Welp, here's the background info. I work with AT&T next to a corporate store. I have an rooted Inspire 4g. With my Inspire I'm actually on the media net plan and not the PDA data plan.
So anyway I was bugging a work friend a joking around with him about switching me over to unlimited data (smartphone plan) so I could get off of the medianet plan. I got curious and asked him about the whole 4g provisioning thing that was an argument in another thread. We pulled up a customers account and he showed me, you do in fact need it provisioned to access hspa+. But that's not thing fun part of the story. It's been debated numerous times.
I asked him if we even got HSPA+ where I live. It turns out that we do. I just never noticed it because of the data plan I'm provisioned for. So my curiosity got the best of me. We walked over to the display Inspire and verified it was connected to HSPA+. He had already installed speedtest.net on the phone to try it out. We ran it. And I was shocked. The phone was measuring 1.5 down. We already know the HSUPA shebackle. But really? Only 1.5 down?
In utter disbelief I pull out my phone. He knows what plan I'm on and knows it's rooted. I do have the stock radio on though, and non of the build.prop tweaks that have been mentioned. Standing right next to the Demo, on HSDPA, my phone pulls down 3.5 a second.
Now he's shocked. I'm running straight off HSDPA and the demo is connected at HSPA+. We double check that the phones are testing against the same servers on speedtest. We run multiple tests. And consistently my phone pulls a higher data rate then the demo on HSPA+. To make sure we're not going insane we double check everything again between the two phones.
It turns out an engineer was at the corp. store that day. He pulls out his iPhone 4 and shows us something more interesting. His phone, testing against the same speedtest server, always pulls down around 5.
He informs us that iPhones get preferred treatment over the network. This is nothing new or unsuspected. But HSPA+ connectivity is severely throttled. This is deliberately down by AT&T because the network isnt able to handle the workload yet. There also isn't any time frame when the throttling will be lifted.
This just blew my mind. I expected it to be backed down some with it being a new network that's not completely developed, but this much is astounding to me.
I would be interested to hear from others in HSPA+ enabled areas to run multiple speedtest test with HSPA on and off and see what happens.
Or do I sound completely insane and don't know what I'm talking about?
I would rather AT&T throttle the HSPA+ speeds until the network is ready than to deal with what happened to Sprint's network when the EVO 4g first launched. I heard the entire network went down for maybe up to an hour due to all the bandwidth being eaten up in certain areas.
Maybe AT&T is trying to avoid this from happening?

funny, that is NOT what we are paying for! we are paying for 4G service, we expected to have 4G speeds! (we paying for 4G phone, FAKE!) and we paying for HSPA+/4G data plan, FAKE!).
If i pay for cable internet, i expect to have cable internet speeds!, not 56k dialup speeds!

When my son gets home with the iPhone 4 tomorrow, I'm going to do some side-to-side comparisons as well....probably followed up with a call to ATT. I was told the Inspire would be faster then the iPhone 4 because it was 4G and not 3G. If that isn't the case, I think some monthly credits should be in store until they turn the 4G speeds on.
I'm paying the same price now for data as I was with my blackberry pearl on EDGE, same when I had my iPhone 3g on 3g. Also same price I'm paying now when I used my Captivate. AT&T openly admits that its 4g service isn't throughout their coverage 100% yet and say that they are working on expanding their 4g service.
Nowhere on my bill does it say I'm paying $30 for 4g service specifically.
edit: I forgot they had specific 4g data plans. Yeah that does suck for those who have to pay for that.

I agree. But when the salesman says it will be faster and your phone has the check box next to H+ and you are getting less than 3G speeds, that is on them. If they are not giving you H+ speeds, and you are even getting less than 3G, they should show Edge instead. Anything less is false advertising.

I agree with that as well. I think AT&T should limit the H+ data plans to areas where it is confirmed to avoid these problems with customer satisfaction. They have a coverage map and enough techs out there. I'm sure they could at least tell their store associates to not recommend the H+ data packages to people in areas that aren't getting the speeds.
But instead I'm sure they would rather let people buy something they can't use blindly so they can get more profit.

