I have a D2G that I'm using an AT&T SIM in for GSM use only. The phone stays in GSM mode all the time.
I'm having an interesting issue with the way the phone detects that it has completed a call.
On a normal CDMA phone (my DX) after you dial a number and hit send, the "call timer" starts counting up as soon as the phone has connected to the network and the call starts ringing. If you want (though there would be little reason to do so) you can bring the dialpad back up and start sending DTMF tones even while the other end is still ringing (hasn't answered yet).
On the D2G in GSM mode (don't know about CDMA mode because I've not used this phone in CDMA mode) when you dial a call, the call timer doesn't start counting up until the phone senses that the other end has actually answered (receives a connect signal). While the line is ringing (before anybody answers) you can bring up the dialpad, but pressing keys does not send any tones. Once the called party answers, pressing keys then sends tones.
The problem comes when trying to dial into a conference bridge where you have to enter the bridgeline passcode, or while trying to use a calling card. Both these systems appear to not send the "connected" signal when they first answer. They wait until you get connected to the desired conference call, or until you've entered all the calling card information and are rung through to your ultimate target before sending the connected signal.
Since the D2G in GSM mode is actually waiting for this "connected" signal before starting the call timer, and since it won't allow you to send DTMF tones until the call timer starts, it is basically impossible to use a conference bridge or calling card.
I have tried numerous add-on dialers, but all hand off to the OEM phone/dialer app after initial dialing. I've tried add-on DTMF generators, but of course they just generate the tones locally (speaker) and not onto the ongoing call. I've been all through build.prop, etc. looking for a setting that would tell it not to wait for a connect signal to enable the "connected" behavior and not found anything.
Putting pauses or waits in the dial string doesn't work either because the phone doesn't even start "pausing" or "waiting" until it senses that it has connected (which doesn't happen before the other end gives up waiting for me to enter the code).
That's the really irritating part. When the conference bridge or calling card system gives up waiting and connects me to the thing that tells me my time to enter the codes has expired and it is going to hang up on me, then it sends the "connected" signal and I can enter all the tones I want on top of the "please call back when you can figure out how to use a phone" message.
I've had someone running a newer firmware test to see if they have this same behavior and they do. If anyone wants to see if they have the issue, they could call the Sprint calling card access number (800-366-2255) and you should find you can't enter any tones once it has answered. Again, this is on a D2G in GSM mode. I'd expect in CDMA mode it would work fine.
Possible avenues of resolution:
Make the phone treat the call as connected immediately instead of waiting for the other end to answer
Have an external app that can send DTMF tones on an active call (Google says that is a common desire that is generally not possible)
Somehow make the built-in dialer allow number presses to generate tones even if it doesn't think the other end has answered yet

Try switching phone to GSM/UMTS in settings instead of 'global' I remember having some issues with ring back tone while in global mode using GSM network which went away once I switched to GSM/UMTS only.

Yep. Other than the undesirable behavior of the call progress timer, it works perfect. Although the data works great, I keep data disabled because on AT&T prepaid data costs like 1 cent per kilobyte. That doesn't seem like much until you think about 1024 kilobytes in a megabyte which means you're paying $10.24 per megabyte which is insane. Fortunately I can bring up 3G Mobile Hotspot on my DX (which has unlimited data) and tether my D2G through my DX and have full Internet. It sounds retarded, but the only time I use this setup is when I need my DX to do mobile VPN for work, and then use my D2G for voice calls. AT&T prepaid is only like $1.99 a day for unlimited voice and text, and you only pay on the days you use it (which is almost never for me).

Thanks for the suggestion. Actually I was already in GSM/UMTS mode but tried switching it to "Global" mode. Unfortunately the behavior was the same.
Somehow I imagine if I trot down to the Verizon store to ask them about it they won't really be super inclined to help. I have considered trotting down to the AT&T store where I bought the prepaid SIM and seeing what they think. But I don't imagine it would be good for much other than the amusement of their confusion.
Droid 2 Global is configured so it doesn't get service with any GSM/UMTS provider located on the teritory of the United States of America. How is yours working on AT&T is really a huge surprise to me and many other members of this and other online forums.
This so called "band lock" (google for Droid 2 global band lock) can reportedly be circumvented, but there is no publicly available method to do it. Unless you got yours 'band unlocked', it is not supposed to get any service from neither AT&T nor T-Mobile. Or maybe you bought it from someone who was working on this 'band lock'

