So frustrated, about to return One X but seeking advice - AT&T, Rogers HTC One X, Telstra One XL

All,
I have had the One X for just over a week now. Three times, I have had to hard reset the phone because it stops receiving / making calls, and data stops.
I tried searching the forums but it seems like issues are all over the board and couldn't really find something that was exactly my issue. If there is one, I apologize for the duplicate post.
Regardless, when the phone is in this state, it appears like everything is working. It shows I have great signal, the little 4G icon is there, indicating that everything is working.
Anyone else have this problem or could I possibly just have a bad unit? AT&T already swapped out the SIM card thinking that might fix it, but no luck.

I think you should swap out the phone as bad before returning it if that's the only issue you're having. mine seems flawless in that regard. I haven't missed or dropped a single call.

Thanks for the suggestion, I'll give that a go.

Definitely return it for new one...that problem is one I have not heard of and will probably go away once you have the new one. Good luck...badass phone for sure.

I don't recall ever having that problem. Mine was pretty random too, in fact it got so bad yesterday that I missed several important calls.
If I would restart the phone, I would get all my missed text messages and the voicemail (google voice) would tell me I have messages waiting..
Very frustrating.

I thought that might be my problem too, but where I could stand in one place and have the problem, restart the phone, and then not have the problem -- that leads me to believe there was something wrong with the phone.

My X started out ok, but these last couple of days I have NO signal anywhere. Also SMS/MMS is barely working. (and when it does, people are getting multiples) And its dropping pretty much every single call.
I just called my corp store, they have plenty in stock. I'm going to go exchange it. Should I ask for a new SIM also?
And my screen is perfect, here's hoping I get another good one...

However, AT&T's LTE phones are notorious for connection problems on non-LTE market. These LTE phones use a new APN called pta. I just had the same problem while traveling through PA yesterday. Lost data connections many times and had to reboot the phone at the end of the day to regain data connection of any kind.
So, it is AT&T's service and also the phone firmware that can't properly handle the fact that it can't receive any LTE signal in certain areas.

return it and get another phone, besides the One X, it's all hype anyway. The HTC vivid is a much more solid phone.

I had almost the same issue. My device was on wifi and would at random times just stop pulling data. Or at time just not make calls. I tried trouble shooting it but I was basically told since I didn't have it long I should get it replaced. I replaced it and the new device is perfect. I have not once had that issue again.

Who said I'm going to reture it. OneX, regardless all its problems is still way better than any alternatives AT&T have. There is no such thing as problem free Android phones. I've being many of them. They all have problems one way or another. Vivid with its ancient S3 CPU and SD screen just plain sucked. My SGS2 can kick its butt.
For me the form factor of One X, LTE speed, S4 processor and HD screen are the main things I pick One X over any other phones available on AT&T. These software bugs will be corrected overtime.

I just came back from my store. They had plenty in stock but said when that runs out, they have no idea when they will see anymore.
I have a brand new 1X, and a new SIM card. Hopefully this one works.

I stopped by a vzw store to look at the gnex and my hox side by side. I've decided to keep the HOX. Screen on the gnex was way too bright and I ran quadrant side by side on both phones. The hox blew the gnex out of the water.

Bought mine yesterday and this same issue happened to me today. Had full reception on 4G but could not send a text or place a call. Happened twice today, and I dont know if I want to return it ASAP or if its software related and may be fixed.

I had that problem 3 days after buying the phone. Data, calls, texts..tons of problems. Phone was unusable half the time. I went and exchanged it for another one. I am now at 6 days with the new phone. No problems. I hope it lasts.

Stuck Data

Has anyone experienced the stuck data issue on this phone where when you are using the net, all of the sudden one of the 4g arrows get stuck and you can't access anything on the net? I had to go in the settings and turn off data as well as the radio and then turn it back on to bring the data back. I just got this phone today from walmart. Should this phone be exchanged? Thx
Update : was browsing xda and all of a sudden data went completely away, meaning the 4g icon. It came back in like 5 seconds. I don't know what's going on. Reminds me of my hd2 on ppp android, you know the familiar data drops we all experienced on ppp. Any one having the same issue?

I think I know it since I know Android. Had it even worse on my Flyer yesterday - no net via 3G or Wifi though it showed signal. On my Sensation less than on Flyer and former Desire. Is it Android related?
I have had all kinds of data problems. I have been at home with it all weekend, I just assumed it was from the low signal strength in my house. I have been using wifi around the house just fine on it. My Sammy Vibrant did not have data problems at home.

