I just bought this used skyrocket yesterday. Everything was working fine after I bought it including the 4G mobile data. Today, I called at&t to register the phone on my account and switch my data plan to LTE. They said the phone is clean and made the changes for me. I then decided to perform a factory data reset to get rid of the previous user's stuff. After the reset, everything works EXCEPT mobile data. I've tried everything -- powering the phone off/on, turning packet data off/on, airplane mode off/on, removing/replacing the SIM. I called at&t back and they said the phone is still clean, it's not been reported stolen and it's not blacklisted.
The seller told me he had a custom rom on it at one point, but he restored it to factory condition. I went into recovery mode and it still has the stock recovery so I'm assuming it's not rooted nor does it have a custom rom.
Any idea what the problem might be?

You are gonna need a 4g Sim card. They should've told you that on the phone. Also check that you have data packets enabled

Not sure if you mistyped something, but the MMSC field is not supposed to read: wireless.cingular.com. Make sure it reads: http://mmsc.cingular.com
Also, your Proxy and Port fields should read:
Proxy: wireless.cingular.com
Port: 80
You don't list your MMS proxy field, but it should read: wireless.cingular.com
If the above changes don't fix anything, then let's try breaking out your MMS connection into a separate APN. Use this method (from my APN thread):
Standard warning applies here: as always, before making any major config changes be sure to fully backup your ROM. If you mess up real bad or something goes unexpectedly wrong, then you might permanently lose your connection with no recourse other than a complete restore.
Step 1. Delete all APNs
If you're not already at your APN screen, then from your home screen press Menu button --> Settings --> Wireless and networks --> Mobile networks --> Access Point Names
Press the left side of your 1st APN to go into the settings of this APN, then press Menu>>Delete APN.
Repeat this process for any other APNs you have. The goal is to delete all APNs so we can start from scratch.
Now do the next steps in the same order as below:
Step 2. Create a new APN (Menu>>New APN). Everything is case sensitive and must be entered exactly as below. This will be your 1st APN:
Name: MEdia Net
APN: Phone
MMS protocol (if applicable): WAP 2.0
MCC: (don't change this number)
MNC: (don't change this number)
APN type: default,admin,hipri (notice there is no space on either side of the commas)
APN protocol (if applicable): IPv4
everything else: <Not set>
Press Menu>>Save. You will now be back at the initial APN screen.
Step 3. Create another APN (Menu>>New APN). Everything is case sensitive and must be entered exactly as below. This will be your 2nd APN:

Port: 80
Username: [email protected]
Password: CINGULAR1

Now, after setting up both APN's, neither seem to work to get MMS to function. I am not sure why.

Hmmm, well at least we gave it a shot. The dual APN config should have worked for you, as it's the same as what comes on the stock ROM. I suppose one last thing you could try would be to get your phone back to pure stock and see if MMS works then. This stock RUU is located in this thread. It is an executable file that you run on your PC, and it completely wipes the phone, unroots it and brings it back to factory stock. If that doesn't work, then maybe your account isn't allowing MMS or something. Good luck either way.
I know it would work on stock, and stock rooted. But with any other ROM I flash, MMS won't work.
Again, thanks for your help. Its no deal breaker, just wish it would work.

I did that too on Ninja. And since I'm running Ninja ROM on mine, it seems its only able to use Single APN's.
I don't know.
All of a sudden, the pta APN network is flawlessly working for me, wife and friend's Skyrockets. I'm in NYC, is it working for you guys?
"Working", meaning that it'll browse regular, full, non-mobile sites with no problems...

Good find. Just pulled up Justin.tv and loaded just like it should. Interesting...
I"m still stuck with mobile only on most sites. Cnn loads full page, but engadget and most others forces mobile.
However justin.tv loads full and normal.
As is mine. After the customer service/in store crap I had to deal with yesterday for 4 hours regarding this "data lag" problem (as they so called it), this better last a good long time.
Same here juat tested it justin.tv worked and loaded no lag as did cnn.com thankfully i just got the skyrocket yesterday but the browser not.loading alot of pages was irritating and made the phone useless to me without wifi. Glad its working now westminster md

If you push menu settings wireless and networks mobile networks its access point names. And theres been an issue with the stock att apn not loading certin webpages but it seems to be corrected for the time being ( hopefully permanently) so if your not having this issue theres no reason to worry or change any settings