The phone has been unlocked with the TBH/DBU unlock. It is running 2.4.29 firmware and has to stay on 2.4.29 for the unlock to be preserved. The unwanted call progress behavior (the purpose of my original post) has been tested and confirmed on another phone running 2.4.330 so it's not a 2.4.29 issue. I'd bet that all of the Blur dialers probably do the same thing (disable tones after Send and until the call progress timer starts running). Just in CDMA mode the call progress timer starts running as soon as the call starts ringing and in GSM it waits for an actual connect signal. The D2G is truly like two complete phones in one, so seeing this type of disparity in behavior between the two different modes (I assume when in CDMA mode it would work just like all other CDMA models and not have the issue) isn't really surprising at all. I would expect that anybody who is using the GSM mode of their D2G would have this issue when dialing into a conference bridge or calling card provider where the "connect" signal is not given until after all of the secondary dialing has been completed. It would seem however that this issue would have come up before since I can't be the only person that works for a huge company and spends most of his day dialed into conference bridges for meetings (and might just want to dial into those meetings from his spiffy GSM phone).
I've been though the AOSP source for the phone/dialer before (when troubleshooting something else), so when I get a chance, I'll go through again and find the section where it enables and disables the tone sending. I'd guess it would be trivial to remove the part that disables tones during the period between Send and call-progress-timer-start, compile it, and just replace the dialer on the phone. I've been through all the build.prop and everything else hoping a setting would jump out at me, but no luck.
About the TBH/DBU unlock -- after the unlock there's nothing special about sticking an AT&T, TMobile, etc. SIM in there, but I only have first hand experience with the AT&T. I just went into the local AT&T store and told them I wanted to buy a prepaid SIM. They asked what kind of phone and I think I told them I had a Samsung Captivate (not that it really matters). The SIM was basically free and I put $25 on it. Stuck it in the phone, changed to GSM/UMTS mode, phone blurred while it was changing modes, and now has AT&T banner on the lock screen. Pretty much a non-event.
I didn't get a chance to go down to the AT&T store yet, but I plan to. If nothing else I'd like to test calling into the same Sprint calling card number from another GSM phone -- especially an Android phone if they have a working model there -- and see if it too has a problem.

Btw- mine is on Rogers Canada, i can use comma to add pause to dial extensions conference bridges without issues.
However, when I try my Telus Canada sim in, when I dial number, dialer says hang up, 00:00, then connects the outgoing call, sort of like a call back service, but without ringing back - hang up, then the very next second call connects and phone issues ring back tone. But this "hangup" on the middle prevents me from dialing extensions or conference bridges bu using pause in the number dialed. Everything else is fine (data, messaging/etc). So it is kind of crippled on Telus. Wonder if it is the same thing you get on AT&T.

Hmmm. Interesting. Forgive the ignorance, when using Rogers is that CDMA? Or are you using GSM for both carriers?
I tried the same scheme, using commas in the dial string, but unfortunately the phone doesn't ever get to the part after the commas because it waits for connect before continuing the dial string. I don't get the hang up behavior you describe though. I'm a complete newb to GSM, so what I'm about to suggest may be stupid, but I wonder if the carriers have any sort of call handling parameters that are stored on the SIM?
I happened to be in a VZW store to get an extended battery for my DX and asked them if they had a demonstrator D2G in GSM mode so I "could test a bug I read about on the Internet". Moments after the question left my mouth I realized I was stupid for asking it, and he confirmed that by saying "no, we can't use the phones in GSM mode because GSM on that phone doesn't work in the US". Oops, duh.
He asked what the bug was and I told him. He said that he hadn't heard of that, but it sounded like something that would be fixed in a software release. He looked to see if any such releases were listed for the D2G, but found none. Surprisingly (to me anyway) there is a recent release listed for the D1 to fix an "unwanted recipients" problem (for messages), and some other thing (I don't recall).
I'm at Bike Week right now (sitting in the bath tub typing this on my DX -- yay Swype) but will give the AT&T store a shot when I get back. I'll also borrow a buddy's Tmobile SIM and see if it behaves any differently. He has an actual Tmobile branded android phone, (a Samsung, but I don't remember which one right off) so I can do the conference bridge test on his phone too.
Both Rogers and Telus now sport GSM/UMTS (Telus only UMTS) networks. Gone are the days when Rogers had CDMA network, almost 10 years now. Telus still has CDMA alive, but they are phasing that out. My CDMA radio is sleeping, until I get to the States next time I guess (my D2G is active on a pay-go plan) I will be doing some travelling in May/Jun across Europe, so I will try with european sims too.