I have had this problem for the past year (seriously) and I have yet to find a solution. The issue has spanned 3 different phones (Nexus One, MT4G, Sensation) and 2 different SIM cards. It was so bad last June I basically had no data whatsoever for 2 weeks. Even my girlfriend has had the issue across her MT3G Slide and my Nexus One when I moved onto the MT4G so I know it isnt a weird bug with my account. She is on a completely different account.
I live in the Phoenix metro area, and at that time they were installing HSPA+ so I attributed the problems to that. I called T-Mobile several times complaining and they transferred me to a special dept and had the towers near me investigated and they never found anything. Since I lived in the DC metro area before moving here a year ago, they thought that may be the problem and reset a bunch of stuff for my phone # and SIM card but that didnt do anything either. After about 2 months of dealing with T-Mobile, the problem improved a lot and was just an annoyance instead of a deal breaker as it previously was.
Ever since then, the problem still occurs, albeit less often, but still enough to annoy me.
Unfortunately I think this is either an android bug, HTC bug, or a T-Mobile problem.
I'm also having the same problem. Data on my hd2 was a lot more reliable. I even went to exchange for another sensation. Same problem occur.

I was experiencing this same issue, and I believe I have it fixed (at least in my case). First thing I did, was a full factory reset. Having been on WinMo 5-6.5, then transitioning to Android a year ago, the one thing that remained a constant after flashing new ROMs, was to do a factory reset. I've also read posts that indicate it is a good idea, as soon as you get a new phone, to open the box, insert the battery, then do a full factory reset.
I am not sure why this helps, but since doing that, I have only experienced this issue once. It also took care of a few other issues I was having (random FC's in the music app for example).
Another thing I did, that I think had the biggest effect, was to install JuiceDefender. When you boil it down, JuiceDefender essentially toggles your data connection On and Off many times throughout the day (it allows you to set up a whole host of triggers and controls, but I won't go into that) It is my belief that cycling the data connection on and off resets that connection, leading to a 'fresh start' if you will. After installing JuiceDefender, I have saved a ton of battery usage (my phone will last a day and half now, with pretty heavy usage), AND more importantly, I have not experienced the issue of my data randomly dropping.
I know there aren't any definitive answers in my post, but I hope this helps. YMMV obviously.

I'm still a noob at this so I've got one question. Is a full factory reset where you go to settings->privacy->factory data reset? (I've got an Optimus M, so the menus may be different.) I just want to make sure because I plan to do a reset, install Juice Defender, and put in an 8GB class 6 card before I start doing anything. Anything else I should do at the start?

I believe this achieve the same result, but to be sure, the way I did it on this device was to power the phone down completely, hold the Volume Down button, then press the power button... this will present you with a menu on a White screen. Select Factory Reset, then press the power button. This will begin the factory reset process.

Yes to all of these.
T-Mobile is having some measure of growing pains with their 4G service and has not acknowledged it completely. A few of us have discovered that switching handset make and models does not help, as it is a service issue. From this thread:
Apollo-2 said:
Hi, it's been a while since I posted in XDA but this issue has been a regular one with my T-mobile service, across multiple devices. I have searched far and wide for anyone else seeing this exact problem, and finally here you are. I hope this helps other users:
1) Purchased the original myTouch 3G; approx 1 year with zero connectivity issues. Loved it, exceptional for its time.
2) Purchased (upgrade) myTouch 3G Slide at launch. Following 3-5 months saw This issue with outgoing data, but no incoming response. 60/40 the internet would respond or not in any application (web, streaming, podcasts), it was a real crapshoot. Assumed the problem was isolated and performed a few master resets. Zero apps installed and continued to see the same issue. Decided it was either software or radio related and called T-mo for advice. They suggested a replacement unit after standard troubleshooting (re-seat SIM, master reset, check that you have substantial signal).
3) New MT3G Slide, same outcome. Called back. Finally received a reasonable suggestion: get a new (free) SIM from T-mo as the one I currently had was slightly older. Was sure this was the issue as the rep sounded very confident when I explained the situation. Received new SIM!
4) No change, issue persisted. Following day called T-mo and had a 'ticket' escalated to engineering dept. Was assured I would receive a call from eng. dept, but no such luck. Bothered by this whole mess and lacking in answers from T-mo, I sold the Slide and upgraded to the G2X.
5) The issue once again reared its head! If the stars were aligned and I did get In/Out data, it was 11KB/s (90kbps) tops. Ex: 5MB podcast would take 0.5-1.5 min (30-90 sec) to download prior to issue, now 10-15 min. This was with no apps installed, 4 bars of signal, 4G status icon, across multiple geographical locations, and fingers on both hands crossed. It was about this time I suspected that somehow T-mo's network was throttling my account. But, I had never used more than 1GB in a month, and they assured me I was not being throttled. A serious WTF was had
6) Realizing there were bigger problems in the world and finally at wit's end, I returned the G2X and am waiting patiently for my contract to expire in July, while using an old Nokia candybar in the meantime for calls and text only.
7) July: move to new carrier or stay with T-mo (if we can figure out what this issue is). 8 year customer, need internet on a smartphone though.

