What I can do:
Photoshop (ofc) for statics, animation in 2D, to some extend 3D (for simple sfuff like logo, type, ect. but meh :Z better read next line!)
Srs sh*t! 3D rendering stuff (via Blender) for all the insane imagery you can't even think of!

This is not about "how do I make a boot animation." I've got the packaging and installing down.
This is about how to fix, tweak, and optimize the animation images to get a smooth consistent animation.
I have a boot animation that I'm working on. It's based on the stock animation. I just want to tweak it to my likings. Also, I've made a splash screen that is a composite of animation frames, plus HTC and unrevoked logos (see attached preview).
I have 3 parts to my animation:
Fade from splash to stock frame 10 (replacing the Droid) (avg size ~120kb)
Bulk of the stock animation (begins around 90kb and drops to 21kb)
Loop of the eye with the red dots moving (all ~21kb)
My problems:
My fade section is yielding some black screens (maybe I'm pushing the CPU too hard and it just skips frames).
The loop is WAY too fast. (small frame size = FAST playback?)
Doubling the frames for the eye loop results in a choppy, not much slower animation. It looks like a caching thing to me.
So... Any tips or suggestions for working around the animation "bugs"?
My gut is telling me it's a file size (speed is controlled by data bandwidth) and/or compression issue (speed is controlled by CPU rendering time).

COD boot animation IMO is the best. And they will work with any Rom.

Those are my top three, but then again its all personal preference! There is also a stickie with a collection of boot animations and splash screens that you may want to check out!
That's all personal opinion. I usually end up making my own or tweaking an existing animation for myself. There are several more animations in the Android Themes and Apps thread you can check out.
And the boot animation working on any ROM (in terms of flashable zip) depends on where the ROM developer installs the bootanimation.zip and where the flashable zip is installing it. Meaning you need to know where the ROMs bootanimation.zip is. The normal two locations are "/system/customize/resource/" or "/system/media/".
I agree with the Call of Android one as well (well CoD)

I use on my LG GT 540 the [ROM][Gingerbread] 2.3.7 | CyanogenMod 7 | SwiftDroid ASIS| Mur4ik but will change some things.
It´s a lot of to read here i do this,but i can´t go one step forward.
I can/have changed the bootanimation ,before there is misunderstanding not the original LG splashscreen where in the moment the screen from swiftdroid is. I have changed the bootanimation where the cyanogen 7 mod bootanimation is.So far is all good. But i will have a bootsound too with it. So i have read a lot and test too but nothing bring me on it. I can´t find any bootsound on me LG "How to´s" or "TUT´s" for under 2.3.7 doesn´t work because there is no folder for the bootsound and i know you must integrate the sound with the animation in your system. Find a lot of How to´s for ather Phones but nothing work. Hopefully anyone can help me.

There is such a situation:
The customer of the application is indignant with the new animation of deleting cells in iOS7 and wants "to be as before".
Can you please tell me if there is an opportunity to redefine the animation without having to implement your own TableView, making it like in iOS6?
