Problems downloading apps from Google Play. - Galaxy Note 10.1 Q&A, Help & Troubleshooting

I'm trying to download apps from Google Play without success. So, as an example, I try to download Skype. When I get the web page and Google Play, it has a pull down for what device to install it on. If I click on that arrow, it says "Samsung GT-N8013", but it is greyed out so I can't select it. This means that the INSTALL button continues to stay greyed out and I can't install it. The same thing happens with all the apps I've tried so far. Anyone know why this could be happening? Thanks!

[Q] Play Store Problems

Hi, my Asus Infinity don't update aplications. It shows me there are updates, but don't download. Any Ideas? Thanks.
You probably haven't got auto-update enabled.
You can just go to the play store, open 'my apps' (the arrow pointing at a line in the top right corner) and either manually update each one or hit update all.
Or open settings (in the play store) and check 'auto update'.
Keep in mind that some apps can't update automatically, like the Twitter app.

Thank, But I can see the updates. Select them, but, the download doesn't start. Neither of my apps are updating.
Do you specifically click 'update' after selecting the app? (It's next to the 'uninstall' button)
On which ROM are you? I had this on a clean CROMI-X install a few days ago. Rebooted, worked fine afterwards.
I'm on stock. The Play Store download one app, install, then continues showing the message "installing ... app". What can it be?

Cannot download updates on Play Store

I had not used this phone for months 9backup phone), and when I dusted it off and flashed a different ROM, I could not update the over 20 out of date apps on play store (server error). I found a possible fix (market Enabler APP-) but no luck.
I saw a post pop up when i started entering the thread title, but it did not completely cover a fix that I found on a website (SeberTech) that cleared it up. I had treid clearing out Play Store data, but that was not enough. Here is what works if anyone runs into this Note - forced stop and then cleared data):
" Solution:
Follow these steps to fix this problem:
1. On your Galaxy S3 menu, go to Settings, then select Apps, then All, and finally Google Play Store.
2. Under Google Play Store, press the Clear Data option and then Force Stop.
3. Go back to Settings again, and then Apps, then select All, and then locate Google services framework from the sorted list. In case you cannot find Google Services Framework from the sorted list, try to scroll right to the bottom of the list. Sometimes, this item is disabled. If it is disabled, you need to enable it first, so you can proceed to the next step.
4. Under Google Services Framework, clear data and then Force stop.
5. Go back to Settings, then Apps, and then All.
6. From the All menu, locate and select Download Manager and the select Clear Data.
After doing all the aforementioned procedures, turn off your phone for about 60 seconds and then turn it back on. Try to access Google Play Store this time and it should be working fine. "

[Q] Play Store acting weird? (Not showing progress in Notification)

I've been having this problem with the Play Store where it's not displaying the Notifications correctly.
Or rather, that the persistent Notification while an app is being downloaded/updated is not showing any Details. It keeps showing that continuous horizontal scrolling bar thingy as if the download has yet to start, all the way through the actual downloading plus the installing part. No progress, no download size, doesnt even turn to "Installing" after the download is complete. It does show a proper "xy apps Updated" or "xy app Installed" at the end with the proper thumbnail, just nothing While it's downloading.
I can see the progress in the Play store page for the respective app, but the notification keeps on scrolling with no details.
It's most annoying while updating an app, as you know the notification actually shows the size of Just the update while play store just shows the download percentage out of the Whole app.
I can see in the settings page for Play Store that it's the latest version (4.9.13). The phone is Not rooted, I haven't messed with anything that should affect the Play store as far as I know. No third party app store, no proxy etc. It has been doing this since out of the box. (First time I saw this I thought the Play store might be updating first, as often happens after first setup, and that it'll get alright after a restart or something)
Is anyone else experiencing this? Has anyone experienced this some other time? Possible solutions?
Edit 2: Also, what I didn't notice till recently, is that while updating any app via the playstore, the phone downloads the Whole apk every single time. Normal behavior is to download only the updated part of apk, as happens with every other device I use, but since the notifications are not showing any progress, I didn't notice this before.
Strangest part is no one else seems to be reporting this problem, no other threads etc. My only hope is that the new update (Android 5.1) is just round the corner, and hopefully it'll be sorted then.
my one isnt even downloading giving error 489
yes
Yes this happening with me.. We have to give feedback then they will give update
Play store working like charm.. It happened for first time only.. maybe the playstore or its services might be getting updated.
Update: Problem Persists
It's still the same, with latest Play store 5.0.31, and Latest Play services. I believe it's not these apps at fault here. When an update is being downloaded, the download is actually handled by the stock Download Manager app and not the play store itself. This can be checked by long pressing the download notification and going to App Info. So That must be malfunctioning here.
My phone has "Download Manager version 4.4.4-1379542". Can someone who is not facing this problem please confirm what version his phone is using?
Also, clearing this download manager's Defaults doesn't resolve the issue.

Hey,
try installing the new playstore 5.0
first stop existing playstore app, clear data and cache, then remove your registered gmail accounts from settings, reboot and install new apk.
This should definitely solve all playstore related problems.,

Play Store app updates frequently pause and then restart

I am having frequent issues when I go to the "My apps" section, and doing an "Update All". The applications will begin downloading, reach a certain point of the download (most recently it was 95%), then it seems to pause for 20 seconds, and then it appears to start the download again, usually installing successfully on the second try.
Does anyone see this issue? I am completely stock (no root or ROM)...
Thanks
Try clearing cache and data on Google Play services and Play Store.

Google Play Services Issues (Google Pixel 2)

I set up my Pixel 2 yesterday and noticed that whenever I try to access a search within "Settings" I get a "Google Play Services has stopped working." Nothing seems to fix it. I've tried 1) uninstalling updates to restore back to factor installed version but get a "Uninstall unsuccessful" message and 2) Trying to uninstall Google Play Services in hopes of reinstalling. It takes me to Play store with instructions that I need to "deactivate" before uninstalling but the deactivate button doesn't work. I also tried emptying the cache but that did nothing too. Is this a known issue with Play Services and is there something else to try?
You could try a factory reset. If that doesn't work, call google support.
I did a factory reset and now it works most of the time. It seems like it may also be affected when "developer options" is enabled...I like to disable animations to make Android feel snappier.
