I have got a problem which is bothering me, actually it is pissing me off, which is the fact that mobile data is being used on the background on my nexus 5 even if the mobile data is disabled. These data accesses from my phone are obvioulsy being executed by some app or apps on my phone but this shouldn't happen since I only use wi-fi. In the Network Usage screen there is no app whatsoever, and still at random moments of the day/night it uses mobile data.
Usually these unwanted data accesses are during the night, most of them at exactly midnight, but others are at random hours and, the only way I noticed this was happening was by consulting my phone registers in my account in my service prodiver's webpage.
I am not totally sure of this but from what I have read and been told, if the mobile data is disabled the other option which is "Background Data" is not accounted. So, if the general option for mobile data is disabled NO data at all should be used.
There is a thread which reports a similar problem: http://forum.xda-developers.com/showthread.php?t=1816167 , however it is not helpful and not about nexus 5.
Does anyone know what could be happening? I am 100% stock on my nexus 5 anyway and only download apps from the store directly, so there isn't any administrative access for any of the apps that I installed. Maybe it is something related to the fact that this is my first phone in which I have 4G enabled? I really don't know...

Update on the current situation:
I asked my service provider (Vodafone) to disable 4G, and to keep only 3G for mobile data. Strangely since that, no more random unwanted mobile background data has been used, so I can conclude two things:
- The genesis of the problem could be on my service provider whenever 4G is enabled by them for the client, or,
- The problem could be on the android OS (4.X +), which may not be doing the block on the mobile data aproprietly. And since I browsed for similar problems, the problem was always with 4G and on 4.X + version of the android, independant from the phone brand and service provider.
This problem should be reported on google AOSP forum.

When this happens, can you look into data usage to see what app was using the mobile data? Maybe that app somehow has some permission to enable mobile data. I've not heard of that happening, so not sure how that would happen.
Also, how are you disabling the mobile data? (some widgets provide the ability to turn off 2g and/or 3g and/or 4g independently - so make sure that both 3g and 4g are being turned off)

Since the moment I disabled mobile data (30th of December) no apps are shown in the data usage, I said this above: "In the Network Usage screen there is no app whatsoever, and still at random moments of the day/night it uses mobile data."
Concerning the 3G and 4G being turnned off or not, I could turn them off but I shouldn't need to do it since by disabling Mobile Data in the Network Usage menu should take care of blocking the data correctly.
This problem has been resolved, but not in the ideal way, as I said in my second post. Since I asked my service provider to turn off 4G on their side, there are no mobile data accesses being done from my phone.

Turning 4G off is one way to fix this
I wonder if the service provider had some issues with counting 4G usage - I don't recall hearing of an issue where turning mobile data off would permit usage. But I could be mistaken.
(assuming you are going into settings to disable mobile data, yes, that should completely disable the mobile data connection 3g/4g - wasn't sure if you were using a widget or other means)

I know what you mean about not hearing about the problem since there are only a hand full of forums which mention this. However I do believe this is generalised for 4G and, probably most people don't even notice it because, either:
- People that never had a mobile data subscription never needed 4G (activated by their service provider), and so in 3G no problems exist. Or,
- People that have a mobile data subscription don't need to worry about these "leaks" of mobile data, and so they never notice it, even if they disable mobile data since their data subscription is enough to not make them pay for a single access (as it happens in my case).
UPDATE on my situation:
Since I asked my mobile service provider (VODAFONE) to turn off 4G for my number all the mobile data leaks disappeared and all is working fine. But the question still remains, if the problem originates from the mobile service provider or from the android 4.4.2 rom
I have got the same magic with my nexus 5(4.4.2), with disabled mobile data (we have only edge-gprs) it connects to network via cell and my mobile operator charges money..
That shows its not just a problem with 4G since he's having an issue with edge/2G

I am mostly or you can say only on WiFi , I did find some extra charges because of some mobile data usage, contacting my service provider did help, but I still believe that there are certain apps which work even when I am not on WiFi hence the extra charges.

Since I've my own Wi-Fi connection I don't need to use mobile data. After inserting my SIM card into my OnePlus one, the first thing I did was to switch off the mobile data. But still when I wake up my phone after a long while I see there's been a deduction from my balance towards mobile data usage, which I never did. I checked the settings to make sure the mobile data is off, which was off. Now I don't understand which program is using the mobile data and how on earth it can override the permission. Please help somebody, I'm at my wits end.
You can use a data monitoring app from the play store to help you what apps are using your data. I use an app called "Data Monitor"

I am using latest .93 firmware and i have noticed strange thing: something are turning on data transfer and then disable it.
My data trasfer is turned off, after disabling i hide the notification "data trasmission in cellular is turned off" but after some time when phone is inactive the notification appears and seems that i got charged by using data.
The monitors doesn't show any info which app using data transfer.
Are You experienced this ?
Is there any way to check logs which application enabling data transfer / how to block it ?
Seems even if i block cellular data for any app the connection to network is made and few kilobytes pass through.
Do You have any ideas ?