The price is the same if you have a 4g plan or a 3G plan.
Signing up for different plans doesn't matter. At the end of the day its the same cost. The 4g provisioning is only to access hspa+. Its the same cost whether you live in Ohio with 3g or Philly with hspa+. If your gonna get the inspire you might as well have them provision the hspa+ so when it is.available you can access it.
My issue is the throttling on the hspa connection. As I mention, I'm on a medianet plan which doesn't cover hspa. I'm NOT on a pdanet plan. All this was discovered because I was thinking about ditching my $10 a month unlimited data and signing up for the tiered 2gb hspa plan. I wanted to know the speed difference. And then I found out everything I wrote above.
Obviously I'm sticking with my 3g until things change.
Like I said, I would be interested in seeing thorough tests done around the rest of the country to and see if this holds true. In the lower Susquehanna valley in pa the hspa network is.being throttled.

Its plain and simple, you are paying for data package, thats it! you are not paying for speeds! This isn't like cable, or DSL where you are paying for speed tier.
You can complain all you want, but they have not advertised a speed that you would be getting, they may have advertised what 4G is capable of, but have made no claims as to what you will be getting.
I'm not just paying for a data package. If all they did was have a data package with no speed reference, that would be one thing. But I'm paying for a 4G data package. "4G" either means something or it doesn't. If they don't really mean 4G speed, they shouldn't call the data package "HSPA+/4G". When the salesman says you will get better performance with 4G over 3G, and then they very publicly say that they are not throttling back the speeds, that means something. Or it should anyway. Whether we should expect to be lied to or expect false advertising from them is an entirely different matter.
I'd love to get faster than 2mb down but I'm not gonna complain. I knew exactly what I was getting myself into when I got the phone. I knew it wouldn't be 4G and so did each and every one of the people posting in the inspire forums. Regardless of at&t excuses and BS.

OH, well then my mistake... i would like to complain that i have a 4G data package but not getting the "4G speeds" while on edge..
Obviously no one is expecting to get HSPA+ speeds while connected on a HSDPA, UMTS, or edge network. Again, the issue is speeds only while connected to HSPA+ networks. I understand not everyone in the country even has access to this yet. And those that do, service is spotty at best.
But I do think when you are in a full coverage area, and compare side by side speeds, and you are getting double the download speeds consistently on HSDPA then HSPA+, then that's an issue.
Actually, that isn't quite accurate. I didn't know about XDA or the speed deception until after the purchase. I knew that some folks had complained about AT&T throttling it back, but also read that they denied it. So I just figured that it was a case of some unique individuals in poor reception areas.
honestly, i think all really depends on the radio. I wish i would have taken pictures before i sold my dell streak, but i was getting consistent speeds of 6 down x 3 up on the stock O2 2.2 rom here in the St. Louis area. Now with the inspire, i have yet to see anything over 2.5 down x 1.8 up. I was using the same media net apn on the dell streak. So unless the caps have changed in the past months, then i am blaming the radio in the inspire.. but i dont care, the speeds are sufficient for my needs.

There's a really good reason why you out performed the stock inspire. Your build.prop is edited to use Hsdpa and hsupa setting hsxpa=3, but stock inspire has hsxpa=1 which only let's it use 3.6Mbps Hsdpa with 384kbps up. Setting hsxpa=3 let's you connect to hsupa and the 7.2Mbps network speeds.

Is there a way to set hsxpa=30 for broadband speeds? Short of that, can I set hsxpa=3 without rooting the Inspire? I'm not opposed to rooting, but it is more complex than I can handle right now.
You can't edit build prop without rooting first. I think if you get temp root it would revert any changes back to stock.

