I believe there is one by Mobidiv, but it require Mobidiv arabic support. I had some problem with it before. You need to be careful, or better be prepared for hard reset if anyting goes wrong.

Can find Arabic language support to my SGH-T959v
I recently updated my phone to 2.3.6
the problem with Arabic language come with separate letters which is not easy to read for Arabic language reader
I found keyboard in market (Arabic soft keyboard) by using the app I can write Arabic and not separated letters
Other devises can read my Arabic letters except the Apple devises what appear to them is only squares.
I hope that find solution for this problem

I can do:
read Arabic
write Arabic
apple devises read Arabic
Flash it in CWM recovery (install from zip) over a 2.3.6 ROM.
It should work.

However the Arabic letters does not work 100% it's work about 95% which is fine
hopefully they fixed next ROM
