Did a search and tried some suggestions, but nothing helped.
I have a Nexus S i9020a running stock OTA Jelly Bean 4.1.1. Unlocked bootloader, but phone is not rooted.
My phone will not download email attachments or apps over my 3G connection. The download bar never moves past 0% and it will stay like that until the download eventually fails. If I switch over to Wi-Fi, everything works as normal.
Things to know:
other 3G data such as browsing/email/and downloading listen podcasts works fine
mobile data limit turned off in settings
background data not restricted on "Play Store" or "Gmail" in settings
I have deleted and re-added my Gmail account in Settings to no avail
have cleared the cache for "Gmail", "Play Store" and "Download Manager" in settings and rebooted
Have factory reset my phone to no avail
This is weird because I can still download podcasts, stream music, etc. over 3G.

Have you found a solution? I have exactly the same problem with my samsung galaxy S3. I can't download attachement over 3G with the last gmail updates (4.3 and 4.5). I have to use an old gmail (4.2.1) to download attachement in 3G.
Anyone?

Hi There, Well I have never faced this problem and have not even heard abt it but i will say all this and it might help you:
*Go to setting>Applications>All
and search for Downloded app The app that displays the downloads and Clear cache and clear data for it.
If this fails then do a factory reset.

Greetings... I just ODINed back to stock, took the OTAs, ODINed CWM, and then flashed Tweaked Lite 1.0. So far it's awesome. Only issue is with Hangouts. I'm getting:
Couldn't sign in because we couldn't reach Google. Try again.
I've tried restarting, just waiting (multiple days), updating Hangouts, clearing data in Settings->Manage Applications, wiping cache from CWM and nothing seems to be working.
Any suggestions?

I had this issue and did this and it fixed it for me...
Clear updates and data from Google Hangouts and Google Play Services.
Delete Google Play Services using Root Explorer.
Reboot.
Try to open Hangouts and it will prompt you that you need Google Play Services.
Download and everything should then work ok.
Yeah this happens from time to time, still not sure on the reason or rhyme (#drseuss). Doing things similar to what jdawg334 outlined has helped me as well.
I finally got it to work. I couldn't get Root Explorer to delete Google Play Services successfully but with all the deleting of caches, updates, and force stopping services it finally was able to log in. Thanks for the help! Loving tweaked lite.

Can't access internet
I was able to get past the Hangouts problem, but I can't seem to access the internet after flashing Tweaked Lite. I can access the Play store, d/l apps and updated installed ones, send and receive e-mails, etc., but if I open the default browser or Dolphin browser, I can't connect to the internet. I was given this Charge from a friend, and want to use it as a wifi device only. It was already updated to FP8 when I received it, so I rooted it, installed CMW, wiped data/factory reset, then just flashed the ROM. I didn't Odin back to any previous build, just went with the OTA already loaded on the phone. The internet seems to be the only thing not working.

Guess I didn't get past the Hangouts problem. I uninstalled the updates to Google Play Services, then reinstalled the update, but still get the message "Couldn't sign in because we couldn't reach Google. Try again."

Yeah the hangouts thing is obnoxious - I went back to stock a few times to see if I made the issue but I couldn't get it to work there either. Not sure why the browser is acting up though - haven't seen that myself... not sure what would be causing that issue unfortunately.

I restored a backup back to stock to check if I could browse then, and I could. I then reflashed TLite, but still had the same problem. I just restored the backup back to stock and I'll leave it there for now. I use the phone for wifi and a couple apps, so it should be fine for now. At some point I probably should try Odining back to a previous version, installing the OTAs, then flashing TLite. Would I want to repartition when going back to EP4D?

Wouldn't be a bad idea. Your usage matches my own (no sim card even), and I have yet to encounter any sort of browsing issues at all.

same deal here. it worked once. my theory is that it might have to do with Google Play Services. I'm thinking the Lite version blocks something or left a key file out.