I don't have that problem at all I'm on 33.2.A.2.93 myself, is the background data turned off for each and every app go to settings data usage and click on each and every app in the list for data+WiFi and set the slider at the bottom to the on position. The notification you get to say that data is disabled that looks like a small globe will come and go on its own anyway usually when you wake up the xa it's how it is it doesn't mean it has actually used any data it's to remind you it's off
Have you also turned the Bluetooth+WiFi always scanning for connections Inc when they are actually turned off. Go to settings location and tap the three dots top right turn both sliders to the off position.
This should stop any background data being used and won't effect the way any of the apps work

The bluetooth, wifi, cellular(agps) location helpers are OFF.
Trying for now not to disable all cellular data(the switch to block all traffic) because i am trying to indentify app that cause problem.
I get used to manually turn on and off cellular data and would like to keep that way with this phone.
'thing' that turn on data make me nuts.

I think that issue depend on signal strength.. Always when back from basement which is located underground i had that notification about mobile data.. Also in forest, when signal is gone or rly poor.
But had no idea which app is responsible for that. Also trying few times turn off notifications in random sys apps and nothing so far..

The telegram app shows notifications too, strangw notifications, why? The app is not listed on the detailed ps list, is not running anything related to telegram, ate least the unrecognized service that poped up the notification.

Called as Multidex odex(or dex from the app) and cached secondary-dexes provided by them when we last tine was online.
We ended and closed the app, but, the secondary dexes are in the Memory opened

Preventing yourself agains these new kind of apks before installing.
This may contain virus.
This is destroying the cpu and the ram.
These secondary dexes processes are hidden, and unkillable (unless i root and forbid services)
Nothing is turning on the data.
The cached dexes are running in hidden background, showing the notifications that was not readed when was the app online.
This is a serious damage menace.
I disagree with this, after i discovered this, now, i am denying packages with Multidex inside.

They creates a temporary secondary-dex, when my installation id is on line reading their news, the cached dex is , for exampling: deleting my pictures, uploading something mine to their servers, deleting musics, corrupting files, etc.
due to the secondary dex is updated periodically... on cache, free for do what they want do on my device...

Yes, you are right! I have checked that.
That notification reappears when i lost signal and get it back. Appears also when i turn on airplane mode and then switch it off.
So nothing actually switch on cellular data BUT ...
i found what cause the problem
it's localization
I have it enabled BUT helpers are switched OFF (wifi+cellular) and bluetooth but it still using AGPS.
When i use app that use localization - for example speedtest app (using wifi) then localization icon appears and a moment later two arrows (up/down) appear on gsm signal.
so the question is :
How can i disable AGPS ?? (settings -> localization -> three dots -> scanning -> both options are OFF)
Please someone check if You have same problem (turned agps off and using app with localization and celular data disabled you get two arrows on gsm signal)
EDIT: The mode of GPS is: only device. Note that evey switch off and on it defaults to best accuracy.
When i make sure it's only GPS (agps disabled) and helpers are off and run speedtest with localization it STILL using agps

Yes but android OS doesn't use data traffic when data traffic is disabled.

Problem was resolved by SONY's support:
Selecting device only will not disable assisted start on the GPS. It only disables location by WiFi, mobile network and bluetooth.
What you can try is to go to Settings -> More -> Mobile networks -> Access Point Names. Here check the APN type on all your APNs. If you have "supl" on the APN-type, try to remove this. Then turn off mobile data or connect to WiFi and see if it still uses the mobile network.

Apn type says - default, supl. But there is no way to change it.Its greyed.
I think the only way is to dissable 4g (when not using the phone or when wi fi is active) , and remain on H+, for me its free. And that way will not lose my 1 Gb quota.

I have exactly the same issue. When I clicked on the APN type, I got a free text box and I didn't know what to type in. In the end I deleted the APN. This obviously means that I can't use mobile data when I want to. This is very frustrating and seems like a bug. Please post if you find a solution...
My phone burned through almost 12 GB data in about 7 days by "Android OS".
I'm using a Oneplus One running the 14.1-20170313-NIGHTLY-bacon version.
It just uses at random times, if i'm on a cellular data connection, it uses my data bundle.
When I head to Data usage in android it shows up as "Android OS", but after clicking it, the title changes to "Setup Wizard". Which seems weird to me.
In a data management app called My Data Manager , which I installed to discover the specific app that uses up all my data. But in this app the process shows up as OS Services.
This really has to stop. I already turned off the Google Backup, but this doesn't help at all.
Can someone explain me why Android OS uses so much data? I have most of my apps disabled and I also turned off background data usage for most of the apps. But data usage on 4g is 20 times more than on Wi-Fi. How to fix it?
P.S location and sync are off too