Hey folks! I'm currently an Sprint customer, but I'm considering a switch to ATT. I'll lay out a few facts so you can understand where I'm coming from. I'm not worried about cancellation fees because I can make our phones roam to VZW until sprint drops us.
-When I got cell service, none of the national carriers could compete with Sprint's prices (family plan, unlimited messaging/data, dont care about minutes). Now ATT's family plans have gotten competitive.
-Between people leaving VZW for economic reasons and people leaving T-Mo because of the ATT purchase, Sprint's network is very overburdened (at least in my area). Given the way Sprint has been flaking out on the 4G front, i'm not exactly filled with confidence that they'll expand their network capability in a timely fashion.
I'll ask folks in my squadron about local reception, but I want opinions from similarly minded people (you guys) about things like customer service and general happiness with the network. Also, what's ATT's 4G plan? As of now, all I've heard of is HSPA+, and I really dont know how it stacks up against WiMax, LTE, regular HSPA (thats 3g for GSM, right?) The store rep said that ATT will be using LTE, but I'm not sure if thats true given that Inspire and Atrix both are advertised as being 4G and use HSPA+.

My advice is go for VZW if you want legit 4g. I haven't seen any 4g speeds on my Inspire and I live in Boston. The 4g data plan is basically 3g, and it costs teh same too.
I still can't bring myself to pay VZW's prices. I know their network is the best, but its not enough of an improvement for me to pay that much more. I'm not so much concerned with current 4g capability, i'm in between 2 4g markets right now, so I think it's going to be a while before I get it. I'm more curious about the future of 4g with ATT based on the fact that the rep, who seemed otherwise knowledgeable, said that ATT would be using LTE in Q4 of this year yet they've already released two phones sporting HSPA+ as their 4g devices. Does anyone know if they're going to switch their technology to LTE?

ATT has great coverage imo. I even have service where my girlfriend (verizon) does not (in many cases).
The inspire is the best phone on att. This is coming from a lifetime iphone man, and I also tested the Atrix for a month and CAME BACK to the inspire.
Data speeds are more than adequate for me, even if it is not the 'true' 4g of verizon. I am more realistic when it comes to data. I am thankful for the ability to be connected to the internet at all times, and if I have to wait a second for a page to load - I'm not complaining. What does matter to me is the performance and speeds of the gps/maps function, which, on the inspire are great. The google maps/nav is implemented directly into the phone and definitely has the upper hand on the iphone, which I feel is att's other competitive smartphone.
Basically, I feel your decision simply comes down to dollars and sense (get it??? haha...), as well as what kind of service you are receiving in your area. Att & sprint are comparable, and both carriers have great android devices (sprint is launching evo3d too, which looks pretty cool).
Basically, how's your service going to be? I would talk to people with ATT in your area and get their opinion. Also, how much money would you save/spend if you made the switch? I'd make a decision on those two factors.

Starting in May, they will be decommissioning their 2G network starting in the west coast and moving east, in order to free up bandwidth that they can use to launch LTE. Also, while Verizon purchased the "C" block of spectrum, at&t purchased a company that had vast amounts of what I believe was "D" spectrum on the 700 band as well and ended up paying a LOT less than what Verizon did to get their nationwide 700Mhz LTE licenses.
What I would do is go to the store, get a phone, drive EVERYWHERE that you think you may use it and watch your phone signal, run a few speed tests, check out voice quality, etc., before you make your decision.
While I am FINALLY figuring out the cause of my at&t issues at my new residence (Netgear 2.4GHz WNR2000v2 router is actually interfering with my cell signal massively), I have had issues around town and I am in Denver (the suburbs now) and should have EXCELLENT signal at all the locations I have had issues at.
T-Mobile is phenomenal if you look at their maps and make sure they have service of the utmost quality in your area - I read your post and believe you said T-Mo wasn't an option but I've had a few too many and just can't be bothered to go back and read the post again - T-Mobile has been deploying ridiculous HSPA+ speeds for some time now (on a recent speed test, my buddy got 26Mbps down and 2Mbps up on T-Mo's HSPA+ network) and I don't see them slowing down.
Verizon and Sprint are just disappointments and I think nothing more needs to be said about that.
EDIT: Sorry, at&t bought a large chunk of B-block 700MHz spectrum, not D-block.