There are a few other posts/threads describing the same behaviour. You may see data going 'out', but no data 'in' (response) from the network, despite having full signal and '4G' status icon. Ideally there should be one T-mobile general thread for this, if it doesn't already exist.
Unfortunately it seems that every tmobile phone has this very annoying problem. The data is fast, just not that reliable. Must be a GSM thing because it doesnt happen on sprint and verizon phones i use. And its not a "4g" issue because all of the phones are on the same wcdma bands as thr "3g" ones, they simply have modems with increased throughput. I have had this problem since the G1

Yes, if you are already seeing the issue, it will likely persist across all phones for you. Exchanging/returning your handset will probably not mitigate it.
T-mobile reps are going to need a few descriptive keywords if you plan on calling in the problem. 'Slow internet', 'slow connection', 'slow phone' will not generate any flags in their system due to the sheer number of not so savvy callers reporting the same thing under non-ideal conditions (bad reception/area, out of service area, etc). Suggest something like 'non-responsive network', 'stuck data', or 'no incoming data' that will allow them to differentiate user error from network problem. Test it in different locations (with 3-4 bars of signal and '4G' icon in status bar) and use the Speedtest app to give them concrete numbers. 5-15 KB/s for example is a clear indication that something is amiss, as even 3G is much faster.
Edit: There are a few threads on T-mo's site describing the same thing.
Turning off the backup my settings under privacy seems to help (still an issue but better) on the store demo I have been playing with.
I notice the issue where websites will not even start to load and apps time out when connecting. The request appears to be sent from the phone but not getting a reply from the network.
My G2 does not have a problem in the same location.

[Q] No Signal. Limited Service. --- HTC Sensation

Hello people! I am a newbie on Android, so don't expect me to know deep stuff about Android.
So, I've been using HTC Sensation for about a month now. I've been using it without problem, but suddenly on one night, hard rain strike Bangkok. Suddenly, my phone goes no signal and limited service. I thought it was some some problem, so I wait for a while in order to get the signal back. About 20 mins later, my signal bar is back, but still no Mobile Connection icon (e.g. H or 3G). The worse thing is even though my signal bar is back, I still can't make/receive any calls or sms to/from anyone. I thought it might be some problems with the towers, however, when I switch my SIM to my mom's iPhone, the signal appear to work and the connection worked without problem.
That's when I thought its the problem with the phone. But... when I went out of my area (house), signal appear to work with 3G and I can perfectly make calls or texts without problem. When I got home, No Signal once again. So now I don't really know if its the problem with the network or the phone...
This really annoys me as heck. If someone can give me advices, I will be much appreciate. Thank you very much
My phone goes from having full bars on 4g to nothing randomly me having to pop out the battery to get service again.
Tired of the same
http://forum.xda-developers.com/showthread.php?t=1098849
i decided to make the jump and my issues went away, i would have preferred to remain stock however i don't like to be branded, stuck with bloatware etc..
thank you and all of you reply this thread. I am very new to Android, so I'm not really sure about 'rooting'. So Lostcat, you have this issue? and your issue went away after you've rooted your phone? Also, if I am going to root my phone, will all my data, contact, apps, and setting gone? If yes, anyway to do easy back up?
Thanks
I was having similar issues so I sent mine off for repair (through carphone - they say they send htc phones off to the manufacturer but considering its only been a week and they have reapired it i doubt that it has been sent off) still im sort of glad it didn't go off http://www.bbc.co.uk/blogs/watchdog/2011/10/htc_phones.html - im going to get it this afternoon. will report back with findings

You have answered your question yourself here.
It's clearly a problem with your local cell since that night with the hard rain, since when you go to a different area your phone works fine. Contact your network and report theres a problem with your local cell.

