So I did a factory reset, the tab rebooted to wipe the device, went to nvidia logo then screen went black, shuts off automatically and I can turn back on just for it to get right past the logo and shut off again, I've tried volume up with power and volume down and same thing happens. Sometimes the power won't even turn it back on for 5-10 minutes. Any suggestions?

Dumb question, but are you sure the battery is charged? I would leave it plugged in for awhile and try again. Then if it still is not booting try to enter download mode while connected to PC. Mine did something similar to this once when I did a factory reset as well. It only recovered after connecting USB to my PC.
I'm guessing you have custom recovery installed?
1. Download the factory image from NVIDIA website (specific to your device version),
2. Go into fastboot by pressing volume down and give a slight nudge to the power button (don't press until the logo comes up, just a quick nudge will do)
3. Unlock your bootloader using the instruction which can be found on this forum (if you have, skip this step) sorry I'm on mobile phone, so a bit hard to do a search for the link with small screen.
4. Unzip the recovery image zip file.
4. While still in fastboot, flash the recovery images using flash-all.bat contained in the unzipped folder.
You will lose your custom recovery and your root, but since you were gonna wipe your device anyway.. let me know if you're stuck somewhere.
I think i might have found fix....
Shut down the device with long press (8sec) Power button
Press and hold Vol down key
Press and release Power key
Device enters fastboot mode
Select Recovery mode option (using Vol up/down for navigation and power key to select)
Device enters recovery mode (after showing NVIDIA boot logo) with Android Robot screen.
Press and release Vol UP + Power button simultaneously
Then select wipe data/factory reset with Vol up/down key to navigate and power key to select
try this but be PATIENT AND wait for it to say erasing then i think ill be normal once its done also just wait with it on the "blank screen" we could have just got ahed of are selves and whent to conclusions and thought it was bricked

if you cant turn of the device with the power button just press power + vol up at the same time for 3 sec
now it should turn off

but if only press power button to turn off ,nothing happens.

I don't know if I got something wrong up there, but since you didn't flash anything and were just playing around with vol up/down, you should not have to flash anything...
What happens if you just reset your xoom by holding vol up + power for 3 seconds and after that just wait? Imo your xoom should just boot back into android and everything should be fine...

i'm try vol UP+power,xoom show up and "entering nvflash recovery " stil there.

Try holding Vol up + PWR for 3 seconds and release, you should see the Motorola logo.
Can you tell us what happened before the xoom went off, or if you have loaded a custom ROM some time ago.

power +vol UP resulting device poweringg on but stuck at dualcore logos.

Let the battery go all the way down. Then put it on charge and try to boot-up.
Can you get into fastboot mode? If so, you should be able to reboot into your OS.

I have:

Software Version: 9.8.2Q-8-XT925_VQUL-16
First time I turned on the device, set up all accounts, mail, installed some apps from PlayMarket.
Then I decided to change all my accounts and just did "Factory Reset" in order to not waste my time for any changing. I did it while usb-cable was connected to PC. No root, no unlocks. After rebooting the device started to update software (!), showing green droid with blue something inside. In the end this greed droid falls down showing an error. And the device starts the same again with no success.
If to press power & vol + it shows booting menu. If to choose "Normal Powerup" it starts normally and offers to set up the device normally, and then works normally. After reboot it goes again to updating a software which again fails and erases all the data!!! But if to boot with "Normal Powerup" from boot menu - the device works normally with all saved data.
If to boot by choosing "Recovery" option from boot menu and with connected usb-cable it goes again to error.
Please help me with it, I'd much appreciate it.
EDITED: tried to flash exactly my ROM with RSD Lite v6.1.5. Flashed successfully. BUT PROBLEM REMAINS THE SAME! While rebooting goes to updating the ROM and fails.

1) Remove your SIM card from the phone
2) Boot in recovery mode and choose factory reset.
3) Turn on the phone and let it boot up normally. Don't setup the phone just yet, but see wifi works
4) Restart the phone fully, perform the same test as 3
5) power off the phone fully, then put your SIM card in, see if the problem repeats
6) Post results here

Thank you so much for your reply, BUT no success so far.
Step 1. There was no SIM card, I was setting up the device without SIM, as well as no SD Card.
Step 2. Boot in recovery mode by holding together Power & Vol +, choose Factory
Step 3. It started to boot immediately after I've pressed "Factory". Since I did not perform Factory Reset before, the data has not been erased (???) after boot, so phone was set up with my old wifi settings and working
Step 4. Did the same step as 3.
Step 5. Inserted SIM card (first time), and boot normally
Step 6. The same problem remains: droid is trying to install something with an error. I boot via Power & Vol + with option "Normal powerup". After booting all data erased.
May be there are some files missed for normal booting, but only from recovery mode...I do not Know

Please repeat the instructions but instead of booting in "factory mode", choose recovery. This will bring up an Android who is lying on their side. Hold Vol + and Vol- then press the power button, and choose factory reset from that menu.

I tried to do that but it does not allow me to get into Recovery! Little green Droid appears and constantly updates with an error. Pressing and holding vol+ vol - and power in any state of phone shows just black screen,
I can choose and boot with: Normal powerup, AP Fastboot, Factory and BP Tools. BUT NOT RECOVERY.... After pressing "Recovery" - green droid appears.
And also, when I fully turn off the phone with USB cable connected, it again selfbooting with green droid!

Oh, I do thank you, Darbness, for help. When after pressing "Recovery" droid appears I press and hold vol - and vol+ and - nothing happens. Also other time tried power & vol + & vol -. It just turns off.
Then I tried through sdk toools in command window from "DROID_RAZR_HD_Utility" using command "fastboot flash boot boot.img" I flashed this boot image. Now after normal power off and normal power on I receive message "Fastboot Reason: Flash Falilure". Acctually at least the device doesn't erase the data every time (even if from normal phone's menu "Factory Reset") But still I need to press Vol+ & Power to boot through "Normal powerup".
I will try to flash stock now again. But please MAY BE there is a way to fix fastboot now??
I'd appreciate your help in any case.