I am currently with Sprint and I honestly can't take it anymore. Data speeds are terrible and when I'm bored at work and want to play with my phone I can't. I have the EVO 3d right now so naturally I'm going to switch to the sensation.
I have two questions, 1 ) how is tmobiles data service? And 2) once u go over your data limit what speeds do they throttle u down to?

ok i just got t-mobile last month and i don't mind there service my family has it here they say they don't get a lot of dropped calls as far as data goes i think they are realiable i can't say i get a great speed in my apartment but i also live in a odd 4g coverage spot when I'm not home though the speeds are great. as amatter of fact i put a iphone to shame with the speed the guy thought he was something having one lol. but my speeds and coverage are based off the dell streak 7. hope i was helpful

Here is my take on it. I was with AT&T Wireless, Cingular, Sprint, and Verizon and now I have switch to T-Mobile. I switched to T-mobile a couple of weeks ago and the coverage isn't 100% great but I honestly think that HSPA+ is better for the phones today. Its not that fast all the time and we all know LTE is amazing but the battery consumptions of these circuits is insane. I owned the Thunderbolt. 45mins of active LTE use and the phone was DEAD. I would rather have slower data speeds and be able to use the device for longer.
What you can expect with Tmobile is at least 1Mbps if you haven't gone over your data allocation. After that you can expect about 300-800kbps. The highest data rate i've seen on tmobile is about 8Mbps. You probably won't have too much less coverage than Sprint but there is far less coverage than Verizon and At&t.
Depending on your coverage - data speeds can be real good (I average 5mbps). Data throttling will depend on the plan you choose.

T-Mobile data is usually great in most average to larger sized cities. You should be ok in Indy but find a T-Mobile friend if you can to verify the speeds where you live.
T-Mobile outside of a city or in a super-dense population like NY can be spotty or slow.
I'm in Indianapolis an I always get 4mbps down an 1.2mbps up I just switched from Sprint u will defiantly see a improvement

I was a sprint customer, in MY AREA Sprint service went down the crapper. Tmo coverage in my area is fantastic, and has been on my recent travels around the country. Sprint->tmo was well worth it for me. Can't speak for ur coverage area tho.

I just recently switched from Sprint to T-Mobile. With the speedtest.net app I was averaging 300-500 Kbps with Sprint. I'm averaging anywhere from 7-10 Mbps with T-Mobile. The coverage area is great here where I live, and I actually pay less then I was paying with Sprint.
I am in NYC and I have T-mobile for a long time already, recently switch to Sensation 4G and I am getter in average 3mbps download and 1.2 up.
Speeds are great if you are in an area where they have rolled out HSPA+. I get around 7-9 Mbps up and 1-2 Mbps down. If you reach your cap, they throttle you down to EDGE (200-300 Kbps), but some people have said their speeds go even lower than that.

I average 5mb down/ 2mb up outside of Washington DC. However, when I am in a sweet spot I have averaged 8/9mb down 2/3mb up. These are great for not being on wifi. HOWEVER, if you are NOT in a tower-rich area you will hate your service. Riding from Virginia to South Carolina recently (on 95 south and 85 south) i maintatined a 2g connection 80% of the time. This severly limited my internet capabilities and download speeds. It was not until I draove through major cities that a strong signal came up. I was very disappointed in this. Results may vary for you though.
When I'm on EDGE Opera Mini makes life so much better. I go from NV to AZ a few times out of the year and I can browse forums, image boards and etc. with no problems due to the image compression. Loads as fast as 3G would.
Sprint's 3G network is really slow, I don't think you will have speed issues if you switch from Sprint to T-Mobile especially with this being a 42Mbps market. I'm not going to say 7-10Mbps is network wide but you should have at least 1Mbps
I am in Tulsa, OK and average 8.5-10.5 mb down and 1.5-2.5 mb up. I went with the 5gb of data and usually finish my billing cycle with 1/2-1 gb to spare.
My wife usually goes over her 5gb, and does get throttled, but its not unbearable. It's edge, but it works for a couple of days a month. She runs a blog and tethers her phone to our laptop or Iconia tablet.

