect to the HTC Arrive that may be the cause of your problem. It can affect both developer unlock as well as the ability to update the phone. A KB article is in the works but here is the gist of it for developers having trouble unlocking the phone:
Windows Phone 7 Developer Unlock Tool cannot detect the HTC Arrive Phone
Abstract:
This article applies to developers of Windows Phone 7 applications who are testing their application using the Sprint HTC Arrive, model number PC93100, OS build 7389 or 7390. Developers may find that they are unable to unlock the Sprint HTC Arrive phone using the Windows Phone Developer Unlock Tool, for the purpose of deploying their applications to the phone for testing. This article offers a remedy.
Symptoms
The developer completes these steps to register the phone:
1. Registers through the App Hub as per the steps described in the App Hub registration walkthrough here.
2. Downloads and successfully install the latest version of the Windows Phone Developer Tools.
3. Owns an activated Sprint Arrive in which they personalize their settings (including date and time, and selecting a language).
4. Registers the Sprint Arrive with the same Live account they used in the app hub registration.
Next, the developer follows these steps for Developer specific registration:
5. Connects the Sprint Arrive to the developer's PC with the USB cable included with their device.
6. Ensures that the Zune software is running/open.
7. Launches the Windows Phone Developer Registration Tool.
8. The registration tool ultimately fails to detect the phone upon launch, reporting the following message:
"Unable to connect to phone. Please check that the Zune software is running and that the Zune's sync partnership with your phone has been established."
Cause
This occurs due to a specific state setting in the HTC Arrive that results in the phone not being able to make a desktop passthrough connection. This state condition can be mitigated by following the steps below.
Resolution
Use the following workaround.
1. If connected, unplug the phone device from the computer.
On the phone device:
2. Press the Windows button.
3. Press the right arrow button (on the top right of the screen) or swipe from right to left to expose the application list
4. Scroll to and select “Settings”.
5. Scroll to and select “Cellular”.
6. Select “Change Network Profile” and wait for this operation to complete (<-- this is a key step; you don't need to actually change it).
7. Press the Back or Windows key to exit the “Settings” menu.
After completing the above steps, follow through with the registration process:
8. Connect the Sprint Arrive to the development PC with the USB cable included with the phone device.
9. Launch the Windows Phone Developer Registration Tool (Zune software must be running).
10. The window titled "Windows Phone Developer Registration" appears which establishes a connection to the phone device and the following status message: "Status: Phone ready. Please enter your Windows Live ID and password and click Register to begin".
11. Enter the App Hub registered Windows Live ID and password, and then press the "Register" button.

Done the workaround, but nothing for me, still have the 0x64 error.
My phone was relocked after one year of AppHub. But now I can't unlock it again..
Also tried to deelete the phone in the device list on my account and use a proxy VPN network. I'm ttired of this. :/
I stumbled upon something strange today, I don't really know what to do with this information... Thought I'd shared though.
Some history:
I got a tf700 early september 2012. Registered it with the Asus Device Tracker service.
The device suffered from sleep of death and after two RMA, "some parts" of my transformer have been replaced. I believe "some parts" is the mainboard (I cannot have details of the RMA since it was handled by my reseller).
Some time ago, I contacted Asus Support France to report I could not use the Device Tracker anymore (my goal being actually to unlock, see this thread where a user claims he was able to unlock after Asus solved his issue with the Device Tracker).
Among other things I told them the service did not list the updates OTA I had installed after the second RMA, which it did before.
Today's status:
Asus never solved anything (they even told me my android version was incompatible with the device tracker and I should contact the developer).
I connected by chance to the Device Tracker today and discovered... the service does list some updates I did NOT install !
In particular, it says the transformer received and installed the latest OTA ([WW_epad] 10.6.1.14.8 to 10.6.1.14.10) on 08/20, though I am still avoiding this one. (on a side note: I have not been able to unlock in 6 months or more, but I do receive OTA updates).
The implications ?
So I'm wondering... Did the service center reuse my faulty motherboard on another serviced device ? Am I really seeing the status of another user's device ?
I cannot locate the device referenced by my device tracker account. In previous attempts, I've tried locking the related transformer. The command however always fails due to "unstable connection". I tried adding my email to the message this time, just in case.

Anybody have any clue what's going on? R gave the bs answer that all 3 of us were calling our VM, even while we were sleeping. However, the times we did check our VM, the number did register on the phones and with the carrier's system.

Im adding a question. My M9 was unlocked without my knowledge. I'm guessing that ***,144*** might be the secret unlock code. IS there a way I can determine if it's been rooted as well?

Interesting issue. I am not sure about the rooting. You are probably going to need to ask experts around here. Hopefully, they can help you with that. As for security, you could try checking if you have any suspicious apps running in the background or installed (You might be using same GPS or another app for example). It could be that one of the malicious apps had access to your calls which lead to them outputting calls to somewhere. You could try disconnecting your internet for a day and see if the calls persist (That is probably not an option for you, but it is an idea). Additionally, you could try a factory reset on one of the phones and see if the problem is still there.

