Can I build (with eclipse, I assume?) android from an iPad3? Referring to building Android ROMs (CyanogenMod primarily) and themes.
Is the hardware capable? Or do I absolutely need to get a Linux box?

Hw, maybe. Sw, no. You can ssh to a server though (assuming there's an ssh app on ios)

Then what is 3.1? Is there any device released as of yet that is running it? Because
I read somewhere, there is an app or app(s) that support all Android OS 2.2-3.1.
So if devs are already building apps that support 3.1, there must be a release of it
somewhere right? Or a leak of the code or something. I am just curious.
UPDATE: So now I know it is called Honeycomb, and so far only tablets have been released with it, like the Motorola Xoom.
Android 3.x is strictly a tablet OS. The next Android OS, Ice Cream Sandwich, will unify smartphones and tablets.

An SDK isn't the same as the open source for the entire OS.
This only allows devs to update/create apps for ICS, not rebuild the entire OS for other devices.

Yes but from the SDK you can set up an ICS emulator and extract the files from the system image. People do quicky ports from this in the past just to show a device can run the new OS, but to build a fully functional OS you need the source to be posted.
If you already have the SDK installed just update the packages. No reason to install again.

Those were my thoughts exactly.
Personally if I couldn't help in an objective I wouldn't demand it to be done for me.
I would imagine GB drivers are compatible for the ICS for backward compatibility (mesh phones and tablets). It wouldn't make sense to require new drivers when the goal is to mesh.
If that's the case, CM7 might just convert over relatively easy. I'm sure there are gonna be issues and they may be forced to wait until the Galaxy S upgrades.

That'd be amazing, and I see how that would be a smart choice by Google.
If that's the case though, why wouldn't be able to just take bits and pieces of ICS and make a fully working ROM? If the drivers are the same.
I mean from what I understand the drivers are the only real challenge (and other minor issues), from what I can see for my G-Tablet and Honeycomb..

Porting Ubuntu seems to be fairly easy, once CM 10.1 is released I'll try porting Ubuntu. About Firefox OS I haven't had a brief look at it.

Firefox OS is built upon an Android layer, which means it is built with the actual android source code, so a port should be something trivial.
I think Ubuntu OS works in the same way.

Do you want to build or port? Building is where you build a room from source using a device tree. Porting is simply finding a room from a similar phone or tablet. If you Google you can find lots of guides on how to do so. Building will take slightly longer(maybe more) and a device tree and a computer with a distribution of Unix like Ubuntu or Mac os or Linux mint and can take more than a few hours depending on your processor and if you have an ssd

I would prefer porting at the present
So i can modify dem as well right?

Status bar navigation bar etc settings
If i start with cm i want to add them,

MIUI is android
Yeah, Ubuntu Touch, Firefox OS, and Sailfish are it but believe me when I say this- none of them are worth your time. I had all of them installed via MultiROM and they are all jokes. Sailfish is somewhat interesting but the other two are pretty much worthless compared to Android.
