Restrict background data? Which background apps are restricted on earth? - General Questions and Answers

On Samsung Galaxy Note 3, Settings - Connections - Data usage, Menu button, there is a checkbox, "Restrict background data".
I wonder what background apps will be disabled to use mobile data if we click the checkbox of "Restrict background data". In other words, which apps or processes are using background data?

Every messenger, google apps, facebook, evrything that gets data from the internet while the app isn't running in foreground.

If you select that for Media, you can't download anything from Google Play over mobile data. Which I found out the hard way.
Basically what it does is prevent apps from using the Internet in the background over mobile data (3G/4G). This includes widgets, newsapps, messaging apps and facebook.
They'll work actively, but not in the background.

How to disable "google messaging service" from constantly running in the background?

How to disable "google messaging service" from constantly running in the background?
Google messaging service constantly runs in the background, (not a cached process) and I want it to stop. It's part of google services framework. I've tried using advanced freeze on it to make it stop, and my signal bars turns grey. So is there a way to make this become a cached process and run when needed, so it doesn't use my battery life constantly?

data usage

In checking my Settings /Data Usage I noticed that app usage have data for "foreground" and "background".
foreground is obvious, but what is the background usage? Can background be stopped?
Go to settings-Data Usage.. Click on the 3 dots on the top right of the screen and select "Restrict Background Data"..
Hi,
Background data usage, for me it's what is used for and from the OS, I mean not data used by the user when browsing for example. Checking for update, synchro for example could be related to that for the apps (System apps too).
For restrict it, check your synchro, use Wi-Fi.
EDIT: and... I wanted to add what vin4yak has already said, but too late

Follow these steps and it will work - http://en.miui.com/thread-46253-1-1.html
you just need to auto start the apps and give them required permissions.

If you use stock launcher it would be on one of your homepages...v
Go to Settings and Power Saving. Choose which you want to run on background.
For my Huawei P8: go to Settings-Power Saving and click Power monitoring and click View button in apps still running after screen turns off and protect app you want to run on background.

Notification - not all shown

I'm new to Vivo and I've found not receiving notifications for third-party apps like WhatsApp etc.
These are the options confirmed by Vivo.
1. You can open Whatsapp>Settings>Notifications>turn on the notification switches. You can take the pictures below for reference;
2. You can go to Settings>Status bar and notification>Manage notification> Whatsapp, turn on all the switches;
3. You can go to Settings>More settings>Applications>Floating window, turn on the switch of Whatsapp;
a. Go to Settings>More settings>Applications>Autostart>turn on Autostart of Whatsapp; Back to Floating window, then turn on the floating window of the app.
b. Add Whatsapp to Speedup Whitelist;
c. Go to Settings>Battery>Excessive background battery usage, and then allow the app to continue running when the background power consumption is high.
Hope it works.
Thanks

Strange not here, only when i keep whatsapp on lock in background i get notifications. Now that i unistalled i Manager everting works fine and no lock on background is needed anymore.
You have to enable the programs you want to work in the background with iManager, permission management. You'll see various options there. I had issues with my gear Fit2 watch constantly disconnecting. After I enabled everything that deals with the gear Fit2 (to include the plug-in) it worked.

App and privacy issues

Hello all,
I've got a newspaper app installed and I did the following in terms of permissions:
- Application data usage - Disabled "Allow background data usage"
- Battery - Disabled "Allow background activity"
- Battery - Enabled "Optimise battery usage"
The still sends me news notifications. Not a lot but enough to concern me that despite my restricting its background activities, the app is still able to check for news and send me notifications. I know I can disable the app notifications but that just means that I won't see them. It doesn't mean that the app will not be able to run in the background and continue to access the internet despite my explicit restrictions.
Am I misunderstanding something here? Please advise.

When did the app send you notifications? Just when you open it, or after you had cleared it from memory?
I open it to read the papers in the morning. Then I close the app and swipe it out from the recent apps menu