Yeah, at first I thought its the signal problem too. But when I switched SIM and put it in my mom's iPhone, it work. And I use her SIM on my phone, and it worked too! Pretty confusing eh?
Alright.... I've decided to give my phone to the HTC support to fix it after I've asked a lot of people and they said its the antennas problem. Anyway, since I phone is rooted, in order to give to support, I need to unroot it.
I know people posted a lot of steps on unrooting HTC Sensation, but I want ONE SPECIFIC SAFE and SURE steps for unrooting... Thank you

SIM problem on my One XL (LTE)

Hi since I can't find a forum for the One XL I assume it's shared within this one.
I just got my One XL yesterday and it's been having what seems to be a SIM card problem. The phone will be normal sometimes but will lose all mobile connectivity suddenly. Is this a known problem? The connectivity comes back on its on but it could be after a few minutes or few hours. Apart from returning the phone, is there anything I can do? Note that WiFi works perfectly.
Yes sir that would be a common issue among the hox .

When you say "XL," so you mean an imported XL from Asia? Rogers? AT&T? The AT&T's the one having some radio issues. I don't think the Rogers' is. And if you imported yours there could be a number of reasons you're having connectivity issues.
@barryH_GEG: I live in Hong Kong and the One XL has the right bands for 4G and HSPA+.
@tyshemi: is there a software fix to this or is returning it the only option?

Gentlemen,
What the h.. is with this phone? I got it as well last Friday and I have exactly the same problem - it loses all mobile connectivity and only emergency calls can be done .. for which a SIM card won't be needed. It doesn't look like a software pronlem to me, it looks more like a hardware problem! I've seen this behavior immediately after I received the phone and I immediately went with the phone in a Vodafone shop. The guy did not look surprise at all. He took out the micro SIM for couple of times and after wards it worked OK. I went home and after couple oh hours it happened again!!!
@ HTC developers:
Gentlemen, are you joking with this device? What's going on in the testing team?
Indeed it is a LTE phone - and it is known already that there are lots of problems with the 4G software, but the SIM card not to be seen by the mobile? How could this be possible???
Please do something about this!
I will send back this device immediately!
Cheers
I myself have exchanged my HOX for this issue twice now. AT&T knows about this issue and refers to it as a manufacturing defect with the SIM card reader while not in a LTE area.

In Australia, we have this issue on our 32GB One XL. Apparently it's a particular version of micro SIM. One specific version has this issue, the other doest.
I've seen it happen a couple of times on mine since I got it. If it happens again, I'm going to put some very thing pieces of paper under the sim card to make it marginally thicker and press firmer against the contacts when it's inserted.

Hi guys,
Just to give you an update about my HTC ONE XL. Unfortunately, I have only bad news about it !
I went yesterday to Vodafone shop and they changed the micro SIM card. They gave me a different one - also a brand new one, and I have the same problem, the phone loses the connection with the SIM card. Since yesterday it happened already twice! I've seen some discussions here about the WiFi. Just to mention that in my case the Wifi can be used, only the network is gone and stays gone until I restart the phone.
HTC ONE X also loses the connection with the SIM?
My micro SIM card does not have a 4G subscription anyway..
Cheers
Try putting tape on the plastic side of the microSIM to see if maybe you can get a more solid connection?
My One XL would keep loosing reception and saying "no sim" even though it was clearly working. I deactivated my SIM pin and it seems to have stopped dropping out and saying "no sim" Give it a try.
I have One XL and I have no sim issues, it could be the piece that you use. As for the signal drop, it does happen to me sometime, and I think it tries to connect at LTE then goes back 3G. Try to force 3G only then try.
Setting on network menu could help too. Try *#*#4636#*#*

