If you can unlock phone's bootloader, &
if you find a Custom Recovery ( like TWRP ) that's suitable to phone, &
if you can find a Custom ROM ( like LineageOS ) that's suitable to phone
then you can try to upgrade phone to Android 10 or higher.

I'm going to root my phone (Motorola One Fusion+). After that I want to put Android 11 on it, because it is running Android 10 currently.
So I am asking how can I put Android 11 on it after I root it ?
To upgrade a phone's Android it's not required that Android got rooted.

I want to root it anyway.
So I use TWRP to put Android 11 on the device, okay.
Two more questions:
-Where I can find Android 11 installment to download ?
-To install Android 11 before rooting or after rooting ? Or it doesn't matter ?
You
1. Install TWRP
2. Via TWRP flash a Custom ROM ( based on Android 11 ) like LineageOS what must at 100% match your phone
If flashed Custom ROM isn't already pre-rooted then you root it

I need information on how to flash an android 10 stock ROM on Huawei P30 via PC
Please help
AFAIK this phone's Stock ROM is Android 9 ( EMUI 9.1 ) and NOT Android 10. Don't think an Adroid 10 Stock ROM for this phone is offered by OEM.

Alright, can you help me with some info on how to flash it onto this device via PC because the SD card solution will not work because this phone does not have an sd card slot.
I think you didn't get it.
Anyway:
To flash another Android OS than the default Stock ROM you have to
1. Find a Custom Recovery suitable to phone ( my recommendation: OrgangeFox )
2. Find a Custom ROM suitable to phone
If findings were successful you have to
1. Flash the Custom Recovery found ( what is achieved from PC via Fastboot )
2. Flash the Custom ROM found by means of already flashed Custom Recovery
what requires phone's bootloader got unlocked before

IMO to replace an existing Android OS by a newer version both a suitable Custom Recovery ( like TWRP ) and a device matching Custom ROM ( like LOS ) is needed.
