Ok so I suddenly was unable to send any SMS messages, in any ROM, and the only way this has ever happened before is when the SMS center number is deleted.
So, I flashed back to gingerbread and set the SMS center number and it works now.
But, I was wondering, how can I set the SMS center number in ICS??

what rom? all of them should work no problem with AT&T.
and was it SMS or MMS ? mms is a different issue.
I had changed my smsc number some how. Had to use a hex editor to put it back in.

Somehow the Service Center number was blanked out, nothing was there :/

My problem is I cannot send any SMS message (it actually is moved to the sent folder, but the other phone does not receive it), as well as I cannot receive any SMS message (the phone lights-up when I sent a SMS to it but nothing more happens), EDIT: though on the sender's phone I get a delivered report.
Before you ask - no, the text messaging service number in phone options is not correct. The field is empty and whatever I do write there does not get saved. I can modify the voice mail number, area code and all and save it, but the text messaging service field keeps being empty (it is set correctly when trying on my other phone).
Calls do work.
As I believe the only problem is the number not present, is there any other way I could store the text messaging service number in the phone? Like registry setting or similar... Or any other solution welcomed.

By the way, I'm running the WM6.1 CE OS 5.2.20282.19597 for Tornado with Neo Style English Version V1 by Karas, my operator is O2.
The radio version is 4.1.13.28_02.61.01, RIL version 2.002.
i had the same problem with the rose rom... it only helped to hard reset the device...
has somebody a fix for that? or what is the problem?
hard reset does not work for me, but it seems it is a problem in the rom, which cannot be workarounded...
Try another rom!!
I'm on Orange (UK) and 2 days ago I lost the ability to text one number. I tried deleting the queue of unsent messages and reset the settings within the messaging app. This didn't help and I now can't send any SMS at all, they instantly fail. Annoyingly, they work fine with my T-Mobile Sim. I've tried updating the message centre number with the one given by Orange but it's not worked. I've now done a full wipe and reflashed my ROM and I still can't send messages. Everything else works fine.
Any suggestions would be gratefully received.
Is it something on the carrier side.... Seems to me if it works fine with another sim then it's either a problem with the carrier or maybe you have the wrong apn settings.... But i am not sure that effects text messages
Also this might be a dumb suggestion but maybe try downloading a third party messaging client like chomp

EDIT: I got them to send me the settings via SMS and everything's back to normal again. Phew!

I think I know what the problem is, but I want to make double sure before I go to the AT&T store.
I recently changed over to the Infused 1.5 ROM and during the process had to take out the SIM Card due to a small issue I had. Did this about 3 days ago and phone, data, and email have been working fine.
Last night, I thought it was odd that I was not receiving text messages and asked one of my friends to try to text. Did not get anything, so I tried texting him. Still nothing. So I decided to try it in my Blackberry to see if I can text, and I still could not receive or send texts despite being able to before on this phone.
From what I have read, some people have had issues if the new batch of SIM cards gets scratched, so I am planning on going to the AT&T store to exchange the SIM card and have them test text messaging. Anyone else had any similar issues?

See if Your message center number was wiped when you installed new ROM. go to Messaging/Settings/Message Center....
If there is no number, Insert this +1 312 314 9810,
This is the message center number for ALL AT&T SIM cards.

Tried it last night, did not work. Set exactly as you posted.
Exchange your sim card. Some how your message center data was wipe.

i had the same issues when i flashed a that rom too. but a reboot fixed it. then went to stock and im back again. this time its working though

I am getting a similar problem and I am unable to send sms from my infuse, though I am able to receive SMS. I am using a Beanstalk ROM 4.4.240-20140203.

I think the problem is that the Message Center number is not properly set in the settings, but the problem is that I am unable to find the settings to change the message center.
I have searched for the option to change the Message Center by clicking on settings of messaging app but though there are many options to change the viewing settings of SMSes but there is no option to change the SMS Center number.
I would be greatly thankful for directing me in the correct direction

If you are on stock you will need to go to *#*#info#*#* menu to update SMSC with the SMS server you will need to use SMS server number but using PDU format (link to a converter http://www.twit88.com/home/utility/sms-pdu-encode-decode) just type in first 14 digits of code and issue will be solved

I've tried almost every APN setting recommended by others and still nothing. Does anyone have any suggestions or has had a similar problem that they resolved?

Correction. I can receive text messages but not send them.
*UPDATE 9/11*
So I found out the issue is related to the Message Center which you can access from "Messaging" -> hit the option button -> Settings.
After flashing to ICS I noticed that this option has been removed so I can't edit the message center. Are there any ICS or JB ROMs that still have this option available to the user? I need to change the message center number back to what it needs to be in order to send SMS texts.

After a BUNCH of research I finally found out how to fix this. Instead of posting a to the thread I found (since I'm still under 10 posts) I will post my copied instructions.
Go to google and search for your SMS center number which should be based on the carrier you have.
Next, go to twit88.com/home/utility/sms-pdu-encode-decode
Scroll down to where you see SMSC, Receiver, and Alphabet size.
Put in the entire SMSC number, including the + sign into the box, leave receiver blank, change the Alphabet size to 8, and delete whatever is in the message box under Alphabet and hit Convert.
Now, on your phone go to the Phone info menu described above and scroll to the bottom and find the SMSC field.
Enter the first 16 numbers into that field and hit update.
Reboot your phone and you can now send SMS.
This fix is for people who have the proper modems flashed on there phones and can still receive texts but not send them.