Been having the same issue and found it in the logs. Not sure if other people are seeing the same thing though. Post with info.
Hi guys,
I sent back the phone last week and yesterday I got a new one with a "newer" IMEI. Since yesterday, the phone did not lose the connection with the SIM card.
I was told that, indeed, some of the first HTC ONE XL modeles released on the market had the problem described by us on this forum/topic. The nature of the problem, hardware or software is not known to me so far but I believe it's a bit of both..
Cheers
This happened to me and updating radios to 1.88 or higher fixed it. did not work well with 1.85 radio. Radios dont come with custom roms. They have to be installed separately or with a ruu. There is a radio thread in development. You must be rooted. Ive only had 1 person tell me they still had problems after updating.. if it doesnt fix it, get another phone. Its a legit reason. Main reason for a phone is to make calls. kinda hard to do that with no mobile connection. :crying:
Edit: here is the radio thread. 1.88 or higher. 1.88 is my favorite. The telus seems to be great also. http://forum.xda-developers.com/showthread.php?t=1694012

I was told that, indeed, some of the first HTC ONE XL modeles released on the market had the problem described by us on this forum/topic. The nature of the problem, hardware or software is not known to me so far but I believe it's a bit of both..
Cheers

I recall the comments above. The connection with the SIM card was also lost for the new HTC ONE XL phone, but this time after about 40 hours !
Software running on this phone: 1.82.162.6
Android Version: 4.0.3
I have no other option but to send it back again, and go for a Samsung ..

i have question though.. the guys who have sim problem does your network drop from 3-4 bars to 0?.. in mine i have noticed that it actually drops to 1 and then only goes to 0 bars for 2 sec.. then catches up... but if i keep it to gsm only mode.. i get full bars all the time... what do you guys think is the problem.. network or the phone has bad way to switch between the network types?
and jsut in general the network fluctuates a lot on this phone.

potential signal problem

Hey everyone, i'm a new coming from the OG razr and while i heard the radio on the s3 isn't as good as the razr i think my phone might have a problem. It seems to get stuck on 1x a lot and the only way to get back to 4g is to restart the phone. my phone is rooted but stock rom. Is this a common problem? Also under under APN LTE verizon internet is checked not EHRPD. Is this correct?

Its not normal. Take it back before your 14 day period and they'll give you a brand new one for it. If you wait then you'll just get a refurb.

is unrooting as easy as rooting? I'm hoping theres a script or program that can unroot as I'm not the most tech savvy. I'm guessing if i'm bringing it back i'll need to unroot.

You know how to use Odin? Look at section two, "how to get back to stock from any rom."

dont know how to use odin but the instructions seems easy enough. Just got off the phone with CS and they tell me its most likely the sim card and not the phone and to go to a store to replace it. Is it true that the sim card actually controls the signal?

Yeah it's true, put simply. You can see if it's the sim. But like I said, if you try to get a replacement after your return period, then you'll just get a refurb. So be quick on the draw if the sim card doesn't fix it.

My s3 isn't having that bad of issues but still some bad data reception. Is Samsung going to do any updates or is it just going to be like this permanently

S3s are known to have a number of data issues. Call technical support and try their ideas. When you can rule everything else out, then you know it's your phone. Basically, if a new sim or a factory reset doesn't fix it, you need a new phone.

Alright, I sent them an email and will probably call them if it starts to get worse.

I took my phone in the store yesterday and they told me flat out that I sim card won't do anything for your signal. I'm not discounting what you're saying, just telling you guys what they told me.
My signal is garbage at home AND at work. I use wifi at home to play with the phone but actual 3G signal is bad. I am lucky to get 2 bars but its generally 1 with speed tests of about 80kbps.
I don't have WIFI at work, and get no signal at all.
I still have a week to return the phone but I'd like to keep it if I can get a better signal.
I am still within my 14 day, maybe 5 days left

Are you new to VZW or have all of your phones had the same problem?
With the thought of you possibly leaving VZW, you would think the store would have tried a new sim card, if only to pacify you. Or they might have offered to switch out the device.

