Why is Odin published on XDA even tho there is rule 9? - General Questions and Answers

I see xda mods close threads about the leaks constantly because of rule 10 which says not to post copyrighted material but then why are there tools like Odin on xda, what's the history of Odin that led to this?
On Wikipedia I found that none of the files are authorized by Samsung https://en.wikipedia.org/wiki/Odin_(firmware_flashing_software)
I got the question because I was looking into the samsung leak and found a new flashing tool called "thor" which bascially is an extended Odin (also thor is odins son in mythology ). The main feature of the software is that it is multiplatform and works on linux too. The source is very old ~2015 but the other tools aren't much better, heimdall is very old andwe don't have the source code of odin and sometimes is published with injected malicious code. Odin is essential for modding your samsung device and I'm disappointed in samsung because of their limitations and closed nature. I started looking over the code, upstreamed deprecated libraries and I would like to share that with the community but I'm a very carefull person, so please help me clear that situation

I think you're referring to Rule #9.:
9. Don't get us into trouble.
Don't post copyrighted materials or do other things which will obviously lead to legal trouble. If you wouldn't do it on your own homepage, you probably shouldn't do it here either. This does not mean that we agree with everything that the software piracy lobby try to impose on us. It simply means that you cannot break any laws here, since we'll end up dealing with the legal hassle caused by you. Please use common sense: respect the forum, its users and those that write great code.

As to your question about the "Hack," THIS is the "Official" stance as given to me by the Administrator staff. Hopefully that answers your question.

The GPL

Over time I've become known by some as being a hardass for making GPL compliance an issue. I've also taken sever members to task for their ass-backwards opinions concerning GPL. I was just visiting Rootzwiki and came across a thread that addressed the removal of download links for a ROM from a dev many of us know; Ching51o. Why? Because he packs Ziggy's non-compliant kernel in his ROMs. That defies the rules of Rootzwiki AND XDA-Developers.
I want to post the thread here for everyone to read. Adrynalyne, another well known dev around here, makes many good points, as do the moderators. Their positions should be the positions of anyone involved in open source GPL software in any way. The mods at Rootzwiki took what appears to be appropriate and fair action against distributing non-compliant software.
The Rootzwiki thread
I'd also like to ask XDA why their enforcement regarding the posting of non-compliant GPL material differs from Rootzwiki's (as in, XDA doesn't enforce it), even though the policies of both are virtually identical.
No disrespect intended here. Like I said, I've been a hardass about the GPL and I don't plan to stop. The GPL is the reason this forum exists and we ALL need to realize that. We also need mods that will act in it's interest and take some simple measures to respect it.
I for one agree that I've seen inconsistencies in the way XDA enforces GPL. DJ_Steve was a dev in the Dell Streak 7 forums who left because the mods were on him regarding the source code for his kernel. He couldn't produce it so he left. I was annoyed that he had to take his work elsewhere but I understood. On the flipside however, I've seen multiple roms package ziggys kernel and there appears to be no backlash. I'm not trying to started anything either but was is XDA's official position on this? Whatever it is it should be universal.

Then a mod will move it. Will they not?

In my experience, no, not unless it's pointed out to them. My post alone, unless a mod happens to read the thread, won't make any difference.

I have personally posed that question to two or 3 moderators and at least one administrator via PM and I've never gotten a response.
Their response, I've seen frequently, is that they can't keep track of everything and count on members for help. Well.... If you've pointed it out and nothing is done, it's all talk on their part.
Regarding forum rules the link to rootzwiki's site should be removed.

Why? XDA links are posted on Rootz. Rootz does not require registration to view so....no rule is being broken.

To paraphrase Mr. Torvalds, "Talk is cheap. Show me the rule." It ain't there.
Xda links on RW is fine.
From Xda's rules
•Encouraging members to participate in forum activities on other phone related sites is prohibited.

The link to a thread at Rootzwiki was for "reference". It's hardly "encouraging members to participate" !!

Since the thread I posted is closed, participation is impossible. If you assume that to mean linking to a site that has anything to do with cell phones in a fashion that could be interpreted in some way to be XDA competition, you're wrong. XDA cannot exist in a vacuum and they know it. XDA is interested in the traffic. Besides, I bring XDA more traffic than that link will ever send to Rootzwiki.
Ya know this is starting to be like the howard stern show, why
I wanna see what u guys are going to text next.

I've tried the same with no replies. They just sort of "cherry pick" which software should follow the GPL (and remove from xda) and which they will overlook.
XDA is a strong believer in, and does enforce, the GPL, and has been very unpopular in the past for doing so. I will admit, however, that sometimes GPL issues are slow to resolve, including the issue mentioned with Ziggy's kernel. Which IS being worked on. (Really.)
Seriously guys I have received all your pm's and took down the main rom that broke GPL in chingy's rom. As far as the other rom in question it IS being worked on, I simply don't have the information to give at this time. I'm not the moderator handling it.

I'd like to thank both of you for your replies. I do believe what you say. I've seen how unpopular some of the actions moderators have taken regarding GPL have become, but I do believe the right actions have been taken.
Some of you may disagree with what I've said. That's fine, but don't voice it here in this thread. Talk to these guys directly via PM. The primary purpose of this OP is to share thoughts on the GPL and to foment debate and, hopefully, the changing of a few minds on the issue. Too many members of this community have failed to understand the GPL, how it shapes this community, and what our obligations are regarding it.
Moderators really shouldn't have to police this thing like they do. Many of us are here because we believe the "open source way" is the better way to develop software than any other method. That's why we believe Android is inherently better. It should logically follow that this community would support GPL and Apache compliant work and developemnt, and likewise, shun developers and software that's non-compliant. I'm here to change the minds of those who don't believe that should be the case. If that's you, this is the place for you to say your piece and debate.

I'm trying to decipher where it's made and when its made. I'm not asking for all 15. I just want to see if our shares anything in common. Thanks in advanced guys. Loving this phone. It's crazy that some of our displays are lg and others are Samsung. That's also what I'm trying to look into.
Source for "some are Samsung"?
XL is Samsung, non-XL is LG

While we appreciate your plight, XDA does not condone discussion based on circumventing device security as per XDA Rule #9:
