The sim slot is unlocked for international use.check the bands available for the radios to make sure it's ok for use on your carrier.lte is probably not compatible on this one.

The phone itself is plus the gsm bands are. Moto website or check phone arena for exact bands. Lte bands probably won't be.just email Verizon if you don't want to look it up.

Yes it works in Europe
I was in Switzerland last week with a Razer HD and used it with Orange's prepaid service. I was getting a solid 10 mbs download on their HSPDA+ 21 network. The one annoying thing is it asks for the sim unlock code every time you restart the phone.

look down the bottom of the page in the Technology section at what bands it supports, and then just look up what bands your carrier in france supports
im in the same boat myself, im either going to get the Razr i or else going to buy one of these from the states, even if i have to put up with fugly logos all over my phone, the battery would definitely be worth it!
the carrier im with here in Ireland works on 2100 MHz band UMTS and the specs on phonearena says it supports that band so it might be ok... im not 100% percent sure either though

did it ask for the code just in Europe or do you mean that is a problem thats there all the time?
I assume the phone is locked. A SIM unlocked code is needed when providers lock their phone and you need to enter a code to make it work with other providers sim card.
If your carrier uses the UTMS 2100MHz band, it should work. My carrier is using the 2100 MHz band also and I am having no problems.
If you do not know what frequency your carrier operates on, just post your carrier and we can help you.
Be aware that if your country has 3G dead spots (not really applicable for me) the phone will not work on the 2G network, if it is also operating on 2100Mhz. So, no 3G, no network.
Also, LTE WILL NOT work.
Finally, check if you need an unlock code

ah i was forgetting all about that sim lock. thanks for the reminder just did a quick search and so far iv only found a site that unlocks the RAZR HD, no MAXX so ill have to wait and find one of those first
also here in Ireland the 3 network is 3G and then they use Vodaphone's network for their 2G. which is the 900 & 1800 frequencies (and the MAXX HD supports those two) so would the phone switch down to those when there isnt an 3G available?

I'm trying to verify if the phone will work globally while still here in the US. I have a few SIM cards that fit in the phone:
- VZW (provided with the phone)
- TMobile
- ATT
- Virgin Mobile Australia
When I put the Australian SIM card in the phone, it starts up OK and doesn't ask for an unlock code (but it does say something to the effect of the SIM is from an unknown carrier) but I can't get any signal and the phone # listed under about phone still shows my VZW phone #. The TMobile and ATT SIMs exhibit the same behavior, so perhaps this is to be expected...
Here's the strange thing, for the TMobile & ATT SIMs I see some Access Point Names listed under the networks option in settings. When I put the Australian SIM in, no APNs are listed. This is particularly odd because my older phone, a Droid Pro, shows an Australian APN when I put the SIM in that phone...
Can anyone else with some foreign SIM try this on the US/Verizon version and see what happens...? Is there any way to verify that the phone will work on foreign networks without leaving the US?

Currently I am using a Maxx HD in Australia using a local sim and have had no problems. You do NOT need an unlock code. Just insert the sim and you are good to go.

Hi Koala,
As you mentioned you have the HD Maxx version, can you confirm or deny that the 4G part of the phone works on either Telstra, or Optus here in Australia? I'm reading conflicting reports are this.
This site says no to both networks of the non Maxx version (mobicity.com.au/motorola-xt925-razr-hd.html]), yet Telstra is selling it as a 4G phone. Motorala say the HD Maxx "isn't compatible" with Australian 4G networks.
So, I'm thinking that some where, someone is telling porkies...? I hope that makes sense...

You need to look up the "apn settings" for your carrier.

There are 2 models of razr hd:
- DROID RAZR HD (HSPA 850 / 900 / 1900 / 2100 and LTE 700)
- RAZR HD (HSPA 850 / 900 / 1900 / 2100 LTE 800 / 1800 / 2600)
As you can see there is a diference is in LTE band, therefore DROID RAZR HD LTE will not work in Europe 3G will work but not 4G!! because in Europe there are different bands for LTE.
The easiest way to pick the right one is to look at the color of the box, DROID RAZR HD is in black one and RAZR HD is in red box.

Pretty sure it won't on the HSPA/LTE networks. Only AT&T phones have the bands to support the Bell/Telus/Rogers HSPA/LTE networks.
I just need to figure out where I can buy a canadian one from now to use on AT&T...