Thanks for the details. Interesting that you see two completely different behaviors just by changing the SIM. That leaves the question of whether the difference is due to the way each network is handling the call progress, or if it is some sort of information on the SIM itself that makes the difference.
I looked into SIM editors to see what sorts of things the various editors claimed to be able to read/edit on the SIM. I haven't seen anything along the lines of call processing characteristic parameters, etc., so I'm leaning toward the difference being in the signaling received from the network. I'll be able to get a better idea of what's going on when I get back home and can experiment with a Tmobile SIM, and/or put my AT&T SIM in another phone and see what it does.
OK, back from Bike Week (last week actually) and grabbed a T-Mobile SIM. Really odd results. The very first call I dialed on the T-Mobile SIM, the call timer started immediately, and I could send DTMF tones immediately. Every call since then has exhibited the same behavior I was seeing with the AT&T SIM -- the call timer doesn't start until a formal connect happens (which the calling card and conference bridge sites don't send upon initial connect -- thereby preventing sending the tones to access the service).
I spent just a little time going through the source code of: [platform/packages/apps/Phone.git]/src/com/android/phone/CallTime.java and found the spot where the call gets switched to "active":

I started looking around to see "who" all calls that and right off I only see CallCard.java calling it. I was expecting to see it called somewhere in PhoneApp.java (after observing a connect or something), but it's not called there.
There's lots of hunting yet to do, but I wanted to post progress in case anybody out there cares.
In some hunting I happened to stumble on a pretty detailed page outlining the exact same problem on an iPhone. It's understandable that this type of problem might exist and persist on a closed source device like an iPhone. Fortunately, something like this should be very solvable on an open source device.
I haven't had my buddy with a T-Mobile issued Android phone (Samsung Vibrant) test this yet. That's on the "to do" list.
More updates as I have them.
So what I've figured out on this is that you pretty much just can't use conference bridges or calling cards on a GSM phone. I've used my Tmobile and AT&T SIMs in a bunch of phones now:
1. Droid 2 Global
2. Droid Pro Global
3. Motorola Napoleon
They all do the same thing. Heck, the Napoleon isn't even Android - it's Windows Mobile. I also tried with my friend's Samsung Vibrant (which he has on Tmobile) and it does the same thing -- call timer never starts running and if the call timer isn't running you can't generate tones to put in your access code for the conference bridge, etc. Apparently the AT&T iPhones do the same thing, so again, this is a GSM thing.
Which begs the question again -- doesn't anybody with a GSM phone need to call into conference calls? I was under the impression that most big companies used conference bridges for most of their meetings.
Anyway, when I get some time I'll get back to taking a stab at hacking on the dialer -- just no free cycles to tackle it right now.
It must be something with that conference bridge you are trying it on. I know many phone switches do not connect the call while you are in the IVR/menu trees - it is usually done in order to avoid inaccurate call metrics on the receiving end. We are running a contact centre in our company and I know how important this is (and we do it to - we don't connect the call until operator answers the call). Billing is not supposed to start until call is connected on the receiving end. Apparently GSM operators like T-Mobile and AT&T care about call connect parametter and Verizon is simply ignoring it, I guess.

With the help of this forum I've managed to root and get Clockwork then install thais rom.
amazing speed increase.
But i have just one issue.
My phone was locked to orange uk provider. when i bought the phone I had to call orange to have my phone 'activated'
only after i did that did the phone even receive a signal.
before that it just said emergency call only, or no signal.
now, i've unlocked the phone using a code. it now says no personalization when i check the lock menu.
but: when i insert another sim, vodaphone uk or 3 uk, it says emergency call only or no network.
whats going on?
please help...