Don't use any DROID utilities, since those aren't compatible with XT925.
You can boot again in AP Fastboot, then connect the computer to the phone and use the following commands with the SDK tools:
fastboot erase userdata
fastboot erase cache
Once that is finished, flash your phone back to the German stock you flashed originally.
Keep us posted.

I did what you said with fastboot commands. The phone has now the original problem (selfrebooting)
BUT I cannot get to any other menu but only those in attachments.
When the phone is fully turned off:
1) I press vol+ and Power and hold until menu IMG_3455.JPG appears
2) I press Vol - vol + and quick press and release Power and menu IMG_3457.JPG appears (seems the same)
3) I press Vol - vol + and long press Power - nothing
When the phone is switched on in ANY state (normal operating, green droid, while booting):
1) I press Vol - vol + and quick press and release Power - nothing
2) I press Vol - vol + and long press Power - the phone reboots and then gets to green droid
Green droid is looking like IMG_3458.JPG
Both menus options:
Normal powerup - starts and operates normally
Recovery - goes to green droid operating forever
AP Fastboot - goes to fastboot mode
Factory - starts and operates normally
BP Tools - starts and operates normally but when connected to PC requires additional drivers which I cannot find in Internet IMG_3460.JPG
And when I connect usb to switched off phone it starts to boot and gets to green operating droid.
This is nightmare. My wife is going to divorсe!! help to save our lifes!

I had an issue of my Nexus 5 restarting whenever I tried to unlock the screen. Since, I have searched several websites and found that I need to do a factory reset to fix the issue. And, I followed the below steps:
1.If your phone is on, power it off.
2.Press & hold Volume Down and Volume Up, and then press & hold Power simultaneously until the device turns on. You will see the word Start with an arrow drawn around it.
3.Press Volume Down twice to designate Recovery mode.
4.Press Power to restart into Recovery mode. You will see an image of an Android robot with a red exclamation mark.
5.While holding down Power, press Volume Up.
6.Use the volume keys to scroll to "wipe data/factory reset" and press Power to select it.
7.Scroll down to "Yes - erase all user data" and press Power to select it.
When everything is completed. I tried restarting the phone by clicking the power button, and what I see is the Boot Animation . Waited for an hour, two , three and five. Still i see the same. Please help me. I tried to search for similar posts with no luck.

Stock recovery wipes everything AFAIK so your user data and the OS are gone... You have to flash the stock build (factory images) or take the opportunity to flash a new recovery and a custom rom.
EDIT: maybe not I actually never used it.

It doesn't touch /system or /boot. Only /data, but not excluding /data/media like custom recovery would

so the story is :
i forgot to charge my phone last night and it ran out of battery and died. when i plug it into charger or PC, it immediately boots into CWM without pressing anything and wont enter anything else. it also doesnt seem to charge in CWM and when i try to power it off, it simply goes into CWM again. simply put, i cant turn it off or charge it. phone was working perfectily fine before.
what i'm trying to do now is trying to boot it into bootloader and try to charge with fastboot script (i did it before) so i can get enough voltage to boot it into the OS. but the phone refuses to enter bootloader by any means and simply goes back into CWM.
tried holding the vol down + power button for 10 secs till it restarts, release power and hold it again while keeping the vol down pressed. but it still enter CWM (usually this is what i do to enter bootloader)
i cant restart to bootloader from CWM either (any buttons to power off, restart, boot to anywhere from CWM simply brings it back to CWM)
holding only the power button till it restarts also brings it back to CWM.
holding the vol down + power button without releasing them simply gives me screen flicker and it loops that way. i assume that made the phone soft reset repeatedly?
holding the vol down + power and releasing power once it resets and tapping power also brings it back to CWM.

solved : as i noticed that the phone charging led turns on whenever i hold the power button. i tried holding the power button for god knows how long while plugged in. i released it once my finger was tired and cant hold it anymore and it boots into cyanogenmod.
full stock, unrooted, GT-P5110
... connect to odin (3.12 PC)-> uncheck auto reboot -> install twrp -> PASS -> unplug cable from usb
but all I seem to be able to do is reboot into system.
I :-
hold power button for 1 sec, 2 secs, 3 sec.... trying to just turn it off (instead of reboot)
hold vol down + power button,
hold power button + tap volume down,
just hold vol down,
tap power button (does nothing), only long press restarts.
hold power button till screen goes black and then hold vol down + tap pwr button
hold power button till screen goes black and then hold vol down + hold pwr button

I am having the exact same problems and tried exactly the same things. I am just not able to install twrp because of this. ( I read that it overwrites the recovery with the stock one when you are not going straight into recovery mode after installation) I am stuck at the “Samsung Galaxy note 10.1” screen if try to go straight into recovery.
What is strange though is that with my device: VOLDown (towards the power button) + Power button takes me to download mode and the other combination supposedly to the recovery mode.
This is so frustrating. Done this so many times with other devices but this one just does not give up… I just want to get rid of all bloatware and other crap…..

I've given up, for now, tried every combination I could think... I have a sneaky feeling it must be rooted first. It is the only thing I haven't tried doing.

I am currently doing just that! Using the files from autoroot . chainfire . eu (can not post links yet haha) . I will let you know how it went!
UPDATE:
It worked! I rooted my device first. After that I flashed my recovery via the TWRP app. I also must say that my device is the GT-N8010 (p4notewifixx). I got confused of all the different models. Still I think it will work with your model aswell! Good luck!
