If you can't get it to work from the device itself, maybe you can share the screen to PC and use PC to screenshot/screen record.

That is one way, along with various forms of "screencast" and screen mirror methods, methods that are not associated to remote access/control, they only share what is being displayed.

Do Screencast and screen mirror require a separate device? I don't have any.
Or are there apps which can do this? If yes, can you tell me the names of a few?

Depending in the exact method or program you use, they work with other devices, PC, TV, etc..., it requires your device to have some kind of screencast/screen mirror app to be installed, whether stock or 3rd party, it also requires the receiving device(other android device, PC, TV) to have compatible software installed to receive. Examples of software would be ScreenCast, MiraCast, etc...

It works for me just fine. The issue seems to be on your end. Maybe your network is too slow or maybe something else on your phone is keeping it from going through.
What are trying to do? Who are trying to contact? There may be another way.

This is what I'm accessing.

I wanted to change my username.
I put all my details and pressed "Send" then a rotating icon appeared which was rotating infinite times.

Android tablet with no wifi or bluetooth

What would be the easiest way to achieve this? Is there an Android tablet I can buy that has no wireless hardware? If not is there one where it's easy to remove or otherwise destroy/disable the hardware?
If not, what is the best way to securely disable all wifi and bluetooth connectivity?
Wtf why you dont want wifi and BT ??

You're reading the wrong thing, their reply to you is above the box showing the post that they quoted. The part underneath that mentions Tapatalk is the signature that shows below the posts that they make using the Tapatalk app, this part us not what they were trying to say to you. Their actual reply to you was the part above the quoted box, the part asking you why you don't want Wi-Fi or Bluetooth.

What does why I need it have to do with what the solution is?
Because I need it for an application that doesn't require any wireless connectivity and any wireless access is a security liability. The alliterative is building something with a rasberry pi without a wireless chip but it would be much easier and faster if it was possible to just buy a tablet off the shelf, because my application does require a high resolution camera and a small lightweight form factor (i.e. hand held and battery powered).

There are none that can do this out of the box, the only way you're gonna do this with a tablet is to modify the software to completely remove network connective functionality, or manually turn off the radio each time before using the app. Otherwise, figure something else out.

She might not be using an android app, she might be using an application on Windows or on Mac/iOS or maybe even an online photo editor.

With a phone yes, with the ring, I doubt it. Maybe control the phone via the ring to make the phone do it.

yes this is what i have in mind, i know that it's possible to do that with a smartwatch (smartwatch who send instruction to the smartphone who send instruction to the pc; i did not tried too)

I'm currently looking (or asking) for any desperate clients or else to view XDA on my phone with some neat extra features (not Including Tapatalk)
For example (not needed but would be nice)
Everytime I open up XDA, my device's ROMs forum is in a Bold font, to indicate a new post.
But I would like it to only be that way on a new thread
(For example again)
Are there even any alternative clients for viewing XDA or should I use the official app?
