So I have found that this device supports Official TWRP from the TWRP website.

I'm not responsible for bricked devices, thermonuclear war or you getting fired from your job because of a faulty alarm app The install is at your own risk
How to install:
Download all the required files.
Boot to download mode with Vol down + Home and Power
and then press volume up and plug yuor Grand Neo Plus to your pc. Once you hear tutum sound from you pc, open Odin and put your recovery.img.tar file into AP, turn off auto reboot and hit start.
Once it installs, hold volume down+ power and once screen goes black hold volume up home and power until twrp logo appears. That's it, TWRP is now installed. You can now flash custom, or kernel.
Don't flash the TWRP 3.7 with TWRP unofficial 3.0.0-0 or the screen will go black. I have tried it and the phone went black when i booted and could only access download mode

I prefer a more stock looking splash screen and nothing out there really caught my eye. So I decided to make my own. remember there nothing fancy but there is genius in simplicity, let me know you're feedback on them
Simply follow the instructions (originally posted by mskip):
1. Download the desired Splash Screen and extract the contents to a new folder on your pc.
2. Shut down your phone (doesn't matter if you have already flashed a NAND Android Rom)
3. Enter Bootloader Mode by Holding the 'Volume Down' button while briefly pressing the 'Power' button. Keep holding the 'Volume Down' button until the tri color screen appears.
4. Plug in your usb cable so that it says 'usb' at the bottom of the screen
5. Run the CustomRuu.exe file and follow the instructions
6. When flashing is complete the phone will reboot

Very nice work.
Was following the instuctions here to flash back to stock to do the OTA update on my note which is already rooted with CWM, and when I rebooted into odin (step 3), it booted up to a screen saying "Downloading..." and it's been stuck here for about two hours now. I can't seem to reboot it or power off, what the heck do I do?

/facepalm I apparently hadn't held that down long enough. Thanks, that got it back and booted up, now the question is what went wrong so I can get this flashed?
Did you reflash the stock recovery through ODIN? After doing that you then can flash the OTA, then reflash cwm and supersu...

Hi, since the device can boot to the Samsung screen it's not hard bricked. This means it can be recovered. I would recommend downloading the stock ROM for the device from a site such as sammobile.com and then flashing it to the phone by putting it into download mode and using Odin to flash the firmware to the device.
Hope I could help and good luck unbricking your device

Did you actually boot into download mode or did you just try to get MSM Download Tools to work in fast boot mode? If that's the case, you need to do a full power off (hold the power button for up to 30-45 seconds) and then hold Power+Volume Up until you hear your phone connect to your PC (the screen will still be black though.) Then, MSMDownloadTools should detect the phone.
Unrelated but you should have posted this into the "OnePlus 6 Questions & Answers' board instead of the 'Guide, News & Discussion' board.

Before you start reading note that no spoon-feeding is done here and its a bit tricky, so use your common-sense if you are flashing Stock ROM for the first time.
REQUIREMENTS:
-PC/laptop
-ADB-Fastboot / Qualcomm Drivers must be installed
-Stock Oreo Firmware V1.0 File Download
-And A working Brain
**Note Password : vishalsmagic
Process:
First Install all the drivers and Extract the Stock Oreo Firmware.
Then just go to the directory of rom then click on "VISHALSMAGIC" file and then enter the password
Before Flashing Make sure your device is in EDL Mode.
To Boot in EDL Mode, just Power OFF your device and then press (volume up + volume down button simultaneously) and just connects the data cable... and your notification LED will start blinking..
THEN Just enter the com port number (ex: com2) And hit enter
After that the flashing process will start, just wait for the flashing process to complete.
After that Just boot you device.
I THINK NOW YOU CAN FLASH STOCK FIRMWARE EASILY IN 10or.E DEVICE...