The activation bit is for the sim card, I have a phone locked to O2 and what happens is you register the sim with them and then they enable it to use their network which is why until then it will say no network.
It is also the reason why if you put any other sim in the phone, and that sim has not yet been used to make calls, you get the same error.
As for the personalisation message on the unlock menu, I am unsure what you mean by the lock menu. I assume you mean the screen you see before you unlock your phone to use it each time, and did a search on google which produced no results but I would guess that if you are using a custom rom the message means you either have not personalised your screen or that the option is there to personalise it but has not been used.

i'm trying to use my 3 uk sim, its been on contract for over 2 years.
I know that a lot of unlocked phones wont work with 3, if you google 3 unlock you will find a lot of people have problems and some unlock companies even specify they wont unlock to 3 network but if it does the same with non 3 cards or only works with one operator perhaps the unlock was only partial?
I did a search for pedsonalisation and all I found were various unlock sites saying that a sucessful unlock needs you to have a personalisation menu.
My previous android phone had a device lock and a sim lock, could it be your unlock has only partially worked? Is it only one provider whose network you can access?

you're being really helpful so i give thanks.
i have tried o2 and vodafone sims in the phone also but to no avail... always says emergency only or no network, with both showing no signal.
would flashing the original orange rom back then retrying the lock code help? as of right now when i go to the unlock menu and click network lock it prompts a message stating my phone has no personalization.
sorry missed out a little bit of info.
the only network that works is orange, it gets full signal and works perfect, but i'd really like to use my contract sim instead of pay as you go extra on orange.
I've done some more searching and found that on a lot of phones that personalisation message means the phone unlock has failed and that after a successful unlock it should say something like "network lock has been personalised".
You do only get a certain number of tries so don't enter the code over and over, if you are sure you entered it correctly it means the code you got just didn't work (I had that when unlocking my previous LG and had to buy a code from somewhere else as the first one didn't work at all).
I am not recommending this site, it's just one that explained how to unlock so am posting a link in case it helps, but the site says you need to enter two codes on an Optimus 3D. One is for network lock and one for service provider lock, I know that some people on the xda forums have unlocked their phones so I hope they will jump in and help solve your problem as really all I can do is google for the bits I am unsure of but it would seem your code did not work, or that you need two codes and only had one.

Well having watched your videos I can clear up something, I think.
I had searched for terms based around "no personalisation available" which means your code did not work but searching for the actual message in the video "your phone is not personalised" produced completely different results.
That specific message means the option you are clicking on is not locked (not personalised by your provider) at least according to various pages I have found including a few on other well known Android forums so if that's correct your unlock did actually work and that is why the message appears.
The page at http://www.cpkb.org/wiki/LG_enter_NCK_code also mentions this code and its cause.
If the other sims you try offer you data or mobile but do not connect, yet you can make calls, then you need to set up your apn for that provider. The apn tells your phone how to connect to your provider.
This is really easy to do but you will need a free app called Apn global from the android market at https://market.android.com/details?id=osatek.apn.global obviously you need it on your device which can be done in various ways, possibly easiest if you can connect via wifi and go to the market.
Install and run it, pick the name of your provider (the provider whose sim you wish to use) and it will create the mms and internet settings for you. Then mobile data should work.
Alternatively if you have an android phone which you already use that sim on, install to that phone and choose the apps backup option which will backup your exact settings to sd card so you can import them to another android phone.
If you have other providers apns on there you will probably need to tell the phone to use your new settings. Simply go to your phones settings menu, find the wireless settings option and click it then scroll down the screen to "mobile networks" and click that. Then click "Access point names" and choose the desired provider. I have three on my phone and you can always revert to any other settings if you change provider later.
The apn app is very useful, I have used it on a few phones, it has a large list of providers worldwide so you should find your choice of provider there and hopefully that will solve your problem.

Thanks for the reply dave, but I have yet more bad news sadly.
I can't actually make calls, as shown in the second video it shows no network/emergency calls only.
It's hard to believe no-one else has this issue.
I have owned lots of android in the past(started with g1, then hero, then jumped to zte blade then galaxy 1, now this) none of them posed any difficulty removing network lock.
Its such a strange problem that a search of this forum shows at least one other person had this issue but no-one could help.
Sorry if this sounds stupid but have you gone into the settings menu on your phone (Settings/Wireless and Networks/Mobile Networks/) and chosen the "select your network provider" option?
There you can force your phone to use a specific network provider.