You could find a Canadian to pick up one for you and have it shipped over. It would put you back about $700 for a brand new one shipped to you ($600 + $72(tax in BC) + $25 (shipping) + $7(unlock)).
I'm not sure of VZW's LTE phone unlock status, but I think you'd only be able to get GSM network (EDGE) on this phone on AT&T.

The Razr HD is quad band for 3G (HSDPA), which means it supports pretty much every network. Only LTE won't work.

GSM = Yes
The 4G moniker is misleading. It should be used for LTE, but the providers in Canada have called their 3G+ networks (HSPA) 4G and confusing all their customers.

Based on your reply, you are telling us that this devices should work out of the box, with no additional software modification on international carriers, right?
One thing that wasn't clear to me is, does the Verizon devices (or at least any Razr HD) are sold with unlocked GSM radios?
@OP wait a month.I expect either Telus of Bell to pick up the MAXX version for the holidays. I couldn't wait nor wanted the MAXX, but my bet is on Bell picking up the MAXX.

No, that's not exactly what I said.
Sorry to be pedantic, but what I said was the Verizon Razr HD has the radios required to be compatible with the Bell\Rogers\Telus HSPA & the Rogers GSM network in Canada. For what its worth, I emailed Verizon and the dude that replied told me that it was GSM unlocked for carriers outside USA.
"Thank you for your inquiry regarding the Droid Razr Maxx HD. My name is Michael, and I am happy to confirm that this device is unlocked as well. You would simply need to power off the device, insert the sim card that you would use overseas, and then power it back on to use it."

Verizon informed me that their 'world phones' (e.g. their razr series) are sim-unlocked for international use from the manufacturer.
However some people have reported that for AT&T and TMobile (national GSM carrier) that they have blocked their SIM usage.
Therefore I would assume that all bands would be available to use if you had any international SIM in there, Canada and Mexico etc, the only compatibility would be the LTE bands - if another country used the same LTE bands as the USA Razr, then I would think you would be able to utilise the 4g.

Anyone know if the Verizon version that was just released also supports GSM and if it's unlocked. I'm planning to use it mainly on Verizon, but would like to be able to pop a SIM card in if I travel.
From what I've read on other Verizon phones - they have to leave 4g devices unlocked as part of their winning the 700MHz spectrum.
I am curious about this too. I am on AT&T and know that the Canadian version should be fully compatible even with LTE, but its much harder to purchase than a VZW one.

No unlock code prompt.. Just states that the AT&T SIM is invalid. The phone lets you load 2 AT&T APNs but nothing happens. Toggling the radio between global and GSM doesn't do anything. I have came to the conclusion Verizon locked down US GSM capabilities.

The SIM slot is already unlocked, the reason it does not work on U.S. carriers is because Verizon blocked their MNC.

I wonder what the loophole that Verizon get to use to locked their android LTE phones from use of other us gsm carriers, well the ones that contain gsm radios. I know the recent spectrum deal required them to leave the sim slots unlocked, but was that only referring to the iPhones ? I know the 5 is unlocked and they can hard lock the phone from accessing us gsm carriers easily through a carrier update if they wanted to, example remember sprint iPhone 4S , all the phones released before nov 11 2011 where already gsm unlocked to work on any gsm carrier including us ones. Then they pushed a carrier update to lock the previous phones that were unlocked.

I'd like to buy a Verizon DRHD Maxx to use on EE's LTE network in the UK (1800MHz), but also to use on Verizon when I'm stateside. From what I can gather, it has the physical radios for both 2G and 3G on GSM networks, and is hopefully SIM unlocked for international SIM cards like the original Droid Razr is.
However, on GSM arena, they have only listed 700MHz LTE support - do we know if it is capable of supporting other bands also please (in Europe we use 800/1800/2600)?

What does blocking the MNC mean?
So I guess its safe to assume its locked for US GSM carriers but would work with international GSM Sims?

These are the bands that the Droid RAZR MAXX HD (and RAZR HD) support (as taken from the Motorola site).
CDMA 800 1900, LTE B13, WCDMA 850 900 1900 2100, GSM 850, 900, 1800, 1900 EVDO Rev. A, HSDPA 21.1 Mbps (Cat 14), HSUPA 5.76 Mbps.
Doesn't look like any bands other than 700 are supported.
BTW, are the specs for the RAZR HD the European spec? The Canadian one supports 700/1700/2100 Mhz.