which reminded me of your issue, though I don't suppose it's linked, but it does make you wonder WTF HTC are up to!
Anyhow with your issue I wasn't going to answer as I don't know the answer but my thoughts may help in some small way. I don't thank the 144 is a phone developers code to "root" or turn of security in some way as that would not show on your provides call logs as they stay internal to the phone (mostly). Also I don't think it's adware callng a premium number as your phone company says it does not register properly, so nobody will be paid.
That only leaves a more malicious form of hacking, I would say. So maybe that code does enable your data to be sent but untrckable over a network. That suggests to me it's possibly your actual network (who are R? What country, is it?) or maybe even your government if you are an activist or something? Though more likely is a criminal or business competitor, assuming the other people affected are business colleagues. So could be your boss trying to snoop on you all, if not HTC or the Chinese Communist Party aparatus!
What to do? As Ross says disconnecting is probably not practicable. If you have malicious activity they probably are using data as well as calls. So I would install a firewall to block most apps and log attempted connections (normally have to pay for this) then check IP addresses tell see if they are legit. However this may not show anything as data may go via root. So setting up a proxy to route traffic to your PC and use a sniffing program to see traffic or at least I P addresses.
You can download root checking apps from play store. Also check your security settings any app with admin rights? Also use a good antivirus you might get lucky, but even if negative you may still be infected.
Only way to really clean your system is to reinstall your OS, though a factory reset will fix often. But first you need to know how you were all compromised and fix that else it will just return, I would think it's most likely your local work network, (but could be your provider R or even something else you connect to in sore way eg Bluetooth, or an app you all have (you can boot into safe mode to disable 3rd party apps, but with HTC system apps possibly containing apps that use the Baidu apk etc that still has a possible backdoor unpatched (as far as I know) safe mode will not help white those!)
You might have to look into freezing/uninstalling all HTC installed apps.

I've actually done the FR 5 times now. Disabeling the pre-installed "Gmail" (I think it's more Google thn HTC related seems to have stopped the calls. I've disabled as much as I could.
so here's the kicker. I'm literally nobody! On disability, no exciting employment history and those In my family who have, aren't in contact, nor do I have contact info. And it was my wife and daughter who had the other phones, but mine was central i think. daughters phone was locked. So nothing so exciting. Which is why I even bothered asking lol

Ah! Rogers Canada should be a well controlled and trustworthy provider, so probably not them, though a rogue employee or having their network compromised can't be ruled out.
Also if official Gmail app it should be safe though it does have some quite intrusive permissions like full network access, view confidential info etc, but all are legit if you want the full functionality of Gmail. But it shouldn't have access to place phone calls, so should not be able to create the behaviour you describe.
That leaves a rouge app, but you would all need to have it I suppose, HTC app (or system behavior) or local hack ie via your router or via your PC. A good anti virus should find rogue app on phone and similarly on PC. HTC system apps hard to spot without doing the firewall etc etc. So I would also be double checking your local router for firmware update and resetting it with a new strong password, to prevent possible return, so to any Bluetooth devices.

Now that time has passed and more people might be awake and less likely to make excuses, I'm wondering if this issue can be solved, or at lest thought about intelligently. Maybe someone who knows how it CAN happen, instead of trying to find ways I'm mistaken. this was on THREE SEPARATE PHONES in 2 separate cities.

Check with a root app to see if your device is rooted
check permissions also you can take back permissions with a app on fdroid
unknown app check with virus total or
IF someone has root on your phone they can do what they want and when they want
a app that has call access they can transfer information over a phone connection which can be anything
The troubling thing here is that your phone was unlocked w/o you which implies root access
IF you bought your phone new you might not be anybody but to be put in perspective amazon lets you steal $500 if you use another id and they say it is not you so you do not lose out
but if it is used this can be from the previous user.
The best thing to do if it does not stop is to upgrade the software on the phone if you have already done that then use a Root firewall or change to a rom here on xda (you can all change making the transition easier).

Thank you for taking the issue seriously and not trying to force kool aid down my throat (if carrier was "trust"worthy, THEY would have solved it).
It didn't show root. 2 of 3 m9s were mysteriously unlocked. the 3rd did prompt for a code, but did also show those "unknown #" calls. However, I'm still stuck on the code. I can't even enter a ",". Didn't check the other units for it, but it's still the only unanswered issue that could explain the unlock (aside from your suggestion). No one's even heard of it, but programmers are known for adding backdoors. If anyone's got a new, s-on unit and feels like trying it, that's about the only way to get an answer.
It's dead now anyways. Battery won't charge unless powered off and went from 24+hours regular standby to about 3 hours with extreme powersave on, overnight and doesn't extend with usb power. usb data comm isn't even recognized. All 3 have failed actually (different ways) so I'm going back to my m7 which still works great. Except, it says s-on but works with different carriers and I can't even enter the code I paid for (no prompt. is there another way?)
So, here's the tinfoil hat part. Although I'm nobody, This all started around the time of the '16 election. when I was arguing with a youtube account named (not looking to attract attention so no name, but you know it) for the person who came 2nd.

But any help entering my sim unlock code a different way would be appreciated. But if other carrier sims work, should root be doable while showing s-on?

It would seem in your case that it is a setting change that was made and not comparable to other phones. Probably what we are talking about is a connection to a command server. S-on is a protection so that one cannot change the state of certain partitions namely the recovery boot and system however their are ways to get around this. You would need to get a root app to do that.
As a general rule you need to prove something is going on and funny numbers are a indication but nobody in the security community would touch it because it is very open. What you need to do however is
Get a copy of the calls use pcap and
check your firmware with the standard HTC firmware
this will show you what the phone call is doing and will help the android community overall (improved security)
Also programmers do not try to add backdoors they try to have a good product it is the hacking/security teams of _________ that do that. This being a programmer myself.
