So I contacted HTC via email and with in one day they replied back with this information. Note that it gives you a list of devices that will be receiving ICS upgrades.

HTC knows how excited our fans are to get their hands on Google's latest version of Android, Ice Cream Sandwich, so we're thrilled today to announce the first wave of HTC phones that will receive upgrades:
We can confirm the brand new HTC Vivid is upgradeable to Ice Cream Sandwich. In addition, Ice Cream Sandwich is coming in early 2012 to a variety of devices including the HTC Sensation, HTC Sensation XL and HTC Sensation XE, as well as the HTC Rezound, HTC EVO 3D, HTC EVO Design 4G and HTC Amaze 4G through close integration with our carrier partners.

I doubt HTC will ever give Sensation owners Sense 4.0 officially. They want us to buy a new phone.
^Not that HTC will ever give Sensation owners Sense 4.0 officially but I rather like to think that they are going to be dragging it out over an extended period of time. Much like DHD's case.
HTC isnt going to butcher their new products when Sensation sporting a dual core, can handle Sense 4.0 just as good.

ICS - Yes! (officially annouced, though would likely to wait a bit longer)
Sense 4.0 - Maybe?
But I'm sure by then there's be enough CM9, AOSP or sense based custom roms kicking about to not need stock firmwares!
HTC probably wants to deliver Sense 4 only on the newer phone in a first time to create desire and envy to buy a new HTC product. So an exclusivity of 6/9 month seems a classical behavior.
We will get ICS, but with a 'lite' version of Sense 4p

my girlfriend has a lite sense 3 on her wildfire s. or it's just the lockscreen from sense 3. it isn't much good
I'm pretty sure we'll get a fully working Sense 4.0 (custom) pretty soon!
And prolly 3.6 will b released even sooner (wink hope prox is porting it)

That was the reply I got when I asked htc through email hope that anwsers you questions.
If your on T-Mobile, just flash a custom final ICS Rom and get rid of the bloatware, and get better tweaks

I can. I believed it since I first heard bout ics rolling out to older devices. The my touch is a T-Mobile specific phone with with its own version of sense "my sense" and T-Mobile will not let HTC just remove it and I'm pretty sure HTC is not crazy enough to waste the time and resources to make a specific mysense ics version just for the my touch.