I don't think I can help, though I did some more googling and on the cyanogen mod forums someone posted a similar problem....
I've been using the nightly builds of CM7 since they came out and have had no network problems. I then installed version 7.0 [stable] when it came out, and just yesterday I installed version 7.0.3 [stable].
I have had no signal since, and whenever I try and select my network from the Settings > Wireless & Networks > Mobile Networks > Network Operators, it comes up saying "Unable to connect to this network at this time. Please try again later.".
It is nothing to do with my network provider, as my brother's phone works fine and he is on the same network as me.
I am on Three Mobile.
Please help!
RESOLVED: I just wiped all userdata and reflashed CM 7.0.3, I'm a very impatient person

If you fail to get a solution this option may help but probably best as a last resort. One thing I did notice when watching your second video is that you have the wireless on, this will stop your phone connecting to any providers mobile data so at least as far as mobile data goes you won't be able to use it when connected to wifi and would have to switch wifi off in order to test the mobile data connection.
Also I know that on my O3D my wireless sometimes seems to cause my phone signal to switch off with the little x. I doubt that is the cause of your problem but may be worth trying to connect with no wifi.

I'm going to try reinstall the original orange rom that came with it and downgrade baseband, if that fails to work after a full reinstall using lgflashtool I'll have to try get another phone.

A popular unlock site says the only steps needed to unlock to any network are...
1. Input a non accepted simcard
2. Phone will display enter “Sim network unlock PIN” or “Enter Network Unlock Code”
3. Input the 8 or 16 digit unlock code that was emailed to you
4. Phone is unlocked!
If you did this, which you obviously have, your phone is unlocked and the problem must be something else but if you're going to flash a copy of the orange rom you might want to check first with one of the more knowledgeable users here that the rom won't replace some of the locks you already removed.
I checked around and from what I have found it should be as easy as put the new providers apn on your phone, select their settings from mobile networks menu for provider and also mobile data and that should work.
One orange customer who unlocked a different model android phone found that all they had to do was flash the radio only (not the rom), not sure how you do that but there are probably guides on xda.

I flashed the original orange rom and after flashing the froyo basrband it suddenly worked. Flashed gb again and it still worked, seems i just hsd to reflash basebsnd/radio like you said.

I have the same problem that you had. I bought a used unlock O3D vodafone ES to gift to my brother, he lives in south america and he told me that the mobile does not recognize his SIM. What did you exactly do you did to reflash the baseband firmware???
I supposed thet the mobile is unlock because it shows the same message when enter to the unlock options "phone is not personalised"

I bought an Unlocked Canadian S6 recently, and it just won't let me connect to the LTE network.
Model Numer : SM-G920W8
Android Version : 5.0.2
Baseband : G920W8VLU1AOCG
Connecting to the LTE is not even an option. When I go in the Network Options, I get the choice between :
-WDCMA/GSM (auto connect)
- WDCMA only
- GSM only
I know for a fact that I am in the coverage zone, so no need to ask that silly question
I've tried different SIM cards, played in the options a bit, and factory reset the phone about 5 times now, yet nothing seems to work.
Also, when I try to do the update, it just reboots and gives me an Android logo and a failed Icon
I've only seen one other post like this from a carrier's support website, but no solutions were found.
**Update : For a reason, after a recovery, it will connect to the LTE for a bit or until next boot, then go back to what it is now.
First question, who did you buy the phone from? Second, Is it second hand? By default, Wind mobile does not allow the LTE option to be displayed in system settings as they as a carrier don't have LTE. It is blocked by the CSC setting for the carrier. As for other carriers It should leave you the option to connect in settings where you say it is not. If it is a Wind phone, You would need to change the CSC to enable the LTE selection. There is a method to force LTE even without option in settings, but I think it is removed in the latest firmware. Try dialing *#2263# in the dialer. It may bring you to menu that will allow you to select LTE. This is not a permanent method though as it will need to be done every boot. The other way, (If you are in fact a Wind/Mobilicity phone) is to enter dialer and enter *#272*IMEI# with IMEI being your devices unique code. If at all possible, take a full nand and Titanium Backup before doing this and be sure to transfer everything off the phone to a PC. This method wipes everything and I mean everything off the phone buy is a surefire way to enable LTE.

