My fire cube completes Recognizing my LG TV during the manage equipment set up. After setup is complete it neither turns on or turns off the TV and the sound doesn’t adjust at all. What other steps are available.

Well, that's the name of the app, that's how it's found in the Play store.
It means: Japan Sumou Union public app "Oozumou".
It's free, but you can't install it outside Japan, it just provides an interface to the Union's website at http://sumo.or.jp/ which is otherwise very inconvenient to navigate on the phone.
If anyone could install it and provide it, I'd be much obliged.

Суть проблеми:
У смартфоні є вбудована опція: автоматично вимкнути модуль Wifi, якщо не вмикається екран (або щось в цьому роді).
Цей параметр відключається безпосередньо під час активного використання.

Is 720Hz touch sampling only enabled in game mode?
Does it maintain 720Hz even when not playing games, such as general web surfing or not running games after turning on the power?

That is instant touch sampling rate, available only for games. There is no smartphone display that supports 720 Hz refresh rate continuously today.
You can just add the apps that you need to your list of games. That way you'll get it. Not sure why you'd need 720Hz touch sampling for general use though, sounds like a waste of battery...
