Been going back and forth with Nokia and AT&T for a month now. After a repair Nokia writes that they are sending me a new phone. I assume a reefurbished phone. The phone I sent them was unlocked. I get my replacement phone and it has AT&T software everywhere. I put my T-Mobile sim in but I cannot connect, it asks for a pin.. I finally get an AT&T supervisor in the unlock department who was willing and able to unlock my phone. She asks for the IMEI number. Comes back to the phone in a few minutes and says that my IMEI is not in her database so my replacement phone is NOT an AT&T phone. It is not a refurb. She said that Nokia shouldn't have an AT&T locked phone unless it was a refurbished phone and if it was a refurbished phone the IMEI number would be in her database.
The phone doesn't find a connection and I search. It gives me the choice of AT&T, T-mobile and 311 660 .. what is 311 660?? For sure it won't connect to any of them. I don't know what 311 660 is .. AT&T says it is not their phone and it won't connect to T-Mobile with my sim card ..
Any ideas?

Ok so i bought a Fuze off ebay and it was listed as unlocked(which apperently its not). so i decided to switch from Att to T-mobile. when i put in my t-mobile sim card it says you have used 5/5tries and will not let me enter the unlock code i got from att. Is my phone permanently locked or is there a way to reset the sim lock count?
there is a way to have the unlock count reset. but you will have to send the phone into att or htc to have it reprogrammed. and will prolly cost money.

I bought this model of the Nexus S recently, and have been really enthusiastic about the build quality of the device. However, actually setting up phone service has presented a few challenges.
I have found nothing but conflicting information about this all over the internet. The official Nexus S manual spec sheet seems to imply that the phone can play either the tri-band or the quad-band game. Some folks report that the phone will work with AT&T but will only allow you to use EDGE and not 3G service. There are websites which say that the phone can be unlocked, however, many posters here on the xda-developers forum say that the phone is always unlocked anyway.
I bought both a T-mobile simcard and an AT&T simcard. The T-mobile one works just great. After inserting the AT&T card, the phone sees the local AT&T cell tower, but when trying to connect, it says "Your sim card does not allow a connection on this network."
I took the phone into an AT&T store this afternoon and the customer service rep replaced my sim card - but the phone acted just the same. He told me that the phone was probably carrier locked - and that I could look for a shop to help me unlock it.
So what can be done? Will T-mobile give me an unlock code? Do I need to buy an unlocking code from some vendor on the internet? I am familiar enough with Linux to edit files on the phone using a hex editor if there's a way to unlock it that way (I read about this method in a conversation on xda-developers.com pertaining to the Galaxy S I9000).
Not sure about unlocking, but I do know the 9020t will only do voice and Edge on At&t.

Hardware is not capable of ATT 3G but all nexus devices should already be sim unlocked. Idk why you're experiencing that issue.
I really doubt the att Rep has any knowledge on the tmo nexus s, but I'm really suspecting att's similar card as the culprit, despite the fact that u replaced it.

So... An update on the progress of my quest:
I called T-mobile today (on the phone: "611") where a customer service person tried and failed to authorize the unlock code. She then gave me a service number at Samsung to call: (888) 987 4357. Samsung took the information from me about the cell's phone number and the carrier... and after a bit, bounced me back, saying that I needed to call T-mobile again to see whether I could get them to issue the 8 digit "network control code" which can be derived from the IMEI number.
This time, the T-mobile rep said that she would submit a formal request for me that might take between two days and two weeks to process. She warned me that because I had not had the T-mobile account for 60 days there might be a problem with the approval - but that they might be able to do it, if I offered proof of purchase for the phone (proving that I paid full price for it). She took my email address, my landline number and some other bits of information from me, and promised I'd hear back in a few days.
For those who are interested in all the gory details... here's an update on the hoops I've been trying to jump through:

The phone rep said it is a Samsung issue and to call them. I did, and was abruptly told they have nothing to do with unlocking the phone and bounced me back to T-Mobile. . .who just told me they will put in a request for tech support and I should hear back from them in 5 days. WTF?!
What's a guy to do??!

Did you buy the device new or used?
If it's used, are you sure it hasn't been flashed with the IMEI from a different device? Are you sure it isn't a non-Tmobile device that has been flashed with Tmobile stock firmware?