Ah that's a bummer could it be that the DRHD is the same hardware as the Canadian version, but they have disabled the 1700 and 2100 MHz band support?
I am unsure if the European or Global versions are pentaband - I'm just going by what GSMArena is saying at the moment (which could well be wrong).
I would really like to have a device that can support LTE on both sides of the pond though

I reaaaallly want to get a Razr MAXX HD, but unfortunately I live in Mexico where the main phone operator (Telcel) takes ages to release phones.
So I guess it's confirmed it does not work with ATT or T-Mobile, but is there any possibility anyone can test it with a GSM network outside the US to confirm that its only locked for the US?

Verizon's loop hole is that while utilizing LTE Band 13 requires the SIM slot to be unlocked, there are no bindings for them to have to make the device usable on other U.S. carriers.

MNCs are identifier codes that allows for devices to pick up the right host for its network utilization.

MNC blocking is usually done at the radio firmware, in this case, it is likely Verizon has MNC 150 and/or 260 blocked. While the phone can most likely see the signal, it does not allow the end user (The Operating System and the End User) to be able to see nor select it.

Because I don't want to buy a new one, it is expensive to me....
I want to purchase a used one (new condition) from eBay.
There are countless threads on this. The phone is unlocked, but you probably wont be able to pick up LTE because it doesn't have many LTE signal bands -- the ones that it has are pretty specific to VZW.

But Israel is not at all supported by LTE, it does not exist here (3.5G max here).
Then I can use it in Israel?

You should try to get the Rogers or Fido versions of the XT925 (a lot are listed on eBay). You might also be able to find the European versions. These are all gsm. If I remember correctly, most Israeli cell companies are no longer offering CDMA.

The Verizon version works on both CDMA and GSM and will work globally. The XT925 is the same as the 926 excluding the LTE signal bands which are different.

Can someone please accelerate my decision making by letting me know if the RAZR HD/MAXX HD can:
1) Be fully unlocked from the carrier (Verizon) for use on any compatible network
2) Can use a SIM card when traveling abroad (to purchase local SIMs)
3) Can be fully rooted
Wikipedia lists the phone as:
CDMA EV-DO rev A; 800, 1900MHz
GSM/GPRS/EDGE 850, 900, 1800, 1900 MHz
UMTS 850, 900, 1900, 2100 MHz
LTE 700 MHz Class 13
HSDPA+ (4G) 21.1 Mbit/s
HSUPA 5.76 Mbit/s

2. I have seen people use it abroad but you have to set that up with Verizon.
3. It can be fully rooted and unlocked bootloader.
Some of 1 and 2 may be accomplished in other ways but not officially by verizon, at least not without paying

Thanks...I'm looking for end result here... Can I get Verizon, or a 3rd party to unlock this phone for use with foreign SIM cards?
Can I do it myself (relatively painlessly) with available toolsets?
You can simply buy NOT a Droid Razr HD, but a Razr HD.
This one have no Verizon Branding, also have 4G, the model number is XT925.
This version shipping directly from motorola.
And you can root, unlock bootloader for 5 minutes with win/mac.
One more But - you have to check the frequency of Lte in XT925 version.

Bro, as I know you're able to use any version of the razr HD with a foreign sim(in case if it is NOT fully locked) ! You can buy it directly from Verizon. But in USA you will have to use only Verizon. SIM Lock on this device - is only lock on use the phone in US with another carrier (possible to use in US only with Verizon Wireless). Abroad US you can use any SIM, any carrier in any country. Im considering xt926

Thanks ANit - this seems to be exactly what I am now seeing based on my research and talks with VZW.
It does appear though that this procedure:

will unlock the device even within the US!
Seriously dude - it's an amazing phone.
It's rock solid by itself, battery life is stellar and camera is good, nowhere near as bad as some would suggest at least.
And as a side note since I cant comment in there yet, I've just installed the AOKP Lunchlies and its perhaps the most stable great custom ROM I've seen in my three or so years on the scene (mainly experienced with the Galaxy Ace, Xperia and now Razr HD). Amazing work guys.
So I have been doing more research and am still concerned about one thing:
While is seems pretty certain that we are saying the phone is unlocked for the GSM bands outside the country...and LTE really is irrelevant because no one else uses the same band...what about CDMA countries like Japan or Israel?
Is the only solution when using this phone in another CDMA country to use Verizon's roaming?

