Yes, Huawei has stopped providing bootloader unlock code to any Huawei device. And this for good reasons.
In this scenario, third-party services came to fill the gap. Earlier, there was no need to spend anything to get bootloader unlock code from Huawei, but now users need to spend up to $60 to get unlock code.
try flashing stock firmware(same version or newer, but also has to be same region) in fastboot, some devices allow stock fw with fastboot without unlocking the bootloader

I could give you the code but I recently unlocked bootloader of 4x and so i must wait for 14 days to get another code

This is a very very big problem
I bought a used Huawei P8 Lite (with bootloader locked) and I upgrade it to Marshmallow. The build number change to Balong but I tried to fix that and do a downgrade but the build number don't change "Balong"
The guy that sold me the phone told me IMEI was changed, and I can't unlock the bootloader now
In conclusion, I have the original IMEI (in the SIM slot) and the new IMEI, the original Series Number and the new one, but no ones work to unlock the bootloader
Please I need an alternative to unlock the bootloader to install a new firmware with a correct build number and not Balong

Greetings and welcome to assist. Unfortunately changing IMEI is illegal and can't be discussed on xda, the only way I know to unlock the bootloader requires the IMEI number here

i used scotty2b thread to conevert my mate 8 NXT-C900B180 to NXT-L29C432B330 because i was not gettings updates i did this with dc phoenix and changed my phone from NXT-C900B180 to NXT-L29C432B330 and after i got nougat b581 and i updated and have nougat now my problem is that my bootloader locked again and the previous bootloader code deosnt work my s/n changed from the original one from the box to 123456789ABCEF and in huawei site says when i want to get new bootloader code s/n and imei missmatch also dc unlocker gets bootloader error when i press read bootloader code and with original sn code works but gives me the same unlock code and because phone has different s/n in the phone unlock code is not corrent when i try to unlock it via fastboot otherwise phone works fine and no bugs just want one day to root it
Question:
- If Zenfone 6 is unlocked, can it be 'relocked' again ever via full service firmware flashing / install ?
- If serial numbers are submitted to Asus, does this mean phone can never participate in any firmware updates?
- will Google Pay ever work, if the Zenfone 6 can be 'relocked', via service firmware formatting/update ?
( basically, I am asking whether flashing/installing the service firmware, brings the phone back to original/factory settings ?
would Google Pay still work, but OTA firmware updates will never work because ASUS blacklisted the serial number of the phone ? )

I have a Zenfone 6 phone, whose bootloader has not been unlocked.
I read that this phone cannot be unlocked using fastboot methods,
and the bootloader can only be unlocked with the official Asus unlock tool

The Asus unlock tool, sends the phone's serial number to Asus servers,
before giving permission to proceed with the unlock.
Unlocking the bootloader officially means:
- phone does not have warranty anymore
- phone cannot receive OTA firmware updates (but firmware updates can still be performed via SD card, etc.)
i think i found the answer to relocking the bootloader.
( however, the phone will be blocked from receiving all future OTA updates from ASUS,
because the phone's IMEI / Serial Number will be blacklisted by ASUS and all warranty will be voided )
