Anybody figure out how to enable the missing 'Auto Restart' function in the Settings menu?

Hi all,
When I open the settings on my lollipop device I seem to get a cut down version of the settings options (Menu's and menu options are missing, like accessibility, advanced audio setting, etc)
I know these options can be accessed because I somehow managed to get to the advanced audio settings using nova launcher (I cant remember how)
Is there an app or something like that I can download to open the standard setting app?

I enabled the developer options on my new Honor 8 and can't disable them(at least not without deleting the cache of the settings app).
If I toggle the switch to disabled it just reverts to enabled if i leave the developer options(or press the recents button) and reenter them.
The developer options don't behave like this in stock android.
Is this behaviour normal in emui? Is this maybe a known bug?
can you be more specific about the wierd behaviour that you said?may be with a screenshot??
Are you rooted with xposed installed and active? If so xposed is doing this as it is needed for xposed to work.
I often use the Force RTL Layout Direction option under Developer Settings. Is there a way I can toggle this setting from command line or ADB instead of through the Settings app?

Is there any way to change animations scale with spesific app, i need this because banking apps don't allow nfc payment with developer options turned on. I searched google but i couldn't find anything relatable to my issue. Any bypassing method is welcome, for example, i don't turn off developer options but somehow nfc payment works.
Late reply but here's how i made it work on Samsung OneUI 5.1 Android 13 , installed com.zacharee1.systemuituner (SystemUI Tuner) by Zachary Wander from Play Store , granted it WRITE_SECURE_SETTINGS permission through adb by enabling developer options and usb debugging.
Steps
1. Install app (the app also guides you)
2. Turn on dev options , turn on usb debug , connect to pc
3. go to abd shell of the device , type "pm grant com.zacharee1.systemuituner android.permission.WRITE_SECURE_SETTINGS"
4. revoke usb debug if you want and turn off developer options
5. go to app and tweak animation speed in the UI menu (0.4 is sweet)
6. set up persistant options (there is a guide in the app)
7. restart and check if the settings persists.
8. put system ui tuner to deep sleep if you only use it for animation scaling
