The USB ports on a notebook are powered only when the machine is turned on.

connect to PC if you want charging even if your PC is powered off.
Some modern laptops have an 'always on' USB port which takes power from the battery when the laptop is off. Unless your laptop supports this then the USB ports will be simply switched off when the laptop is switched off.
Chceck your bios for USB powering options
Im sorry, this is not up the usb, not up the laptop, its depends from the phone:
I have an xperia, same behaviour, but if when the pc was off i unplug the phone e reconnect the phone start recharging, with the moto g no, wont recharge until i power up the laptop. but with a galaxy s2 i have the phone keeps recharging, always, if i power off the pc the phone keeps recharging, i dont need to disconnect or reconnect the cable, same laptop for all three phones
i have all the phones here now with the laptop ive rechecked it out now, that's it
So why the moto g wont recharge and the samsung do?

nothin, actually with the samsung i was mtp anyway with moto g also changin to ptp keep stop chargin when power off the pc
this is terrible because usually i keep my phone close to me, with the computer, connected to it, and it recharge slowly, so i usually leave it when im going to sleep connected and the day after i found it totally recharged, i have no close socket, so with this issue i have to disconnect the phone go to a socket and connect the phone, and the day after disconnect and from the socket go to the computer and plug to the pc, everytime, instead just leave connected to the pc
all this why?

Connected 7.0 plus to computer, after a while it went to sleep. Pressed the power key, so it will wake. In the windows explore I can't find the 7.0 plus any more. If I don't want to pull the cable out and insert it back, any way to reconnect the USB? It shows USB was connected, but nothing in windows explore.
I don't know if this will help, but when I use usb stick, after performing copying files etc, then safely remove usb, it won't recognize a different usb drive. So I re-boot and then it recognizes all again

When i connect it under Windows with USB cable, it says that the device cannot be recognized and the drivers cannot be installed.
When connected with USB, i did hold the power button to turn it on but it doesnt start and the phone keeps vibrating continuusly.
Look on the back, or inside, even under battery, for more information.
I already know it's Samsung Galaxy Mini II, homever i have issues turning it on.
All microusb chargers are the same except for amperage. Try all you have. This phone is probably terminally damaged, but try a new battery if possible.
It's really strange (the phone was little wet) homever, sometimes it's starting just fine and sometimes wont turn on at all.
I have removed battery and put it to the bowl with a rice for a night and will see if that helps.
My "dampness" recovery is to disassemble and put phone/tab/laptop in in very low oven ie 125-135 degrees F for several hours. You may have ti turn oven on & off manually to get that low temperature. Your mileage may vary.
OK so basically the phone is in following state:
It's charging fine, homever the biggest problem atm is i cannot get the usb mass storage to work.
I'm connecting it to the PC and the phone is detecting it as AC charger not USB - PC is not even trying to install any drivers.
PC is not detecting the phone at all (phone is detecting that its being connected, the button backlights are lighting up)
I got no dropdown in the phone to select charging, mass storage etc. (when i do it in settings/communication/usb settings it keeps saying to connect the usb cable, but the phone is charging so its connected just fine)
When i was connecting it for the first time windows tried to install drivers but failed, also it was constantly disconnecting the phone from usb cable (now its fine it seems)
When i connect it using "Kies Air" it's working homever i still dont see the SD Card in "My Computer" for example.
What a mess, anyway any idea how to get the USB working again?

I ordered new usb cable, homever i doubt it's the problem as the phone is recognizing connection and also it's charging fine.
I have Mato G XT1033, just got it yesterday. And I have my old samsung data cable with me. I am using the samsung's one since there is no data cable provided by moto g. today I tried charging my mobile in my office, when I connected my phone to the CPU, its showing "Charging" in the notification bar, but after a minute, I can see in battery settings, it showing as "Not charging" but I can still the charging logo in my battery icon.
There is a restriction policy in my office computer, it wont allow to install device drivers... Moto G is not getting charging because of this limitation in my office PC or any bug in my phone?

Nope, that is USB cable is working for other phones.. like Samsung, Nokia... in my home its working.. I suspect the limitation in my office is preventing the charging.... I think in order to charge motog, one need to install device drivers also...