My situation was the same, google play services uninstall,reinstall doesn't help the login issue.
But at least : cleared hangouts data and google play services data, then on my PC I've log in to my gmail account and at the bottom left corner i've enabled "the new kind chat" (means Hangouts instead Talk) and then the hangouts on my phone immediately logged in to my account...

Play Store build v 4.8.20. / Play Services 4.4.52 (1174655-038)
Play Store appears to work fine in all tested facets except for manually updating Play Store apps.
When choosing to update apps which Play Store indicates need updating, the download process appears to initiate, but nothing more. After I accept permission changes (if any) "Download..." appears in the Play Store app and on notification bar, (the blue horizontal scrolling download bar just continuously scrolls) but none of the apps appear to download even one byte. This happens if I choose "update all" or update an app individually. (connected via StraightTalk data connection, as wifi not available at my current location). Same issue in Safe mode.
I can buy/listen music via Play Store, browse the web with Chrome, download Google Mail. I cleared Play Store app cache. Never observed this behavior in 4.4.2 (but unsure if I previously attempted to manually update Play Store apps after install of 4.4.3).
What might be the best practice troubleshooting tips to apply in this scenario?

thats not an android specific problem..its more a playstore problem..ive have encountered this a least once with every single android phone i've own dated back to the OLD Motorola DROID days its basicallly hanging cuz its not "receiving" data connection. whether wifi or cellular. a remedy that i've learned is to look for the current app that is "downloading" and cancel the download.and it should move on to the next one and start downloading again. works everytime for me.

Yes, tried that. And as stated attempted to update apps individually.
Found that I could update via wifi. But not via StraightTalk data connection. Previously did not have issues updating via StraightTalk. So have to research this issue.

I can still download updates via wi-fi connection but no longer able to download Play Store manual updates when connected to StraightTalk data connection. Up to about three weeks ago I was able to download updates via StraightTalk, but no longer. When connected to StraightTalk I still receive notifications app updates are available but they will not download, either individually or selected as a group ('update all'). When update is selected, the Play Store shows a download notification for a few seconds and continuously displays "downloading..." on the apps page but nothing else.
Still unable to figure this out. Everything else is working fine. Just not able to download app updates from PlayStore when connected to StraightTalk (AT&T) data connection. Downloading updates via wifi works fine. But I'm almost always in an area without wifi access.
UPDATE: I allowed the update download attempt continue for ten minutes or so, and an error notification finally shows up:
"Error
Update for "whatever app" could not be downloaded due to an error. (495)"
Googled "could not be downloaded due to an error (495)" and found some possibilities I need to research.

Discovered that was a generic error message.
But found a solution. In Settings > Data Usage > Mobile > Media > 'Restrict background data' was checked.
Guess I won't do that again
So my next question is how to set Google Play to NOT check for updates.
I know how to disable auto updates, but I'd like the phone to also not check for updates. I rather do that on my own.
Hey guys, I have been experiencing a problem since yesterday: Although syncing is activated (I tripple checked!) my google account does not sync anymore as long as I use mobile data (other apps like google chrome are able to use mobile data, however, so I am able to surf the internet). This also means that I don't get any emails in push from my gmail account. As soon as I switch to WI-FI, syncing works flawlessly, emails are pushed without any delay. Manual syncing works (pulling down in the gmail app or via the options in the google account settings on the phone).
Another weird thing is the signal status icon. When using WI-FI it is white, as soon as I switch to mobile data, it turns orange (I'm using nova launcher).
So I decided to completly wipe the phone and then reinstalled CM 11s 33R which I downloaded directly from the CM-page. I reinstalled all the apps afresh which means I don't think I carried any wrong settings from my last ROM over to the newly installed one.
Anybody got an idea what the reason could be that there is no syncing anymore and how I can resolve this?

im facing the same problem since yesterday morning. I've recognized the exact same issues with the same situation.
As long as im in WLAN all is good. As soon as i am on mobile-data network push is not working anymore. I has been working before fine, but till yesterday it stopped. I didnt change anything in the configuration.
Very strange. I would be very happy if anybody has a glue on how to fix that.
I've also made twice a reset (once per TWRP, and another reset with android reset function) but both didnt help to get rid of that problem.

