Does Google Store accept payments from outside the US? I'm thinking of buying a Nexus device through the Play Store and ship it to a shipping company that gives me a US address, which will in turn, deliver it to my home outside the US. So yea, do they accept any payments from VISAs and Mastercards from any place in the world?
May be they will just deliver your purchased device as long as you pay them or if u contact them correctly and clear so that they can access you with proper address.

Guys, I wanna buy an at&t phone that requires a new contract, However I dont have SSN... i know i cant do that online but can i buy one from a store ( att store, fry's, bestbuy,...) and tell the store keeper that i'm gonna activate online to avoid him asking for my SSN, can i do that??
also, I read somewhere on the web that if i entered the ssn as all 9's the credit check will fail and att will propose to convert the contract account into prepaid, is that true..

they will check your credit upon purchase, not activation.
If you sign up for a 2year contract to get the discounted phone and don't have a ssn, this means you don't work in the US or have permanent residence. To give a fake one constitutes fraud, theft, etc.
Your best bet is to find yourself a phone on eBay or other sales source and see if you can get it activated without doing anything you shouldn't do.

I don't want to pry into why you are in the US and don't have an SSN, but you generally need one to obtain any sort of credit in the US.
If you have a legitimate reason for not having an SSN (for example, I used to have a restricted K visa that did not allow work) then you can apply to the SSA for a non-work SSN.
When you receive the card it will be endorsed to say that you cannot work but it should be sufficient to register for credit.
I forget the exact details of the process, but you can get a form from their website, http://www.ssa.gov
Failing that, your only option would be to buy a handset online for cash.

He could be an international student. International students are not allowed to obtain SSNs from the Social Security Department unless if they have a legitimate employment offer somewhere, which will most likely be an on-campus employment.
And TC, don't bother going around the system, it's been around much longer and whatever loopholes you think you can exploit will be more than likely met with brick walls the size of Texas.
Go and get employed wherever you are and then apply for a SSN (and stop thinking you even have a chance of going around the system, cause if you even had a chance of going around it, you wouldn't have asked XDA for help on the matter).
I don't mean to be harsh, just want to make sure I get my point across.

I have recently made an icon theme for nova/apex/adw launcher.
I am student and have no credit card neither bank account to pay play store 25$ first time fee.
I wanted to ask someone who already has google play publisher account can also post my app for 1.99$ and after few months he could return my money i earn from my app?
Even though I can't help you with this, I do advise that you do background check of the dev...
And whatever dev you choose, it shall be at your own risk as XDA will not be able to help you in money matters...

I totally agree with you, money even makes most honest man blind but i also have no other option .
I would strongly advise against this. Are you able to use a pre-paid credit card?

I know its not a good and trusted way but as i said above i also have no other option and no i am not able to use pre-paid credit card.

Are you located outside of the United States of America ?
If you're in the USA, just get a bank account - many, many bank accounts are completely and absolutely free. I know that a segment of the US population does manage to get by without a bank account - but not having one is COSTING you money in check cashing fees and the like.
I'm not a rich person and I come from a family that was below the poverty line for many years - yet I've had a bank account since I was nine years old. My parents wouldn't have signed me up for one if it had cost money.
Go to a bank or credit union - ask about a free checking account. Get one.
If you are under 18, your parents or any other person over 18 who trusts you not to bounce cheques can help you get a bank account. Or give your parents the $25 and use their account or do chores or something.
If you are outside the USA, refer to whatever procedures are in your country. I have to be skeptical that you could be in a country where you can access reliable computing and internet but not be able to open a bank account (you can even do this on-line these days - and you can cash cheques with some bank's mobile apps - so it's possible to even circumvent location from a physical branch as a factor in being able to open one). I'm sure it's possible, somewhere, but I find it difficult to believe.
I mean, if this developer is going to give you the money less the initial $25... how were they going to send it to you ? Letters can be lost in the mail legitimately. If they are going to write you a personal cheque... how are you going to deposit it ? What if your theme doesn't sell that well and you end up paying WAL*MART just to give you whatever's left ?
Is this developer supposed to keep writing you cheques as long as the app is being sold ?
Are you going to give THEM a cut for doing this ? They'd have to pay postage, after all. Or at the least spend time out of their day to pay you your likely small beans - when they could be running their own business.
Who's going to do that ?
Solution : Get a bank account. Deposit money.
Other Solution : Get a friend or someone you actually know to help you set up a bank account and/or loan you $25.

I live outside USA and im at the moment 15. A friend of me who lives in uk (thought we are friends for 3 years) he agreed to create publisher account for me, but after he went to register he said it has only credit card method and i never use credit card but only paypal for online shopping, so he disagreed to create.So i was thinking someone honest could handle my app then the money i earn can be sent to his paypal account so he buy something for me and send it to me.I also have no honest friend on internet except him.If you think you are honest and can handle this then from my earning from app you can take 25$ or if you already has play publisher account then its great.

Are you able to get a prepaid debit card (like one of those Visa gift cards or similar) in your country? Don't quote me on this, but I believe you may be able to use one of those (and you won't need a bank account or heck even an ID to buy one). Let me know if that's a viable option for you, as I have a few friends whom are also in similar situations.
I live outside the US, but I have family there. If I have one of them purchase for me, could they ship it directly to my US shipping address which I keep only for shipping, which is not my relative's address, so I can have it drop shipped to me?
Will there be any problems with address on Playstore purchase? I mean, can you ship to another address than your own, as in this scenario?
I believe you received going to have to buy the international version. Not sure if that's going to be on the play store in the US. Someone correct me if I'm wrong.

I don't know about that. Is there an "International" version of the Nexus 4? As far as I know, there isn't. My question isn't about the hardware. It's about the draconian restrictions placed on the Playstore purchases.

Basically, yes. I am going to ask my brother to purchase it for me. He lives in the US, but I don't. I am simply asking for that reason, because I am going to ask him to ship it to my US address, and then drop ship it to myself.

My Nexus 5 was purchased from the U.S. Play store, paid for with a U.S. card and delivered to a U.S. address. (my American colleague helped me out with all this!). My Google account was set up in the UK, although I am now living in West Africa, in Ghana to be precise
Google have kindly agreed to replace my handset, which I've managed to get back to the States. They can send me a time-sensitive URL to sort out the replacement process which basically involves entering U.S. card details for payment although no funds are actually removed from the card itself.
The problem is I need to access the U.S. Play store on my notebook so I can properly use the link (which is somehow linked to the U.S. store) but even using a VPN and selecting a U.S. city, I'm not managing to get into the U.S. Play store and see USD prices, still seeing UK
Does anyone have an idea how I can get into the U.S. play store while still based here in Ghana? If you've done something similar before, I would really appreciate some detailed instructions