I switched from Sprint because every time I had any issue at all, it was several hours on the phone trying to get it fixed. Not to mention trying to find someone in a store that could do more than pull a new phone out of a box.
So far I am happy. The high speed data is much better than the old Evo. But the lower 2G leaves something to be desired. I may get throttled in the future, but the next tier is only the cost of the "4G fee" that Sprint charged me for my evo that I tried to use the two times I was in an area that had it and found out it pretty well sucked.
I don't think you'll loose much by leaving Sprint, unless you like the saying "Can I put you on hold?"

I average 5mb down/ 2mb up outside of Washington DC. However, when I am in a sweet spot I have averaged 8/9mb down 2/3mb up. These are great for not being on wifi. HOWEVER, if you are NOT in a tower-rich area you will hate your service. Riding from Virginia to South Carolina recently (on 95 south and 85 south) i maintatined a 2g connection 80% of the time. This severly limited my internet capabilities and download speeds. It was not until I draove through major cities that a strong signal came up. I was very disappointed in this. That's pretty standard with T-Mobile. If you spend all your time in the city, they are great to use. For travelers... not so much.
I left Verizon for T-Mobile about 6 years ago and never looked back. I live in the SF Bay Area and get about 6-8 Mbps down. Not only T-Mobile will unlock you phone for you. I have bin to Thailand and Mexico with my phone and used none T-mobile sim cards. I am not looking forward to the T-mobile AT&T merger. I think the only people that are going to make out in the deal is AT&T customers.
Im with you OP - I was with Sprint (a convert from AT&T iPhone to the EVO 3D) - I loved the phone but for 2 weeks I tried to live with the Data on Sprint and I just couldnt do it. I have been with Tmobile for 2 weeks and have had NO data issues and I do in fact get a data signal where my Sprint service got nothing (At the Hockey Rink / Etc). I have tested Edge (2G) speeds and they are still faster than what I was pulling from Sprint - So I was happy and so is my wife. I hated to drop the 3D phone, but I needed reliable Data.
Make sure you tell Sprint why you are leaving (if you do) - They argued with me that data is fine and I showed them speed tests on 3 of their phones at 120-175k (one was 1.5Mb, as they stated, but I showed them Wifi was on!!! - Disabled it and down the tubes it went). I then showed my Sensation to them and I was pulling 6Mb (around 6000k down and 2000k up) - They said, "Well, yeah, your bill will be higher" - I pay $5 less and I am on the 5GB plan - and I showed them Edge speeds with the 4G Disabled, where I would get unlimited, and they had no more comments.
Sprint sales people are great, I had no issues with them - but They need a HUGE upgrade to stay in this business.

Well for me in Indiana coverage is average with the other two big dogs. Sprint just flat out sucks. I switched from sprint to tmo and never looked back. Sim card based phone service. Better data speeds. More 3g and 4g towers by far.
As for Speed after data cap you go to 2g speed after you hit the cap. Which is way better then being totally cut off or paying overage. plus if Att and Tmo merger goes through the next gen devices will have an amazing coverage because the two network will eventually become one.
I'm down in Atlanta and been with tmo for many moons...I got the g2x and I will honestly say at times the network really bumps and hauls ass. There isn't many times ItS slow....
I usually use around 4-5 gb of data. N the one month I used 6.7gb they said I would b throttled but never was for the remaining week of the cycle..
But with.tmo it all depends on ur area..do ur research if it's not too late.