I have been with Verizon for years. My Droid X didn't have the best signal but it was much better than this.
One problem is, the store is located in a 4G area, it works great there but it doesn't where I live, nor where I work (which is a decent sized city)
It sounds like you have a bad phone. I'd be pushing for a new one before your worry-free period is up.
Okay, I reset my phone this morning and surprisingly, the signal is much better.
I went from 80-100kbps to about 500-600 kbps. Does that even make sense? The phone is only a week old
Now, perhaps I'm getting too hopeful here and the wind is blowing the right way today or something.
Yesterday I checked my signal with 'Open Signal' (I'd love to know of a good tower location app), and my signal was about 20-23%, right now its at 32-37%. I know that isn't a great jump but in the scheme of things, it is. I'm also at -97dBm, I think yesterday and the day before was over 100
I will note however that I'm still at 2 bars of 3G
I think its just chance , but I'll keep an eye on it.
Couple of weeks ago I also contacted VZW about bad signal/slow data speeds with my phone. They also told me a SIM would be the first fix to try. I had them send me one, for free 2nd day.
Before I swapped it out.. I rebooted my phone and put it in a certain spot and observed signal strength. In my house it ranges from -109 to -113. The data speeds, when the test would even finish, were abysmal. Ran 3 tests and in general they were about 500Kb/s down and anywhere from 0 to 300Kb/s Up. And that was on LTE!
Now without wiping my phone or anything I installed the new SIM and called VZW to activate as their website was bombing. Finally got the thing activated then put my phone back in the same exact spot to observe any changes. While signal strength did not get any better my data speeds increased a whole lot! In the same spot I was getting 5 Mb/s Down and 3 Mb/s Up on average.
Ive also noticed a decrease in LTE drops to 3G and 1X like I was getting before.
So while Ill say that it would seem to be impossible for a SIM to make your signal better, it just may help with your connection.
Thanks for that, I'm going to go up there in awhile and at least swap the card
Well this is my side of the story I had the Galaxy Nexus before sometimes in New York I am in spots where I dont have 4G what is weaird when I go into someones house which i've been many times I only get 3G and then when I go outside I get LTE anyways at the same spot I get 1-2 3G bars and my friend gets 3 bars on iPhone 4S but when doing speed test on both it seems about the same.
Also I am running CM10 and when I was on stock I could tell the signal was a little bit better , you guys think it would be worth a try to swap out sim card as well? how do I make them give me a swap for free?

4G Data Drops

I finally got someone at Verizon to admit that the 4G dropping issue is at the top of the known issue list. Each time I have gone in the store I have been met with 'surprise' that this is an issue. Invariably they have tried to replace my SIM card or phone none of which has worked. The notes on this issue that the phone support person had were rather disturbing.
The first one indicated that this was a known, accepted issue and that the phone was working as intended. Ack!
The second note said that the vendor was working on the issue...IE HTC.
So...onto HTC I go...
The HTC rep also admitted knowing about the problem. He said they were working on a software update to correct this. This of course led to discussion about ICS. According to the HTC rep I spoke with the update has NOT officially been cancelled at this point. He could not say whether or not the fix for the 4G drops they were working involved ICS, but did seem to indicate it might. As usual no remote ETA as to the fix.
Truthfully I could care less about ICS...I would just to have dependable 4G that didn't drop every time I try to use GPS to get home from work, stream music for my kids, or check Facebook.

I just got a new sim and so far so good. What rom and radio are you on? Radio's tend to be a big factor in data dropping.
Sent from my ADR6400L using Tapatalk 2
Yeah if I run twisted build my 4g will drop but if I use let's say skyraider I have no data drops where ever I go. Many times you need to find the right radio for the rom you use.
Sent from my ThunderBolt using Tapatalk 2
Well...I have tried the .19, the .9 and the leaked ICS radios when I tried the ICS builds. I actually don't know about the leaked radios as I had too many other issues with ICS at this point for me to use regularly...but the .9 and the .19 both give me pretty regular 4G drops. I just dropped back to the .3 radio this morning to see if that helps.
Thanks for chiming in. Maybe I should try another SIM card...only replaced that once...have replaced the phone 3 times now. I spoke with Verizon AGAIN yesterday and was basically told what did I expect with a two year old phone. I guess they expect you to have to buy a new phone every two years to keep them working. Freaking consumer society.
A level 2 tech told me that the drops are also related to the fact that the 4g network isn't fully implemented. What we get most the time is a 4g extension that was put in place to expand the network faster. They also told me that the parts of the network that are a 4g extension get only half the speed of a fully implemented area. The suggestion I was given was just disable 4g when I'm in areas that have spotty coverage which actually helps. The problem seems to show itself on the hand off between 3g and 4g. Almost like the phone gets confused on which network it should be on.

I think I am in a crappy 4g zone. But now you make me wonder about that...
I'm in an area with solid 4G coverage (I use an LG Revolution). I just installed a ROM on my brother's Thunderbolt for the first time last night, largely prompted by his phone being stuck on 1X regardless of where he is. Sadly, it didn't seem to help, even with trying to flash a few radios. His friend also has a Thunderbolt, and his has no connection problems in the same area. Who knows.

Your brother needs a new sim card. Real simple fix.