The only recent VZW phone to work on other US carriers is the Bionic. Before that I can only recall the HTC Titan as doing that but maybe the Incredible 2 as well. However, VZW call quality and pricing has become so competitive that being locked to VZW in the US is not a bad thing. As you seem to have figured out, the RHD is sim unlocked for foreign countries so you can use foreign micro sims easily. You would likely not be able to activate the phone on another CDMA carrier but you should be able roam there with VZW service. I have only roamed in Mexico on CDMA. All the other roaming in Indonesia, Taiwan, EU and caribbean I have done was on GSM. The RHD does very well roaming. I have chosen to use VZW services (Vodafone) so I can keep my number. I just buy a 100MB data package for $25 which is plenty for email. Not doing that will cost $20/MB and can run into the thousands of dollars. Call costs aren't significantly different to warrant a sim swap on short trips but I have used international foreign sims and programmed apns.
BTW Qualcomm will be releasing a universal LTE chip that will work on all LTE bands in the world.
So I did the radio hack using radio comm to enable the radio on the Maxx HD (XT926) to work with USA GSM carriers, I installed CM for XT925 on my XT926, I even put in a non working T-Mobile Sim in the phone and the phone displays the T-Mobile name in the navigation drawer and on the lock screen. I'm gonna go to a T-Mobile store close by me in NY today, now for my question : is there anything I gotta do in settings or anywhere else on the phone before I take it to the T-Mobile to activate the Sim card. I'm planning on going for there unlimited 4g $70 plan, will there 4g work with the phone? Also what do I tell the sales rep when I get there? Thanks

Ok so i was able to do the whole process online and i activated the simcard and i now my phone is connected but i'm only receiving edge not 4G, i tried changing the settings to lte but all i get is edge, what can i to fix this?
Afaik, TMO uses different LTE band (frequencies) than Verizon so you can get GSM (GPRS/EDGE) or UMTS (HSDPA) depending of the coverage. In NYC most of the time UMTS is available.
OK, I understand that and I'm fine with just using HSPDA+ but the thing is that I'm not even able to use that. Anything In settings I have to toggle for it to work.

One, regular way is from settings, more, mobile networks, preferred networks, select GSM/UMTS (probably you did that already). Second what you can try is to tap on select network and select UMTS only. Last option is type *#*#4636#*#*, phone information and set preferred network. Be careful with this hidden menu!

Try what I wrote you. One more option, instead of network operator auto selection, try to search and select manually. Sometimes phone shows two options for the same operator, one GSM and one UMTS.
Btw, I'm in NYC right now, using TMO and connected to H+.

The only two options I get is T-Mobile & AT&T. I'm thinking that it's probably just where I live I'm gonna leave my neighborhood in a few so I'm gonna see if I'll get H+ in another area. What rom are you using by the way?
Update: I now have H+, the problem is only in my particular area. So happy. Here I thought I spent 70 bucks to connect the phone for nothing.

Because I'm "lucky" with locked bootloader, I'm using stock JB rooted, hardly debloated by myself and Apex launcher.
True but you can barely do anything with edge. Why is it that 3g doesn't work with the phone is it because of the frequency bands are different?
Damn locked bootloader sucks, but hopefully someone will find and release an exploit once Motorola finally releases the 4.4 update.

Do you mean 4G (LTE)? If you're asking why you cannot connect to 3G in your area, then is probably coverage problem. 3G usually works on higher radio frequency than 2g, so propagation is worse.

I don't have hope for that. 4.4 update could even prevent root. But, maybe Motorola (Verizon) will offer bootloader unlocking option for EOL phones. When warranty will expired anyway. That would be really nice move and bring a lot of good advertising.

The frequencies are different. Razr HD only supports 850/900/1900/2100
For HSDPA on T-Mobile you also need the 2100 AND the 1700 band. This is their largest coverage band. If you go to a major metropolitan area with a refarmed 2100 band coverage then you will get H+ on T-Mobile Otherwise, you're stuck on edge.
