After doing all of these:
*delete all account
*cleared playstore, google services, framework cache and data
*disabling and force stop this 3
*full clean restore(after performing this, I can download all my and new apps, but when update comes and try to install it, it gives me 489 error also)
still having this annoying 489 error even I did the steps above specially on updating apps because "sometimes" downloading new app is possible without error and sometimes it does 489 error.
I have 3 gmail accounts on my G2. When I tried downloading on my account 'A' and it gives me 489 error, I switched to my account 'B' and it will download it, and when I tried to switch again on my account 'A' then tried to download new app, it will work. But this only happens rarely because most of the time it gives me 489 error.
I have one solution to download new updates, and that is uninstalling the app and installing it which is really annoying and tiring to do specially when there is 5+ apps that have new versions and like I said, sometimes downloading app is not working it gives me this hilarious 489 error.
Last time, I really want to hammer this phone, but I think my G2 has nothing to do with my problem, it is the play store.

My g/f phone is on the last version of Saba Prime v16. We did a force update to get Hangouts today and it worked fine..... until we rebooted it. Now Hangouts reports "Google Play Service,which some of your applications rely on,is not supprted by your device.Please contact the manufacturer".
Google Play Services and Hangouts were uninstalled, phone rebooted, then from play store they were installed again but the message persists.
I have a Desire S with Fallout rom, the same version of both apps and works fine even after multiple reboots....
Any ideas ?
I'm getting the same issue on a VZW Nexus. The weird thing is I have 2 Nexus LTE, one mine, one is my wife's. Both are running the exact same ROM/gapps/kernel/radio.... On one device the update to hangouts was flawless, on the other I get "device not compatible". Then a "play services" won't update error....
I've wiped the ROM clean install and tried to update before restoring other apps and still have issues.
Anybody have ideas to correct?
First idea is it sounds like it might be due to different versions of gapps before installing hangouts; I know that the gapps I flashed onto my phone got updated at some point afterwards, and now looks different to the package I downloaded and flashed originally.
Second idea, do your phones have the same CID? (i.e. same carrier, same sim-unlock state).

Okay I fixed on my end...
It seems as though it was on Google's server end, if that's possible.
The short answer for me was, wipe data > install ROM > install hangouts via apk (previously downloaded)> reboot > flash gapps > update Google now> update Google play services.... Viola. Seems like there should have been an easier fix.
Long Answer
I tried wiping data reinstalling ROM and gapps and that DID NOT work. I was getting the same error for Hangouts, Google Now, and Play Services and then some.... "Device not compatible"
I tried the exact same thing but logged into my Google account rather than my wife's and it worked just fine. No errors... Retried wiping ROM and flashing gapps, used her account, device not compatible again. That's why I'm guessing it was server side if that's possible. Even the web version of Play Store was saying device not compatible. CIDs were restored in each case and running same AOKP version and same Gapps.
That lead me to trying the install without Gapps... You only get so far before you must login to Google for obvious reasons, but for what ever reason, having the app installed on my phone before signing into gapps allowed for updating all of the other Play Services without issue.
It doesn't make sense to me but I'm up and running now...
My Solution
I'm a little late to the party, but this is the easiest post to find on Google for this problem. Mine worked after fresh ROM install, but it would start giving the error after a reboot. After much searching the thing that ultimately worked for me was to uninstall updates for the Play Store. I haven't uninstalled Play Services and after the Store auto updated, I could use Hangouts once again. I am using a HTC Desire with Cool Droid v3 GSM ROM.
I can confirm that steps suggested by MikeAce00 worked flawlessly.
This is what I did with a rom with gapps installed already
1. wipe & install rom -- do not input google credentials
2. install hangouts (google+ not necessary!) apk manually
3. input google credentials
4. update google play services (Hangouts even requested this...happened automatically after inputting the google credentials)
5. restart
6. done! -- hangouts should work
For me it did not seem to make any difference if you restart directly after installing hangouts apk or after inputting the google credentials

I've tried the methods proposed here, but no luck. At poinjt 4 I don't get a request for update, just the same old message about google play services not being supported.
I'm currently going through older versions of gapps and see if I get to a point where Google Play updates the right files in the right order.
(On Xperia Go, 4.1.2 Power JB by @prototypell, phantom kernel 1.13)
I am running Slimkat f2fs. I tried to dirty flash the latest version of ROM + slim gapps.
The device runs well but I get all these errors in the notification area saying that "An application requires installation of Google...." and the play store tries to open but never does.
I think this is all because of my 2-step authentication but I'm not sure.
I even tried removing my google account from the device and adding it again, but now I can't add it. It says trouble connecting to google. Can anyone help?

You must give us more details about your device/ROM. But I this flashing again GApps will solve this error. If not, you can try to wipe cache/dalvik and try again.

I finally got it working. As the notification errors indicated, I needed to install Google Play Services. I was pretty sure it was installed but obviously not correctly.
I downloaded a version of the google play services apk from android police and then the error changed to needing to upgrade Google Play Services (rather than needing to install). After upgrading in the play store everything is working fine now. In the end, I don't think 2-step authentication had anything to do with the issue.
BTW, reinstalling gapps, both full and mini, would not correct the error. Only installing the apk fixed things.

It's all stock, less than 1 month old unit, what can I do?
The previous version, CM11 was great, the current YNG1TAS17L is creating only problems.

Head into settings > apps > google play services > clear data.
After that head down to apkmirror.com and download Google Play Services and manually update the app.
This should fix the systemupdate service bug on the older version of Google Play Services

I have gone back to previous version.
Try this https://www.youtube.com/watch?v=psvtQB7NizI. I have had to use it several times and still have the trouble. Best case is factory wipe and reload from Google app.

I can't access google play app crashes and I can't upgrade the app via the google play webpage.
I downloaded the latest version of the google play services (it appears to be the same version I already have installed) but I can't clear the data of that app (there is no clear data button just clear cache).
In order to install the apk, all I have to do is select it with a file explorer app (provided I have set the option of allowing the install of non google play apps?

If Google Play FC, head into settings > apps > Google Play > click clear data and force close
To clear data of Google Play Services, head into settings > apps > Google Play Services > (I think is) manage storage and it'll bring you into Google Play Services app, scroll to the bottom and click clear data. After that, force stop and uninstall any updates you may have for the app.
To manually update/install an app, use a file manager and head into the directory where you downloaded the app and just click on it and package installer will do the job it needs to do

So I wiped my phone again - cache and system. Flashed "cm-12-20150901-SNAPSHOT-YNG4NAO253-bacon" and "gapps-lp-20141212-signed" annnnnd it all works!
I still don't understand the cause of any of my troubles and I haven't tried doing this with CM 12.1 because stagefright is still an issue?
I cannot get Google Play services to function properly on my OnePlus one- have tried Factory resets, installing from a backup, Stock, CWM and TWRP recoveries. installing from apk hosting sites. clearing cache and all data in settings>apps>google blah blah, hoping someone can help me.
- several months ago i flashed TWRP as my new recovery and then flashed SuperSU and I have enjoyed this set up ever since as I love using the app AllStream which requires root access.
- after putting off updating my phone since doing this, I finally decided to update the other day...
- I downloaded the CM12.1 .zip , moved it onto my phone, booted it into recovery and flashed the bastard (figured everything was going smoothly at this point).
- When my phone booted up I figured I would download the Google Play store from the built in browser, and then download all my apps through that, BUT when I logged into my google account the play store said all my apps were already installed???
I downloaded some apps from some apk hosting websites and installed them (allstream,facebook,snapchat and a couple others) they all worked fine.
When I downloaded Google Play services Version: 8.2.99 (8299240) for Android 5.0+ (Lollipop, API 21) from apkmirror.com it installed and then gave me the error "unfortunately google play services has stopped"
every 3 seconds or so.
I have tried flashing Stock, CWM, Philz and TWRP recoveries, doing a factory reset and then flashing the CM12.1.zip. get the error in all cases.
I have tried clearing cache and all app data in phone settings>apps>google PS>clear cache/delete data
I have not had Privacy Guard running ever (some forums have suggested this can cause issues).

I've realized since posting that I have had Privacy Guard running (i had thought it was a separate app).
I have since experimented with different settings within Privacy guard such as turning the "wake up" and "keep awake" options on or off - no success
No idea what to do now, have I done something obvious? What else can I try? What other information should I provide to help diagnosis?

system boots up okay but I get, a constant Google Account Manager, and lots of Google error messages etc etc....
Is there any higher stable 5.x.x versions I can install that Gapps works without nagging messages every 10 secs or so ?

It's the Google Play Services. Download the 10.0.84 version of the APK, install it and it should work fine.
Only problem is that I cannot stop it from updating to latest version. Some say that disableing auto updates in Play Store stops it from updating, for me it doesn't work.

I'm in the same boat. I thought there must have been an issue with an update, I was on CyanogenMod KitKat so, after wiping caches/updates/data I decided to go for a Marshmallow ROM (LineageOS). Same issue, only now it causes the setup wizard to take forever as Google Play Services keeps crashing while checking connectivity. I then jumped to a Lollipop ROM and had the same issue.
So, 3 ROMS, 3 broken Google Play Services. Do you think there will be an update to Gapps which will correct this? Or will I have to find an older version of Gapps to get functionality back? I did try removing the updated before I wiped and started again to no avail but perhaps I missed an app?

Same here.
I read a few threads where some created files to stop GPS being updated and updating the correct Google play services APK but it still kept crashing.
If anyone finds a way please post up - the xoom was handed to our young bloke and he is missing it heaps.
If not - then time to bin a perfectly good tab and get a new one - as per googles plans

as far as I understand the problem... yes. But I am no dev so I couldn't say for 100% sure.
If you are going where I think you are - going back to the last of the stock rom versions, it might be a good idea.
I am going to try one or two more before doing that myself

this week my son lost his galaxy tab . so i ordered a new charger for my xoom this week and its stock we have not used it in over a year , and we have the same issue almost all apps crash .
Same issue with Xoom Stingray (4G) running stock Jelly Bean. Hadn't used it for over a year after Chrome stopped working in 2015 after some Google security update. Decided to get it out of storage to try to flash KitKat on it to see if that helped and after I updated the stock Jelly Bean, none of the Google apps worked any more - this includes Gmail, Hangouts, Drive, Maps, etc. Note that during the mass update, I kept getting a popup to update Google Play services. Once I updated Play services, that's when the Xoom started acting up. At this point I can get Pandora to run but the system is slower than hell and keeps crashing any of these Google apps when I go to start them. What a bummer, I have a few HD docks which sounded so good for playing my music. Plus I used it as my portable "beater" as I wasn't worried about it getting a little dirty. Drats on Google for killing my precious Xoom. I still marvel at it's capabilities 7 years after it was designed.

i have 2 motorola xoom, wingray and everest. 2 xoom didn't work at he same time.
i solved this problem for the moment.
The problem is in services of google, launcher, Maps 9.45 and play store.
You need a ROM with ROOT.
GAPPS "before 01/01/2017"

I flashed EOS ROM and the OPENGAPPS NANO in the EVEREST.

Google services framework
When finish, go to copy/Restore > select launcher3, push and separate from the market.
Install Maps 9.46.

Even without root, if you unupdate hangouts & maps and then undo autoupdate in the google play store. Then everything seems to work fine.

the separate "Launcher3" doesn't seems available from my TB. i am using Nova launcher any way. i just went freeze the Launcher3 for now.

I recently started using a G3 again and I have flashed different roms and had the same problem (currently on the latest pie Pixel Experience) . The problem I have is that some apps won't install (Snapchat, FB, IG) I've tried clearing caches, data, removing and readding my Google account with no luck. I've tried installing the apks but they either don't install or they do install but won't work either see the app as a package name or they disappear and then I'm unable to install or update the apps as it says another user has installed an incompatible version.
Is there anyway to fix this as I'm missing out on some apps I use frequently.

I have the same problem on AOSP Extended 5.8 when i updated it, i no longer could install Instagram from Play Store, i dont use Fb or Snapchat so maybe i cant install these apps either.
I downloaded OGInsta + and use instagram that way. I suppose installing simple Instagram apk will do.