(1) Honestly tmobile coverage isn't the best. When you get coverage, it's very good (it's pretty good in Chicago). Your best bet is see if you have any co-worker at your workplace who uses tmobile and test.
(2) Edge speed. I signed up for 2GB. My normal usage is around 1GB (slightly below, my workplace has good wifi and I use wifi most of the time), and get close to 2GB if I use tethering a lot that month. 5GB is $10/month more expensive. Sign up for 2GB and pay $10 to switch to 5GB if you run over, and switch back to 2GB next month.
Need to vent here. Have ATT / Infuse unlimited data plan, etc.

--- More FUN....market instantly downloaded TM stock apps (obviously thinking its their phone) though there is a problem here. TMOBILE grants my phone FULL TELENET GPS SOFTWARE 24/7. --- ATT charges $10.00 a month for their crappy version.
---- More FUN x2 - TM grants me a full FREE unlimited use of QIK video chatting. No software restrictions. AT&T charges you I believe $5.00 a month to have the extras, on a network that it really doesn't work half the time.
How good is the VIDEO chatting & Mess? ITS AWESOME, ITS FAST & ITS QUICK no waiting no hiccups, etc. etc.
When I transfer ATT SIM back in the video chatting software remains full unlocked though its nearly useable.
I now have to come to believe that ATT is truly the problem. the phone explosed with power + fun on a network that can handle the infuse + or allow it to be run as a killer phone.
As long as ATT remains on delivery its wireless customers the worst mobile service ever, sadly most infuse users will never get to see the push & power that really is inside the INFUSE.
while att makes more money than ever, continues with the mega-mergers back and forth over and over - passing the billl 9 rate increases on to its customers.

AWS band.
AT&T has no AWS band. Also, you'd be hard pressed to find even an HSPA+ 42 device on Tmobile that would get those speeds. A device seldom gets near the theoretical max unless you're in a testing zone with no congestion from other users and no issues with interference, signal propagation, etc...
You'd only see those speeds on WiFi with the Infuse, unlocked on Tmobile's network, else EDGE speeds would be around 50kbps or less.
If you want to prove it, take a speed test with the Ookla app and post the screen shot here.

att doesnt pass bill rate increases unless the customer upgrades plans. you are entitled to the contract you siged with the old provider and in many cases you can renew it seemingly indefinately. i know people with basic phones that still pay cell one bills.
also you must live in a very good city for t-mobile. att rules in my area though mos people are brainwashed into having verizon plans. we got h+ here and i get 10-11 mbps down. verizon is lucky to get 1mbps and often falls back to a 1g symbol on some phones.
as for t-mobile, in my area it is very spotty. sounds like you found happyness with them and so do many others, more power to you guys, if t-mo was viable for me i'd switch but it's not. though the h+ on t-mo with the infuse sounds sketchy and the speeds are the only posible utmost perfect scenario.
i believe .15-.18 MBPS but 15-18 naw.

Do this. Load a custom ROM and change wireless settings to 2G networks. You will have 5 bars wherever you are, even on AT&T.
Curious about this myself, I pulled out my old T-mo prepaid sim I keep as a backup for when my contract is up, fired it up, and tried using some data. I got EDGE speeds in a H+ area with T-Mo. T-Mo has faster EDGE than AT&T but certainly not the speeds you're claiming. Not saying what you said was BS but it is either location dependent or my Infuse just sucks. Then again, I get about 8mbps down 2 up on AT&T where I live...

U want unlimited go to sprint...only true unlimited data around...was with them 5 years til this year when I swithced to att cause I fell in love with infuse....came from evo 4g(awesome phone btw)...but their plans for data are the best I ever used...speeds are compettitive in my area...they don't cover as well as att tho...

Amen to that!! I have been with ATT since 2004..i am testing different modems as we speak. I wonder does anyone know is there a way to know what modem is best for a certain area?? I searched and searched ATT and NEVER get anywhere. I don't even know and can't seem to find out what typical speeds should be for me. I live in Northern CA. about 8 miles from town...there is actually an ATT store here that offers NO help. If the weather is right, wind, clouds, and if i stand on one foot and spin MAYBE i get like on average 1.60mbps down. the highest i have ever gotten is 4.00 ...thought it was a fluke. I am on my 4th modem to test. UCKj1 seems to be better FOR me than KK1 (aweful), Ki3 (ok), and Ki4 (not so much).