Here is the menu you will see when you type the *#272*imei# code into your dialer. The codes are the carrier names. Mine which is GLW is Wind, BMC is Bell, RWC is Rogers, etc.
Maybe there is no LTE in your area...

It would still be visible in the Settings/Mobile Networks/Network Mode menu which it is not. His problem is more than that.

I'm not sure why it wouldn't update, but now that you have changed the CSC you can download the update and flash with Odin. Pick your carrier and go to town. The guy running the following thread runs his own firmware host. He's got amazing DL speeds. Connected with someone selling a G920W8 version. LTE is disabled and the codes aren't working. Can you reaffirm which unlock code worked for you? I'm on Fido, what LTE network are you using?

I searched complete net and read all articles but nothing set me up with the proper thing. i read your solution i dialled *#2263# and all i got is service mode and in that i went to band selection , LTE and the all ....... Yes and its showing LTE in mobile data. THanks so much.
But now another issue, network is showing perfect but no outgoing and incoming calls.
in incoming its showing busy and on outgoing its not connecting to another phone.
And, Lte is not showing in mobile networks, There only 3 options still are showing.
Mine is same Wind S6 but i had to use in India.

Picking LTE from the service mode will note make it visible from the settings menu. Its more of a workarpund instead of a way of permanently enabling it. As for the issue of no out/in calls, my best guess is that it could be due to which LTE bands are being used or are available in India. Unfortunatly I have no way to test that option. I only was successful in getting the Wind LTE option on Canadian carriers.

Your observation is correct, only 3G is currently able to provide both at the same time. 2G or native GSM doesn't provide enough bandwidth and unfortunately 4G came out without implementing the necessary protocol. This has been remedied however with "VoLTE", but only a couple of mobiles and providers have started to provide this service.
So if this feature is important to you set your mobile to 3G (WCDMA) only.

When u calling and u trying surfing too the data speed are drastically decreased because voice goes over 3g (depends where are you).and you trying to do multitasking over their signal which is in most cases impossible
But it has been slightly speeded up..
I red that mine operator (3) will be using 4g for voice calls at end of this year so it will be cool..
But one thing bugs me in that article (link below)that smartphone needs to support it too? Mate 7 has already this feature! Lte cat 6 ca or carrier agregation !

Hi all. I just bought a S10e (G970U, Snapdragon) from China in order to use it in Spain, with Orange as a carrier. Once I set it up, everything worked fine for about 20 seconds. After that, the mobile data locked down. When I try to turn it up again the device says: "Security policy prevents use of mobile data". I tried to factory reset it several times, try different google accounts, try different SIMs, erase the data from some SIM- and network-related apps, but nothing changes. I guess that this has something to do with Samsung Knox.
What should I do? Is recommendable to contact Samsung support? Can I flash another firmware/ROM that fix this issue? Thanks a lot, any help is appreciated.
PS: Calls and SMS are also locked.

I had the same problem. I had a signal but could not send/receive SMS or calls. After talking with carrier tech support and Samsung, I went to a UbreakIfix store, where they told me the 10e phones have a problem with the antenna on the motherboard. They said I needed to send the phone back to Samsung to get the mobo replaced. I just sent it back to the seller and bought an S20.

I'm having the same problem on my GM-975U1 S10+. Basically mobile data and texting works long enough to authenticate into the Samsung account during setup, but once the android home screen appears after finishing the setup I can't place any calls and trying to enable mobile data gives a "Security policy prevents use of mobile data" error when attempting to enable it. Neither AT&T or Samsung have given instructions on how this can be fixed. It's behaving similarly to if the phone's IMEI were on a blacklist, but I get immediately shut out once the setup process completes.

have you found any solution yet I am having same issue with my samsung s10e and I don't even understand what app or policy is preventing me from making calls. BTW I am using clean esn phone. As soon as I pass the setup screen LTE signal goes away and it stops working.

