What you are asking is CPU Core Governance. It is possible only in Custom Kernels. Stock kernel is does not support CPU Governers and Overclocking which is added in custom kernel.
Even with any CPU governer apps you cannot enable that on Stock Kernel.
BTW stock kernel uses all 4 cores when required. Keeping remaining cores idle and using them when big application asks is common strantegy of stock kernel. It save battery also.
If any small app like file manager or gps can run superfact with one or two cores, then why 4 cores will be required?
Please dont mind but , your idea of using 4 cores for no reason is funny. lolz In fact I laughed a lot. Please dont mind.
PS: Its better ask questions in right place and be organized on XDA.

Hmmmm
Ok thanks for ur suggestions

Agree with Mahendra's response. The very reason hotplug feature was introduced in popular governors like OnDemand/Interactive was to make optimal use of processing cores. There's no reason why all cores should go online when there aren't enough demanding processes/threads.

Does overclock to 1.3 Ghz makes any sense?

I am using uc kernel and i am in a mood to overclock my phone. My question is same as topic.

I overclocked to 1.3 ghz by uc kernel.
I wanna ask that at 1.3 is it safe for daily use becoz its quite high.

And i also wanna know that does it will decrease my phone life?

No one will recommend to fix max 1.3Ghz. Cause it may over heat your phone due to it is over clock.
Ofcause, this shorten you phone life.

ur emmc chip may burn out..
stay in limits.. 1ghz is enough i suppose..
but yea occassionally 1.2 dats it..!
cheers..
I m back to 1 ghz .

Better be on 1Ghz as default. And when multitasking or playing games, OVERCLOCK!! But 1.2 maxx..
And TI OMAP's are powerfull enough, can resist overclocking.
And moreover 1.2 is standart overclocking for our OMAP.

Be on one ghz...
Seriously didnt fell any diff........
its ma opinion..use custom kernal....
on demand..
nd make a profile....when screen gets off...set cpu max to 800 min to 300..nd same while charging..saves battery
Guys, try below combination
governor : lionheart
I/O scheduler : sio
you will fell it.

OVERCLoCk or NOT

Rooted four couple months now.Using overclock widget and seems to work when it wants to
Kinda new to the game was wondering is it the app my settings or wat? Normaly run it at 800

I personally use ROM toolbox lite (it's free) to keep from overclocking...I prefer to underclock...
I personally use the "ONDEMAND" CPU governor setting in CyanogenMod, with a minimum clock speed of 200MHz and a maximum of 1.2GHz.
In general, I find overclocking less important to good performance than ensuring software minimalism is maintained. For me, I've noticed RAM consumption will hurt performance much harder than a slow CPU clock speed, and excess RAM consumption is caused by bloated software. Keeping your always-running apps in check will amount to greater performance gains.

Disable 2nd core and saves battery!

As all the dual core devices eats as much battery, Micromax Canvas 2 A110 is one of them. So by disabling one core you save more!!
Here is a link..
http://forum.xda-developers.com/showthread.php?t=2091936
Or you can directly download it from here... its on play store!! But use at own risk, with precaution!..

Good for those who don't play heavy/HD Games and want best battery backup...
Hit thanks if i helped!

i think it is by default i am saying this because when u download any cpu control app like no frills cpu control the default governor is hybrid and hybrid starts the second core when the 1 core get overload so no need of this app !

Agree with you.. but when phn is ideal many backgroud running apps unnecessary consuming both cores. So there it helps..

Kernel settings?

Based on us kernel settings which governor/sio combination works the best for a balanced phone... Also I'll like to know other settings I the kernel that u might use... Thanx

mostly interactive or ondemand + 2048bit row scheduler or fiops.. with those I experienced the best UX.
for other settings:
e.g. multicore power saving, so not so much cores are used permanently, underclockig (damn be nexus 5 has so much power, u never need it!) maybe overclocking the gpu (ingress is a beast!) also some hotplug controlling, for loadthreshold an so on!
you can google for mbqs CPU guide,
http://forum.xda-developers.com/showthread.php?t=2325518
or look here, small apk, providing many infos

True, you never asked which kernel was best. But questions regarding the kernel settings can be found in the relevant threads, creating a separate thread is pointless, really. The best way to find out is follow the thread, and experiment with the tuneables yourself.

It's fast already. What is the need to overclock??
ok so you mean to say we should not do anything to improve our device just because its ok ?
if you think its fast then have a look at other (costlier) devices then you will realize what's really fast.
overclocking would make a big difference .

Why do you need to overclock it. Expensive phones don't bring major difference. Micromax C2+ can play high-end games without lag, play 1080p vidoes using software decoder in MX Player or many other player... What else you want?
Still mad for overclocking? Try SetCPU it works.
still the scrolling is not smooth enough
on facebook app ,scrolling sucks
fone has minor frame drops sometimes, all this can be overcome by overclocking.
setcpu just allows to set cpu frequency to max , thats not overclocking, earlier i had a 1 ghz device and it was overclocked to 1.4 thats what you call overclocking
Sent from my Micromax A110Q using xda app-developers app
hum overclock kiye hai lekin kisi ko batayenge nahi
:/
last time my friend lost his note 2 by over clocking :/
smooth scrolling issues can be fixed by using custom roms including that feature
i have been using overclovked devices for years
nothing ever happened, there is a limit which should b kept in mind while doing all this, my streak is 3 years old, overclocked to 1.4 ghz never caused a problem
my galaxy s and s4 also overclocked for a long time, so i think overclocking to a certain range wont affect anything

Mediatek Cips don't support over clocking. They have some limiter sort but it can be overlooked with hardware modifications!
Samsung phones uses Qualcomm chips which has overclocking functionality! If you use app or kereel to OC the CUP tries to get peak OC but won't and get heat ups quickly.