Push and sync works again with my device. Also, the orange color in the Signal Status is gone and it is White again.
Found something in the OPO-Forum (thanks to gabriel3714):
Go to:
google.com /Settings /security
under section "account permissions" find "apps and websites" and click "view all" then try and revoke access to you OPO and any other items that shouldn't be there. Then restart your phone.
If anybody still has Troubles, here are some other things to try which were sent to me in an email by Matt Oli:
If Sync isn't working when you're using your data, here are a few things to check for:
•Make sure that Background data is enabled◦Phone settings> Data Usage> Scroll down to Gmail and make sure that "Restrict background data" is not selected.
•Disable Power saving mode
•Clear your App's cache and data◦Open Phone settings> Select Application manager> Swipe to "All"> Choose Gmail> Clear cache and data

Hi, I had same issue.
Go to Keep website. Remove all shared notes. (Delete them, Don't Archive). Go back to Keep on Android. Clear data from Settings -> App -> Keep and launch app again.

Google play simply refuses to download or update any apps, it says downloading, and the downloading progress bar shows in the notification panel, but the percentage does not come up and no matter how long I wait, it doesn't finish. This is on my mother's Samsung Galaxy s3 Mini, 4.2.2, and unfortunately not rooted (unfortunately meaning I feel the problem would probably be easier to fix with root, haha). It works fine on WiFi, I have even tried to "jump start" it by starting an app download with WiFi, then quickly switching to mobile. I've cleared play data, cache, uninstalled updates, stopped/cleared data for download manager, same with play services + uninstalled updates, forced my current versions of google play and play services onto her phone to ensure she would have the latest version, removed and readded her Google account, tried other apps, restarted the phone multiple times during the uninstallations and clearing data, toggled airplane mode, booted the phone without data after wiping Play data and cache and starting it FIRST with WiFi, then switching to data, hit update/install with airplane mode on to force error 923 (mainly to see if errors could still be triggered, or if the downloading bar would continue to attempt downloading), tried a different Google account, force killed download manager while a download was pending for Google play + relaunched Google play.... I've tried everything I can think of except for a factory reset, which is ridiculously stupid if that's the only solution.
Edit: Things got interesting. As a process of elimination, I used Chrome to download a random image online. Same as Google Play, the downloading bar and arrow showed up, but will not download. Seems the problem lies deeper within the download manager.... on a nonrooted android, what are my choices to fix this?

Try the following:
Update your phone's firmware.
Update Playstore.
Try clearing cache using Recovery Mode.
Use 3rd party app.
Try updating using a specific custom ROM for your device.
If all else failed. Try Formatting.

Hi guys. I have the US version G8142 and my wife has the international version XZ Premuim G8142. She cannot install or update apps unless she is on WiFi. If she tries while on data the apps show download pending and then eventually give an error 500. Mine works just fine- we are both on T-Mobile. In looking at the APN editing page, I noticed my phone has all the APN info by default while hers was all empty. We tried entering the APN info by just copying mine- no change. Tried resetting APN data to default- no change. We tried force stopping Google Play Store and clearing cache and did the same thing for Google Services- no change. We have not yet tried deleting her Google account from the phone and then logging back in or doing Factory Data Reset yet... Before going that drastic- do you guys have any other ideas?

I just did Factory Data Reset and now the phone auto updated the APN- it matches mine now. BUT we still have the same behavior, the phone can contact the Google Play Store and see updates are available but will not download them. Incidentally, Sony system apps like Music, Album, etc do update no problem- it just seems that apps that reside in the Play Store will not download on data.