I haven't found one yet either. Apparently the phone I purchased is locked to Tracphone after paying for an IMEI lookup (got scammed by an ebay seller who said it was the unlocked model), and the phone isn't able to do calls/mobile data properly except during the initial setup. Tried with SIM cards from two different US providers that both aren't working on it, and can connect to wifi just fine. Can see in the phone information test menu by dialing *#*#4636#*#* that my sim is being recognized, shows my phone number and IMSI, can switch between network types and see the cell towers it connects to; but isn't able to send/receive calls or mobile data. It fails the Ping test with 'Fail(2)' and HTTP Client Test with 'Fail: IOException'.
It's also showing that the phone receives a call inside of the Service Mode menu by dialing *#197328640# and going to '[1] BASIC INFORMATION'. Placing a call from another phone shows that my S10+ is picking up LTE bands and has some RF parameters that change when my number is being dialed, but don't get the option to pick up the call. It's also able to detect that I have a voicemail but am not able to dial in and listen to it. The Tx Pwr says '-- dBm' so I ultimately can't tell if it's a software or a hardware problem.

I am facing the same exact issue my sim number it shows inside the phone and signal I am getting is in negative dbm also my sim receives calls during the initial setup and as soon as the setup completes the LTE network goes away call gives error " call not sent". I am irritated by this now and there is no root available for this model so I cannot flash any custom rom to check. I have seen many people have same issue but no solution yet.
If your phone locked to a particular network, ie TracFone,AT&T, TMobile, Cricket, etc, then that is only network it will work on. Doesn't matter what custom ROM you use. You will need to get the network unlock code either from the network it's locked to or from a reputable online unlock site. Good luck getting it unlocked.

my device is already unlocked. It is not an unlocked phone issue. This is some stupid policy which is preventing from making calls or using data. Maybe this policy is saved in EFS don't know.

That's strange, it's acting exactly like a network locked device. When you say it's unlocked, are referring to the bootloader or network? Did you buy it new, unlocked from a reputable dealer? Check the firmware and make sure it is unlocked. There are other thread here with the same issue and message, those are all network locked phones.

I don't know I bought it from mercari that seller told me it is tmobile unlocked, but while checking I found the model number is G970U1. csc is XAA and binary U4. Bootloader is locked. Networks seems to be unlocked as when I put it my sim card it works till initial setup screen and then stops working. I searched it maybe locked to Consumercellular but is there any way I can unlock it ? I didn't find anything online.
Sounds like the seller lied to you.
Is there any way to unlock CC device ? I am on Binary u4. I am able to flash both g970u and g970u1 firmware but no success.

My S10+ model G975U is network unlocked, with the bootloader locked. I bought a network unlock code, but am getting the same behavior where the intial setup allows me to sign into my Samsung account when putting in both an ATT and T-Mobile sim card. I've also tried reflashing it with several different firmwares both carrier locked and unlocked, but this phone has been sitting in my drawer for the past month since it's unusable. Probably will end up trading it in since I was scammed by the random ebay seller I bought this from.

I'm having the exact same issue. Bought s10+ off ebay for 200 locked to consumer cellular. Bought an unlock code. It said unlock successful. Now get this error with any sim. It will show lte during initial setup only.
It will show that it's at&t or verizon when I put the sim in and populate the proper apn settings.
Before the unlock I would get the sim not provisioned error.
I did have to look up the dial code to make the unlock code window appear.
Now i can't actually use any service and i get the security policy error.
Finally was able to find the xaa firmware which seems to be the exact firmware on it.
Then lash that as no other u1 firmware would flash.

I'm from the Philippines and my niece phone is network lock ( Smart Telecom ) I can use the sim 2 slot since it's a dual sim using another network Simcard, unfortunately, it won't allow me to use mobile data so I tried unlocking it *#272*IMEI FROM SIM 1 SLOT# so I choose GLB for globe network or XTC to openline so here's what happens, it got reset so upon set up yeah other sim works have data but when finish setting up everything I can use data again on other network and a message pop up

I initially assumed the phone was locked, but the seller is reputable and insists it is unlocked. It's also a U1 model, and an IMEI lookup appears to show that it's unlocked. In connection settings under mobile networks, i'm also able to select multiple carriers, so I'm inclined to believe that the device really is unlocked.
Anybody here ever manage to solve this problem, or am I SOL? I would hate to be out 200 bucks on this phone since i'm past the return window.