The real problem is, what carrier has good service and support? Have friends on all major carriers and they all stink. The best one of the bunch is Sprint who has crap coverage and 3g only around my area. Best thing about then is the 10 bucks a month they tack on for having a 4g phone that does not get 4g, what a joke! I see lots of ATT slamage but I don't see what make the others any better. Ok they have the slowest feauxG of all but that is LOTS better than charging more for nothing.
Don't waste your time.. Unless you don't mind 119 kB/s data speeds. Just to give you an idea of how slow that is, it takes about a minute to load www.nytimes.com. Ridiculous.
I've quadruple checked the APN settings, rebooted multiple times, and even activated the service with 2 of their SIM cards (Yes, I paid for 2 months of service with 2 sim cards to try and get this crap to be worth it)..
A quick Google search also turned up many similar complaints. Too bad I didn't do my research. This is all on their "3G" data plan.
Don't waste your time like I did.

I'm on the Simple $60 4G..Using CM7 ROM overclocked to 1.4..My data speeds are crazy fast ,[email protected] ..Dunno but in Miami/Nyc only Verizon LTE can barely beat my T-Mobile data..I had a Thunderbolt with LTE and if in the right spot it was a rocket but cost twice as much a month..
I see. So it looks like the 4G plan is worth it, but the 3G one should still not be advertised as 3G if it runs at 2G speeds.
Oh well, none of the customer service agents were able to mention any of this so I already switched back to T-Mobile.
Finally spoke to someone at Simple Mobile tech support that was able to tell me something that makes sense. At least in my case and it may be the issue for others as well.
I switched my SIM from a Verizon Motorola Droid 2 Global, that only supports EDGE / 2G connection to a Tmobile Sidekick 4G. Which is considered a Samsung Galaxy S 4G.
Well the problem is that it connects at 4G and since I am on the $40, when it does try to connect to the towers I am not authorized for 4G, so it automatically throttles me to 119..
He suggested I toggle 4G off and connect 3G and I should get full speeds... My problem now is that this phone doesn't have an option or toggle, that I know of to test.
Perhaps someone else that knows how to toggle a SK4G could give me a hint or someone could put this to the test on their, it would help the rest of us resolve this mystery.

3G and "4G" are both throttled. In fact, switching to EDGE will get you faster speeds near 150 kbps.
The $60 plan isn't worth it. It isn't really unlimited, I get one or two customers per month with disconnected Internet. Hard cap is somewhere around 3-4gb. Another thing is that their MMS is hardly ever working even on "compatible phones".
I jumped ship to the tmobile $60 monthly plan. I've yet to see any customer get disconnected. I don't use international texts so I don't miss simple and my MMS works flawlessly.
That being said, if Simple capped it slightly higher, about 200kbps I would be all over it, $20 saved are $20 earned lol

I'd like if T-Mobile was an option for me, but I like to have reception to make phone calls. Also - I don't think you're getting the 32 at T-mobile.
AT&T works best for me, GSM, Great coverage, fast data speeds, Great phone selections, Great company discount on monthly bill.
I am not sure if its AT&T or Samsung's Fault for not having a 32gb option available for pre order but I am sure it wont be long before the 32 model is available.
Also the fact that as an ATT customer, I can buy the international version and have a 3g working phone. Since there is no LTE from ATT in my area, I have no plans to get the quad core version that ATT offers.

no carrier is getting the 32gb models now. i talked to samsung and they told me it won't be anytime soon.

