For a week or two the play store would download apps absolutely fine, now it's just saying "Downloading..." then eventually a few minutes later would start downloading.
I'm on the EE UK 47.1.A.5.51 (G8141) build version, never had this version prior.
Yes I have done a software repair and it'll work fine for a week or two then the problem would come back.

I have the UK Customized version...single sim...running on T-Mobile and I have not had any download issues from the Play Store.
Try downloading from another site, like APK Mirror to see if it is slow from them also.
I would think this is more related to the Store or your 4G signal than the phone itself.

My 4G signal and Wi-Fi signal is all fine, I've downloaded off of APKMirror and the apps download and install absolutely fine, you think it's because it's the EE rom version?

If it was the Rom version then that would mean that it was using...or not using...certain bands/frequencies to connect to your service provider...that is why I mentioned the 4G signal as a possible culprit. But if apps download OK from other sites then it must be something to do with the Play Store and your account. Sometimes clearing the cache and data after force stopping an app will help. Or maybe even uninstalling the Play Store and reinstalling it may help.

I am unable to download any app when i am on 3g from playstore. Although downloading works perfect when on wifi.

Open the Google Play Store. On the top right corner you have a menu, go into settings and deselect the update over wifi only option.

does it say it is downloading and the progress bar keeps going but no percentage? I've had this too. just reboot once and open up play store, it should resume automatically.

I too have been having this problem from the past month.
It works fine on a WiFi connection, but not on data.
I have tried every remedy I cud find, but no joy
1: Clear data/cache method
2: Uninstall/Reboot method
3: Sign in/out method
4: Tried a different Sim card
5: Tried a different g mail account
6: Rollback to Android Market
7: Factory reset
8: Conferred with the service provider (Vodafone)
9: Got the tab updated at an authorized Samsung center.
10: Google Play support (They suck)
I don't think there is anything I haven't tried.
Downloads on the browser work fine, Its just Google play that's acting up.
The status just gets stuck on 'Downloading' and then stops with error 495.
If anyone has had a breakthrough with a fix apart from the ones listed above...please share.

I never had a problem with 3G on Play Store, in fact I prefer it rather than Wi-Fi.
Try updating your Play Store to the latest one.
Check your mobile settings. Your APNs and all.
Can't really tell a solution because I haven't experience it at all. I'm just here to say that it works great on mine. Even from a fresh clear data on the application(No settings or whatsoever in Play Store options applied).

Check the eee Pad Transformer Q&A threads for error (495). Mcdeep from Pretoria had a fix. (I'd post the link but I'm too itty-bitty on this forum atm. )

I have a Note (N-7000) and was having this issue. Found a solution on another forum and it worked for me.
I had actually tinkered with the background data settings to restrict it for some apps. It included Google Play Store as well. Whien I uncheked background data for Play store, the downloads still DID NOT work.
After some search, I found that the 'Media' process should also have background Data enabled for Google Play to work on 3G/Data connection. I had restricted background data for this process as well. After removing the restriction on Background data for both 'Media' & 'Play' Store, I am now able to download over 2G/3G connection as well.
The 'Update over Wifi' setting had nothing to do with the issue apparently.

Do factory reset
After rebooting when seting up google account dont use wifi ..wait for carrier data
Make sure that you are having enabled 3g connection
Skip all steps when wifi usage comes.
After setting up google account via 3g open play store..
Its worked for me.

Finally solved the problem
Google Play Store is working fine in my Micromax Nitro A310 with 2G mobile data and wi fi but not when on 3G. I tried every trick & tip found in this forum and elsewhere over the internet like enabling background data, clearing cache, clearing data, logging in & logging out, clearing APN proxy and even factory reset. Nothing worked for me. Here's how I resolved this problem.
I use Airtel 3G. In the Access Point Name (APN) settings under "data bearer" default action selected is "not specified". Select "LTE" here. It worked for me

The wifi connection is fine as I can browse the web, get email updates, and run apps that require a network connection, but the Plat Store just cannot connect at all. I've tried the phone without the sim card in just to make sure the other apps weren't using the 4g connection through some backdoor. However, on 4g, the play store connects just fine as does everything else. I'm running the "official" jb leak for the chinese atrix 2, ME865, rooted. Any tips on the issue?

