my device rmm locked not install costom recovery there in devlopar option not show oem unlock option
im try try to write to costom recovery alys give erorr
pls guide me how to enable oem option in devlopar setting

U have been RMM locked, now u can't do anything... No solution..
Note: some users reported keeping phone on for 7 days (without any reboot) unlocks the RMM and the OEM unlock option appears. Maybe u can try this..

download stock firmware 8.1 0 then install through latest version of odin then u can fine oem unlock option
in developer option

Increase your phone date for 7 days
If today 17 sep 2018 change it to
24 sep 2018 and then check it....oem will appear if not restart phone once ofter changing the date...

Tried flashing global stable MIUI with mi flash tool with "clean and lock" selected.

Yes, sure remake the same procedure, with the same tool, to unlock the bootloader, and unlock it immediately. Once unlocked you can lock it and unlock it as many times as you want without waiting.

Latests BL updates block the posibility to relock bootloader!

As the title says, on olders version i flash Stock ROM and can easily relock the bootloader, but now, OEM Unlock option on Developers Settings cannot be disabled.
I flashed some Stock ROMs from few countries and the result is the same, cannot disable the OEM Unlock option.
If you know a fix for this, please help us! Because some banking app dont work with BL unlocked, also using magisk hide.

You have to downgrade to be able to use custom ROMs. The ROMs require Android 11 because apparently OnePlus posted incomplete/unusable sources for Android 12.
I don't know if the downgrade package re-locks the bootloader so I would just unlock the bootloader after you're back on OOS11. I had issues trying to unlock the bootloader after doing the OTA to the latest OOS11 so I personally would do it in this order:
1) downgrade to OOS11
2) unlock bootloader
3) OTA to latest OOS11
4) flash custom ROM
This still doesn't work for me. I have downgraded to A11 and still get the error "FAILED (remote: 'Command not supported in default implementation')" The device shows up when I type fastboot devices but continues to return this error when attempting fastboot oem unlock. How do I fix this?
Boot into OOS 11, unlock Developer Options, and switch "OEM unlocking" on. Only then can you unlock your bootloader.
You can also search "oneplus 9 unlock bootloader" on Google.

With a locked bootloader, non-factory images (boot, recovery, ...) are rejected.

No.
You can only safely lock the bootloader once the device is back to factory original rom (system), boot, recovery, ...
That is why time is spent to finding ways around checking the sensitive [secure] device properties.
Using kdrag0n's Universal SafetyNet Fix for example.
