We’ve received reports that some users are getting “Error processing purchase” while trying to download free apps. If you’re getting “Error processing purchase” even though you’re not trying to buy anything, that is characteristic of this known issue.
We’re currently investigating a more permanent solution, but in the meantime, please try following these steps - this workaround has resolved the issues for many of our users:
Navigate to Menu > Settings > Applications > Manage applications
Navigate to the “All” section
Scroll down to find an app called Google Services Framework
Select Google Services Framework, then tap Clear cache and Clear data
Click to collapse
If you use the search function on the site or google you can find your answer easy

My TB stopped downloading applications and is giving me an error that says that there was a error and it couldn't download the app. I have reset my phone multiple times and am finding no resolution, any ideas?
try this: go to settings>>applications>>manage applications>> all>>then scroll down to the market app and select it>> clear the cache, clear data and force stop it. Then back out and open the market app normally, agree to the terms and try downloading the app, it might be working again.
Unfortunately it still isn't functioning correctly. :-( I emailed Google and they weren't of much help...
I had a thread about this. Go find it. My network settings were corrupt but being backed up/restored. It's in the Thunderbolt q/a forum. Sorry but I can't easily link to it from my phone.

Can't download free or already purchased apps? Seems to be happening more frequently since we've had ics roms to flash on our skyrockets. Go to manage apps > all > Google play store, clear data and uninstall updates. Then go to Google services framework and clear data. Then reboot and sign in to Google play store again.
I found this solution by searching, but many more of the posts were people reporting the problem over and over, and the solution was kind of buried beneath the cries for help.

Heh.. that's an issue alright. I've found myself throttled as of today so I'm also having much more success with wifi than the mobile network... but I'm not getting 404 errors, just maliciously slow connections.. the closest guess I can venture is to look in settings > more > mobile networks > access point names > reset to default apns. Either that or maybe flash a different radio. Is the store the only place you're getting errors?

Ye rest of the data usage works fine even while tethering. Just to mention I used lcd modder pro fix on the market but I never heard anyone else with this bug.
I had to set the apn manually anyway because the default one from my providers makes 2 profiles 1 for internet and 1 for mms and the phone cant really handle it so I had to combine them.

Same result with the internet profile?
Maybe uninstall store, remove Google account from device, reinstall store and sign in anew with the account? If that doesn't work, I'd venture to say it may be a problem with your provider. Unless you know people on the same provider without the problem...

Considering I'm usually around wifi it never bothered me so much and until theres an offical 4.0.3 I'm probably not gonna flash any new rom. I'll just wait for the next rom flash and see how it is. Doubt its the provider because my brother has the international GSII and I haven't heard him complain about this issue.
Thanks for trying to help anyway

I just had the same issue...
what I did: just cleared cache from google play and google service... and then I entered recovery and wiped cache part. and dalvik cache. works fine for me again!!
It doesn't happen with every app but it does for many. I tried to download basically all of the Sense clocks to use for AOKP and I got the error for all of them. Then I tried downloading the Wired Headset Routing Fix which also presented the same error. This is the specific error:
Error processing purchase. [DF-BPA-09]
I used to get that. I would go to settings, manage apps, scroll down to google frameworks, clear data... If it don't work wipe data from play store. If that don't work log out of your account, reboot and log back in

I been trying to search for this problem everywhere but can't come up with a solution for my skyrocket. When trying to install out of market apks I can't click on "install" when in the android installer screen. I can click on cancel but nothing happens when I press on install. Installing apps through google play works fine. When I searched for this problem on google/XDA the common problem seemed to be a third party dimmer app which I don't have. I have very little third party apps. Most are the basic google apps. I'm running CM10 12/28 nightly with apex launcher on AT&T.
I tried rebooting the phone multiple times. I tried stopping multiple running programs. I even disabled jelly bean's dimmer function, but no results.
Here is a list of all my downloaded apps.
Accuweather
AdAway
Adobe AIR/Reader
Angry Birds
Animated weather
Apex Laucher
Apollo
Battery Mix
Brain Age
Google Drive
Dropbox
Facebook
Flashcards+
Gmail
Google Goggles
Google Play Music
Google Play Store
Google Search
Gtasks
JeFit
Jellybean HD
Juice Defender Ultimate
Maps
Facebook Messenger
myAT&T
Rom Manager
Snapchat
Sound search for google Play
SoundHound
SpeedTest
Street View
Temple Run
Twitter
Visual Voicemail
Youtube
Zedge
This is really getting annoying...
Is installing third party apps enabled?

In settings, security are you allowing unknown sources?

Sorry I forgot to include that, yep it was one of the first things I did.
Then I guess use a root file explorer and copy the apps to /data/app then reboot to recovery fix permissions and enjoy

I'm using ES file explorer but I can't find data/app. Under the data file I get this:

So the android package installer still doesn't work but for some reason the ES file explorer's own installer does. I was finally able to load the apk. ES is so much better than the CM10 file explorer. I'm glad I downloaded it. It's still annoying having to use ES every time I want to download a non-market apk but I guess it will do for now. Also it always goes to android package installer when trying to update non market apps which is pretty annoying. Any ideas as to why the android package installer still isn't working?
Thanks for your help.

Honestly, sounds to me like maybe you have another app that's set as default for APKs. I would go through Settings>Apps>All and try to identify an app that looks like it may be responsible for handling APK files and clear the defaults on it. Maybe a virus scanner?

I don't have a virus scanner. There aren't really any other apps that look suspicious to me. I really have no idea.

Don't get hung up on the virus scanner part of the previous post. Go to Settings > Apps > All and click on Package Installer. See if there's any data, cache, or defaults you could clear for it. Then you could always try wiping cache and dalvik in recovery along with the fixing of permissions as suggested.

There was no data, cache or defaults to clear. Tried wiping cache and dalvik and fixed the permissions again. Package installer still doesn't let me click on "install". THIS IS SO ANNOYING.

Yep, rooted running recent CM10 nightlies.
there is an app that is preventing the installer from running, by looking at your list of installed apps start turning off juice defender, battery mix or any other bat app, if not those ones then its an app thats running, so you need to do it one by one and see which app is preventing the installer from running,
I believe this has something to do with apps that use a screen overlay. For me, it was screen filter that would block the button. As soon as I disabled, it was good.

Battery Mix was the culprit good call vincom. I'm surprised though never had this problem before I rooted, must have something to do with Jelly Bean. It's too bad I really like Battery Mix too. I don't understand why this happens.
I m using JB Stock ROM (rooted - SuperSU) on my GT-P3100. I tried purchasing apps from google store but it kept declining by saying "Your payment could not be processed". Please help !!!