Sounds incredable.
I've encountered charger/cable combinations that just did not charge the moto, but changing the charger or cable solved it. There should be no need for drivers whatsoever.
I experienced the same issue with MOTO E.
The below solution worked for me.
Once you attach the charger to the PC and the phone the default setting is applied and the phone is connected as Media device.
Swipe down to see the notification center and click on the message that provides the USB connection info.
Change the option to Camera(PTP) and it will start charging the phone.
Hope it works for MOTO G as well.

I bet it doesn't work.. it will show charging for moment.. it won't charge later then. I found out it was a USB charger issue and now I'm using Samsung USB cables.. I'm not facing any issues.. my phone charging with the default settings...

MOTO E charging based on windows OS version
What I have observed for MOTO E is the USB cable can be used for data connection and charging. But NOT in XP OS based system where it is only transferring data, where as in Windows 7 based system the Phone is charging as well as transferring data
I have tried both in 2-3 systems ( of both type each) and the result was same. I have tried with 3 different cable in different PC each time result was same. However the MOTO G was tried only in one XP based ( and one cable only) system where it was charging
Has anyone else also had the same experience

That is not true. There is no need for device drivers. In my office i also have no admin rights and i don't have any drivers on my pc, but still it is charging.
Just bought a Moto G 4G.
Noticed this behaviour in my office when connected via USB to my laptop.
I've discovered that if I plug the cable in with the screen off / locked state, it continues to charge as it should via the USB :victory:
It's only once you unlock the screen (hitting the power button to wake the screen is fine and doesn't affect it - I use a pattern lock) and the phone detects a data connection, it then drops the charging function.
So as long as the phone doesn't go into transfer mode charging is good.
I never had a charging problem.........till today.

I daily charge my phone at work using the USB port of my PC.
On my PC there are no drivers installed due to administrator restictions but i could charge the phone till now always without any problems. Today i wanted to charge my mobile and suddenly it did not charge. Restarted phone and pc what did not solve the problem. Also i was using always the same cable and the same usb ports. But below quoted suggestion helped me out of trouble. I thought charging problems were solved using 4.4.4?!

I've a similar problem too. My Moto G3 charges well with my old laptop (HP 431) but when I use the same data cable on my new laptop (HP Pavilion x360 Convertible) the phone shows charging for about 30 seconds then it wont charge after that. The problem repeats if I unplug the phone and plug it in again i.e it shows charging for some time and won't charge again. I tried installing the latest Motorola drivers from the Motorola but it won't solve the issue. Can anyone provide a fix for this.

a friend of mine gave my his GT-N8000 with this issues:
if connected to PC, it isn't recognized, it doesn't seem to charge, even if connected to the AC wall. Of course, nothing happens if I try to turn it on by pressing POWER button.
Is there anything I can try to do to unbrick it?

UPDATE: I opened the back, plugged the usb cable from the GT N8000 to the pc (with Windows 10) and pressed on the pcb: the pc recognized it as cdc abstract control model (acm) first, then installed Samsung Mobile USB modem and another driver for Samsung Mobile MTP device.

Unfortunately it's not a driver problem: I have all drivers installed and another Note 10.1 I have is been recognized fine.
I don't think it's a battery problem. I recharged it for more than 24 hours, but without results.
I have a usb hub that has leds on it. When something is connected to the hub, the led lights up. Well, when I connect this GT-N8000 no lights come up at first. To make it being recognized from the pc, I have to play with volumes buttons and power button. Then I can make it recognized, but still nothing happens on screen.

I used the hub just because it has a light on every usb port and it makes me understand if the tablet is recognized or not by the system. By the way, I tried to connect it straight to the mainboard usb and I still got the same problem.
I was buy android phone 9 days ago.
First case, my battery indicator stuck on 50%, after use or charge only stuck on 50%.
Second case, when i connect my phone to pc, nothing happen, only charging indicator.. Nothing popup mtp or storage device option or something.. I have enable usb debugging on developer option.
And another testing, I try connect my usb OTG type-C, but my phone cant detect my otg..
What should i do to fix this issue? This is bugs on my ROM or from my usb type-C phone connector broken?