This is a known issue some of us saw after the ICS upgrade as well.
Try and clear all the data and cache for the play store app. This is in settings, apps, running or all apps (depends if it is running or not), click on the play store the clear all the data and cache from there.
Then reboot. When the phone comes back up, try to use the play store on WiFi. You will have to log back into your Google account in the play store and say yes to the agreement again, if it works.
Somewhat similar problem is faced by me after i fxz back to ics from cm10.1
i can get into playstore but no apps are getting downloaded only the preloader appears for every app (the loading kind of thing appears before actual download)..works on data but not wifi
have tried wiping cache of the play store and even wiped cache of the rom..
is there anything else i can do?
edit: found solution.. remove google account reboot open play store and add account again..!!
Hi guys, I just done resetting my OPO to everything stock 44S, but when I tried downloading and install back my apps, it was ridiculously slow while downloading the apps. I checked my net is performing perfectly at 20Mbps, but Playstore download apps at 50-100Kbps I was like WTF??? I tried change DNS doesn't work either, but on mobile data is super fast, just like normal just WiFi. I tried my second phone WiFi also slow like hell but watch youtube etc is smooth. Is it possible Google side problem or my ISP problem?
If everything else works fine I would guess it's a Google problem. Or the routing to your place isn't that good? Are you using a VPN?

I was thinking the same thing. I got my OPO last Friday and I've been flashing roms all weekend. I also noticed that the Play Store download speed was ridiculously slow on wifi and LTE. I have AT&T and I also flashed Ark kernel. After about 2-3 hours, no matter what rom I was on, the Play Store apps sped up. I thought my issue had something to do with me going from 11S to 11 to 12 all weekend. (I had to find what worked for me) But it seems that irrespective of the kernel, cm version, and gapps I was using, the dl speed just popped back in gear after time.
Sorry I couldn't be of more assistance but my only solution was time. How long have you let your phone idle?

I think idle time doesn't matter, okay.... I tried with my friend's phone, it's also same, very very slow download speed, so must be Google side...
Like what others have said. If you had another device and play store downloads was also slow. Your home isp probably bad poor routing to the servers causing it to lag.
Some other tips. Disable wifi optimization if you haven't. Toggle wifi on and off and then try a download again. Restart your modem and router.

You can test the speed with a normal dl from a fast Server, bunt i think it was a Google Problem

Now I have get this trouble that I am unable to download new apps or update existing apps via the watch version of the Play Store (both do not progress from "download pending".
I have read about different soloutions:

I have tried everything exept factory reset. It is not even sure that factory reset will be the solution, and I am not so happy about making a factory reset (because I did that recently when I changed Phone.)

Are you using internet over bluetooth or using wifi?
in either case check so that google services are not blocked in your region.
and try this steps:
go to seetings/app find play store and then clear data and cache (in the watch)
turn wifi off from settings
connect the watch to your phone through bluetooth
connect your phone to a working wifi network or cellular data with good speed
now go to play store and see if its working

What I've had luck with thus far
Experienced this exactly with ZTE quartz and pocophone. Download pending and nothing you can do but reset the watch.
However!!! Following an advice in this thread, on the watch (after reset) I quickly disabled automatic updates of play store (open play store on your watch, drag from the top, tap the wheel, mess around there... it's easy to find) - then manually updated everything over Bluetooth EXCEPT THE GOOGLE APP (you can update Wear OS, just not the Google app) and for a few days now everything seems to work fine with downloads from the play store.
Just that Google Assistant on the watch only responds with on-screen text, but doesn't respond vocally without the update to its watch app. And I'm afraid of updating it :-\
Anyone else having this issue where the Play Store will update apps extremely slow? I've had many, many android phones and this is the first time I've had this issue with any of them (5T included).
Now, both times it has been linked to me doing something. The first time it was me detaching youtube vanced from the playstore. It caused updates to either install slowly, or not at all. I at least understood this as unhooking that tripped something in the play store....it made sense.
This second time was after installing the official twrp (coming from unofficial) and restoring a nandroid. Now the installs are happening, they're just much, much slower. Before an update would start and immediately after it was finished downloading the install would start. Now it is taking 30 seconds to a couple minutes PER APP after the download is finished for install to start. Once it says "installing" things take a normal amount of time. Since this doesn't appear to be linked to the play store in any way, now I'm completely out of reasons as to why it would be doing this.
I'm really losing my mind here. The first one I had to use the MSM tool to fix, clearing cache, uninstalling/reinstalling play store did nothing. I'd really rather not have to do this again, but I also can't have it taking half an hour to update 13 apps (normally this would be done in 5 or so minutes, I'd estimate).
I had this too. I tried various solutions but the only one that actually worked for me was deleting my google account, rebooting and the setting up my google account again.
Go to apps and try clearing data and cache for the play store and play services.
For me it's a network issue with Oneplus 6. Google play think that you are not connected to WiFi.
Try to disable Wifi and enable it again the download will instantly start.
I update to 5.1.6 and enable smart network switch. I hope it will fix the issue.
Is it just a slow network issue? My OP6 is extremely fast on LTE and WiFi.

In my case no.
Download is not starting because google play doesn't consider WiFi enabled.

Check play store setting is set to auto update not do not update.
It drove me crazy when i got the phone setup. I always set to Do Not update on all my android devices. It is Oreo things I guessed.
Unistall update for Google play. It works forum me.
