Yes the kernel must support it and the one linked does, but you need to use an app to set speeds or set then in ramdisk.

You move all the .ko files to system/lib/modules. Then use the app to set frequency and voltage. In the SCv7 thread there is an overclock zip to flash that will make it editable on boot once you find stable settings.