The phone was purchased direct from Samsung. It has never been flashed or altered in any way. When I contacted Samsung they confirmed that the IMEI I gave them shows in their database as a T-Mobile phone. So all fingers point to a screw up of some kind with T-Mobile.
So I'm an idiot. When I went to pre-order, I selected T-Mobile since they didn't have a Sprint option and I figured they were "merged" by now. Apparently that's not the case. I was reluctant to get the Unlocked model.
When I got the phone yesterday, I spent 4 hours on the phone (Note 8) and a worthless trip to one of the "Sprint/T-Mobile" stores. On the last call, a guy from Sprint said my IMEI number was not in the database yet -- I'm guessing because it shipped about 5 days earlier than expected. He would elevate the issue so it would and he'd call me back once it was added, then I could transfer my Sprint SIM from my Note to my T-Mobile Fold 2. He didn't call back.
The guy at the store said I'd have to call T-Mobile to get them to unlock it so I could put it on Sprint. But they won't talk to me if I don't have an account with them and that I'd have to talk to Sprint.
I want to keep my cell phone number, so now I'm wondering if I just open a new T-Mobile account and get my number ported to T-Mobile. I've been with Sprint for 22 years so I'm reluctant to do that even though they're going to be one network -- but probably not for a while.
Recommendations?

File an FCC Complaint. It's kind of the nuclear option but in my experience when it comes to cell phone and working with wireless providers (as well as internet) that's really the only thing that seems to get them to treat the customer as a customer. Even if the phone isn't compatible that will at least get someone from the Executive Offices on the phone with you to lay out what is happening and how to fix it.

I got my phone Tmobile variant Wed paid in full and tried to unlock it in the phone settings. Didn't work. So called up Tmobile. He told me to do what i already tried. Told him it didn't work. He took my IMEI and he put me on hold. Then he came back and said to try again in 3 days and if i still can't unlock it to call back. I too think maybe it's because the phone isn't technically out yet. I'm using Fi which will only be using Tmobile anyway so i went ahead and flashed unlocked firmware. Then i downloaded the Fi app and was able transfer my number. But of course being on unlocked firmware the unlock option is now gone. So i may flash the carrier firmware this weekend and try unlocking again.
I'm currently in the same predicament. I was going to get the unlocked version but it was going to take another month to ship so I went ahead with the T-mobile version. After being unable to activate the phone, after 2+ hours working with CS the answer I finally ended up with from a T-Mobile rep (Sprint was useless) was to go into a store today and they can transfer my account over to T-Mobile and then I'd be able to activate the new one. The process will also unlock the rest of my phones so that they can accept a new SIM card from T-Mobile. Not what I wanted to do but since I can't get an unlocked version it may be the only option I have because after playing with this phone there is no way I'm getting rid of it.
Last night, I finally got my situation RESOLVED!
I went to another Sprint/T-Mobile store and found someone who knew how to transfer my Sprint account and Phone Number over to T-Mobile using the same SIM card! I chose the Magenta Plus plan -- and am even saving $20 a month for being "Over 55"! I'm now a VERY happy camper who's now getting 150Mbps downloads (so far). The Manager said he noticed the Model Number of my Z Fold 2 and thinks it was the Verizon model which may have caused some of the problems.
I just bought a brand new, never opened AT&T branded Galaxy Fold. Seals on the box were still intact. The device was originally purchased directly from Samsung and was not tied to any AT&T account, although there was a new AT&T SIM in the box that is still attached to the card and never used.
IMEI is supposedly clean and ready for activation with no outstanding financing or blacklist according to Swappa and Ting.
I tried to get a SIM unlock code from the AT&T unlock portal, but it rejects the request because “AT&T didn’t sell or activate the device.” I suppose this message is technically true since the phone was sold by Samsung and never activated, but I’m not sure how to proceed with SIM unlocking it to use on Verizon.
Anyone have any ideas?

Just guessing as I never had a locked device.
Maybe you can try to use an AT&T SIM card in that device for about 11 days. Some users reported that the network/region lock set by Samsung will get deactivated after that period of time. Then you might be able to change to a Verizon sim card.

If its anything like Tmobile, then you'll get the run around, Samsung will tell you its ATT and ATT will tell you its Samsung that you have to contact. On Tmobile one has to contact TForce via Twitter, then have them reach out to Samsung internally so that they can load the IMEI on to the T-Mobile system, once that part is done then Tmobile the actually carrier can go forth and process the unlock request. I am thinking it will be something similar with ATT locked devices purchased from Samsung directly.