Figures, that's my luck.
I was bothered by the APN issues and ended up returning my SR and going back to the GS2 cause I figured it would take AT&T forever to fix the problem.
Now they go ahead and fix it that fast.
Major bummer.
Had to modify APN settings in Minneapolis/St. Paul
I'm a NOOB to Android, but not smartphones. I wanted to post this reply, because I found most of the information on XDA, but not all in one place. Hopefully this saves others much of the time that I've spent on it.
Issue: My brand new Skyrocket would not connect to AT&T data network from my home when it was sitting right next to my wife's Galaxy S2 that was connected to AT&T data network. NOTE: Minneapolis/St. Paul is non-LTE.
Troubleshooting:
1. Swapped sims -- Galaxy S2 still works; Skyrocket still doesn't work.
2. Factory reset Skyrocket (several times) -- Skyrocket still doesn't work.
3. Got online with AT&T support. Checked some settnigs. Factory reset. -- Skyrocket still doesn't work.
4. Per AT&T support, went back to AT&T store to exchange phone. At the store, AT&T person looked at my phone and turned off the WiFi that had automatically (and correctly) connected to their AT&T hotspot. Voila Skyrocket connected to 4G. Good news, but somewhat distrubing. So, I decided to keep it and work with it some more.
5. Back at home, 4G still working....until I turned on WiFi (which automatically turns off AT&T data network). BAM!! AT&T data network would not come on again, when I turned off WiFi.
6. Next morning a Google search brought me to posts on XDA where others were having issues with the AT&T data network and and MMS.
Root cause:
-APNs configured in my Galaxy S2 were **different** than the APN configured in my Skyrocket -- very much like the posts on XDA.

Solution:
Short version -- added 3 APNs and selected one of them.

I had those apns listed here before from my own trial and errors in the OP of http://forum.xda-developers.com/showthread.php?t=1342159 . But since then took them down after the PTA network started working for a lot of us. And the wap.Cingular/PTA or wap.cingular/phone combo stopped working. The strange part was that the phone combo worked for me and my wife's worked with the PTA combo. Since the original post of this thread, they stopped working and the PTA was up and running.
For the rest/future readers, what's your location where the default apn is not working for you?
Woke up today with no data. Rebuilding the APN fixed the issue. I live near nyc so my guess is lte rollout confused some devices

my location is north chicago! 60061!
I recently flashed to the uclf5 galaxy S3 r4 rom with mohans kernel and I love it. The only problem is the Data connections. The original APN that installed in the flash would connect and had great speeds but would not allow me to send or receive picture messages. Standard text's were ok but no pictures.
I looked around google and the XDA forums and tried a couple of new APN's. I finally got one that would connect and send pictures but it wasn't connecting to 4G LTE only 4G, 1st world problems yes but I wanted the LTE. as I continued searching I managed to get one to connect to LTE and still send pictures and everything was working perfectly, Except now the phone randomly disconnects from all connections with a little circle with a line through it instead of connection bars and obviously no data or phone calls. If I toggle back and forth between APN's I can get it to connect again but it's very intermittent sometimes it'll stay connected for hours other times for just minutes.
I originally had the SKYICS Superlite Rom installed and didn't have any connection issues what so ever and i'm completely at a loss as to what's going on now.

I've been having the same problem. Everything will work for a few seconds then I get a "null cell state delivered" message when I check logcat. Changing APNs didn't work for me but how are you getting to the APN settings? Every time I try I just get a dialog box that tells me to insert a sim card.
I was running stock 4.4.2, rooted and unlocked, and my service/data were fine until today, when I just stopped being able to use data. I've tried rebooting, powering down for about half an hour, checked and double checked my APNs, and flashed Cm11. Haven't tried to flash a new radio alone since I figured cm11 would've come with a different radio from stock. A friend suggested it might be my SIM, but I would assume I would get no service at all if there was a problem there.
So where do I go from here? :V

Who is your carrier. Go to mobile networks/access point names/ and find your apn settings
Try proper radio. A sign is if your WiFi doesn't find signal usually bad mixed. I get this often. I flash lots on many devices but its simple. Anyway try your radio. And no ROMs normally have no radio unless it says otherwise or firmware. Peace.

AT&T, I've tried resetting to default APNs as well as comparing mine to those in AT&T's Help and other peoples' own settings.

See I can pick up wifi just fine, it's just my regular data that's acting up. I've tried looking into a guide for flashing radios but to be honest, I don't know much about LTE bands or anything. Is there a good guide here that I missed? It seems as simple as flashing one with CWR but I don't wanna ruin anything.

You can have as many as you like but it will only use one. It looks as if you are mixing the settings of different apns together

Added both, tried selecting each one and I'm still having the same problem.
So to update, I've gone back to stock 4.4.4, straight from google, still not working, and then flashed the newest radio and that didn't do it either. Starting to thing it's a hardware problem, maybe actually is the SIM?
Ended up being the sim! Thanks for your help though, guys!
The most common issue I have run into with the GSI roms for the E5 Play (james) has been data not working, unfortunately all of the sprint APN settings I have found online have been incorrect for newer phones so here is a working APN based off of a stock E5 Play.

I haven't had an issue with them not sticking after a reboot, I'll look into it and let you know if I figure something out.