- HORRIBLE customer service. 611 is junk. 10% chance of getting someone you can actually understand and speaks clear English. The AT&T policies change depending on who you talk to. No consistency.
- The AT&T reps at the corp stores are extremely rude and always expect that you have no idea what you are talking about.... for example, while I was looking at a Lumia 920, the rep said "this is the newest Android phone we have", which I politely stated that this is actually a Windows Phone 8. He laughed and said "does this look like a computer to you?" This is just one example of many.
- The HSPA+ coverage at my home is laggy and often times doesn't work at all. I have better luck with 3G/EDGE for some reason.
- Heaven help you if you have a Nexus phone. They have NO IDEA what it is, how you have it or why it works with their network. It's like some kind of alien device that breaks their understanding of how cell phones are supposed to work. For example, I'm standing in the store with my GSM Galaxy Nexus with "No Service" showing. No amount of rebooting or factory resetting is getting me back on the network, so I assume it's a problem with my account. The guy says "I don't see this phone in our system. You can't use a Verizon phone on AT&T"... I said "yes I agree, but this is a GSM phone and has ALWAYS worked on AT&T until today". He shrugged and said "You're gonna have to call 611 cuse you lost me". Turns out someone somewhere sometime had put me on an "iPhone data plan"...which is somehow DIFFERENT from a "every other phone data plan". I figured that out from looking at my account online.
Very sorry for the above rant. T-Mobile and Sprint coverage is non-exsistant and I'm not a huge fan of Verizon's phone selection.

Never had trouble with throttling or pings while on a phone call, but I haven't been able to turn LTE off. Luckily with the S4, I won't want to since the battery is so big.

Test it out!!! Run a speedtest during a call. I bet you anything you won't get anything greater than 1mbps down and your ping will be high. Run the test off the call and you'll have better results.
Frustrates me to know end.
T-Mobile does not do this.
I'm on AT&T because in my area Anchorage, Alaska AT&T offers newest phones and when I travel to the lower 48 states I'm pretty much guaranteed coverage in the major cities I visit. Verizon is coming up here this summer so we'll see how they compare to AT&T.
Doesn't bother me at all. I don't need a 32gb phone. I have no idea why I need to surf and talk at the same time. And I don't need an unlimited plan as most places I go have wifi.
At most I use 500mb of my 2gb plan per month. At most. Even with tons of streaming of music.

Yes it is. Uploads are like 0.01mbps. Test it out!!! I have called many, many times. AT&T doesn't acknowledge this.
If you are pulling 5-7mbps on HSPA+ then you should pull that on a call. They are throttling everyone's speeds during calls and returning them to normal once the call ends.
Pings are significantly higher also. Talking and surfing is pretty much unusable. It wasn't always like this though. Can't wait to see what they do once calls are made over LTE. I bet they'll throttle with LTE too.
Test it out!
And the fact that AT&T wants me on the fastest network is absurd too. I should be able to force H+ or 2G when I WANT TO SAVE DATA USAGE!!! I don't always need LTE. WHY CAN'T WE FN TURN IT OFF???
To answer your question, yes, all those things bother me. But, Sprint and T-Mobile both have spotty coverage and a very limited selection of phones, and Verizon is the devil. (locked bootloaders, losing unlimited data when using an upgrade, etc.)
AT&T is truly the best option for me. Good coverage, huge selection of phones, more dev support since the phones are GSM.

I'm a consumer just like you. I am mad that a smaller carrier doesn't throttle speeds during calls during calls and gives customers the option to turn off 3G/4G.
You tell me how its beneficial if my device sits on LTE all day when I don't need it too? If it was on HSPA or EDGE I could still maintain a data connection and preserve battery life.
Not to mention, if I am close to my data limit, forcing HSPA or EDGE will help me by not going over my limit, because its slower.

You can set caps on your phone so you don't go over. Very easy to do. Forcing HSPA or EDGE doesn't prevent you from going over. It just goes slower but uses the same amount of data to accomplish the same goal. I have heard that LTE as part of SoC uses much less power. But haven't tested it myself. Considering I have wifi at work I just turn off data completely and use wifi.

Just cause its slower doesn't mean it uses any less data...regardless of speed your still going to end up using the same amount of data...although I do agree you should have the option to turn off LTE, however you can always add a non LTE apn and just switch sons when ever you want to toggle LTE
