I just used the super cid tool to spoof my phone and i used htc dev and everything worked fine until i tried to flash the 1.85 and it didnt work so then i relocked the bootloader by going into adb and typing adb fastboot oem lock and then the ruu update works now i booted and used htc dev again and in bootloader it says unlocked with s-on but i try to flash recovery and now when i do boot into rcovery it just goes blank and restarts
if i understand your steps, you flashed the RUU and unlocked your bootloader. if yes, flashing the RUU also installs stock recovery. now you need to download CWM recovery for the ATT One XL, restart in bootloader mode and then flash CWM (clock work) recovery.
it also says tampered in bootloader

Hi
I have unlocked the bootloader using htc-dev unlock as there is no aahk. i followed the link tau.shadowchild.nl/attn1/?p=88[/url] and i have done upto step 4. after that i tried installing cwm and it fails. after reeboting my phone its on stock firmware 2.3.5 and sense3.0. i want to flash a custom rom onto this device. can u people help me when i tried to enter into hboot mode the top of my inspire 4g screen says bootloader - relocked. What to do now. How to flash cwm into it and install custom roms.
Thanks in Advance.
Why are you following that guide? It is for preparing an Inspire 4G with the latest update for AAHK, which no longer exists.
You cannot flash CWM unless you re-unlock your bootloader; you can't flash anything when the bootloader is locked.

using the same unlock_code.bin as before:
Plug the phone with usb debugging enabled.
Open a cmd as admin and type adb reboot-bootloader.
When in fastboot usb (you should read that in the phone) navigate to where the unlock_code.bin file is in.
Type fastboot flash unlocktoken unlock_code.bin
Voilá...you are done.
If you don't have the unlock_code.bin, then get another token from phone the same way as you did before.

I'm not sure I completely understand you. When you try to unlock the bootloader does it stay locked? Or does it unlock?

Sounds like you have a bad emmc. You likely need to send it in for repair.

Are you able to communicate with the device using fastboot?
Try flashing the stock images via fastboot
You won't need an unlocked bootloader for this

Try the instructions at the top of the page here https://developers.google.com/android/images
It may work without unlocking the bootloader.

whatever command i use it says OEM unlock is not allowed.
Just throwing out ideas that you may have already tried. If I understand right you cannot get into recovery which eliminates trying to sideload the stock image. Your bootloader is locked and it will not let you unlock so booting into TWRP is out of the question. Are you just wanting your phone operational again? Have you tried wiping/factory resetting with fastboot commands? i.e. fastboot erase userdata or fastboot format userdata.

error message " Please unlock the device to activate this command"
anyone else can help ?
I would contact Google customer support. Even though my phone was out of warranty and I was not the original buyer (bought in eBay), they were willing to make a one-time exception for an RMA. I didn't use it because my phone is rooted and I was afraid of being charged for any repairs. As long as your phone is stock and unrooted, you have a chance. Just say that you think you have a hardware failure and while you understand that they are in no obligation to help, you would appreciate anything they can do.
