I'm due to go to cuba tomorrow and would like to know if there is an east way to restrict my one x to only phone calls and txts.
I really dont want it to start downloading apps etc at £25 per 3MB!

I think with data roaming turned off you should be good to go.

And Mobile Network on the first screen, you can turn it off and you will never have data connection. As posted above, data roaming is off by default. So you won't incurre roaming data costs.
It's not just data, International roaming call and text will cost you an arm and leg too.

I'm using quiet balance, similar from xda member it also shows a list of block messages for verification
After requesting in various section for over a year,i found it n working perfectly,s airtel can't annoy me any more, more so because i text more than a hundred messages daily

Edit: just tried again. Didn't have the option. I'm on Aokp. Thought it worked in the past. I'm on Wi-Fi only right now maybe that makes a difference.

What I find weaird is that during the storm Verizon towers had no issue at all I have 1 iPhone in my house and my GS3
we both have service issues suddenly out of nowhere.
This is what I got , I think I was roaming on sprint for like a minute and this showed up

How do you figure the Verizon towers had no issue? The service was all effed up during the storm. I lost data completely for periods of time and service completely at times.

My data was fine the next day. Tho I'm up in NH where as you're in the middle of where it hit pretty much.
I know people have asked about focusing on a specific tower and I can see how and why that would be impossible, but I have a slightly different problem so I'm looking to take the blacklist approach.
Basically, I have moved over to FreedomPop which is a VoIP service with free data. The problem is I keep connecting to a particular couple towers locally with no data connection, not 3G or 4G, which makes the connection useless. I want to blacklist the towers with no data.
My phone is rooted and Xposed is installed, if that can help. My thought basically is to identify the tower(s) and nuke them from the home list or PRL, wherever it's hiding. Is this possible?

Hidden away, in Developer options, is an option to keep mobile data always active. Even when wifi is active, for fast network switching. I assume that we want this enabled? Just curious.

I've had it on for awhile now, on different phones and from I've noticed it's for fast Network switching. Never had an issue with it being on all the time. Orero and earlier had an option for wifi being aggressive in handing over to carrier data when wifi was poor. Don't see it in pie now. I would have that option as well as the option in for mobile data always active
