Hi all. I just bought a S10e (G970U, Snapdragon) from China in order to use it in Spain, with Orange as a carrier. Once I set it up, everything worked fine for about 20 seconds. After that, the mobile data locked down. When I try to turn it up again the device says: "Security policy prevents use of mobile data". I tried to factory reset it several times, try different google accounts, try different SIMs, erase the data from some SIM- and network-related apps, but nothing changes. I guess that this has something to do with Samsung Knox.
What should I do? Is recommendable to contact Samsung support? Can I flash another firmware/ROM that fix this issue? Thanks a lot, any help is appreciated.
PS: Calls and SMS are also locked.

I had the same problem. I had a signal but could not send/receive SMS or calls. After talking with carrier tech support and Samsung, I went to a UbreakIfix store, where they told me the 10e phones have a problem with the antenna on the motherboard. They said I needed to send the phone back to Samsung to get the mobo replaced. I just sent it back to the seller and bought an S20.

I'm having the same problem on my GM-975U1 S10+. Basically mobile data and texting works long enough to authenticate into the Samsung account during setup, but once the android home screen appears after finishing the setup I can't place any calls and trying to enable mobile data gives a "Security policy prevents use of mobile data" error when attempting to enable it. Neither AT&T or Samsung have given instructions on how this can be fixed. It's behaving similarly to if the phone's IMEI were on a blacklist, but I get immediately shut out once the setup process completes.

have you found any solution yet I am having same issue with my samsung s10e and I don't even understand what app or policy is preventing me from making calls. BTW I am using clean esn phone. As soon as I pass the setup screen LTE signal goes away and it stops working.

I haven't found one yet either. Apparently the phone I purchased is locked to Tracphone after paying for an IMEI lookup (got scammed by an ebay seller who said it was the unlocked model), and the phone isn't able to do calls/mobile data properly except during the initial setup. Tried with SIM cards from two different US providers that both aren't working on it, and can connect to wifi just fine. Can see in the phone information test menu by dialing *#*#4636#*#* that my sim is being recognized, shows my phone number and IMSI, can switch between network types and see the cell towers it connects to; but isn't able to send/receive calls or mobile data. It fails the Ping test with 'Fail(2)' and HTTP Client Test with 'Fail: IOException'.
It's also showing that the phone receives a call inside of the Service Mode menu by dialing *#197328640# and going to '[1] BASIC INFORMATION'. Placing a call from another phone shows that my S10+ is picking up LTE bands and has some RF parameters that change when my number is being dialed, but don't get the option to pick up the call. It's also able to detect that I have a voicemail but am not able to dial in and listen to it. The Tx Pwr says '-- dBm' so I ultimately can't tell if it's a software or a hardware problem.

I am facing the same exact issue my sim number it shows inside the phone and signal I am getting is in negative dbm also my sim receives calls during the initial setup and as soon as the setup completes the LTE network goes away call gives error " call not sent". I am irritated by this now and there is no root available for this model so I cannot flash any custom rom to check. I have seen many people have same issue but no solution yet.
If your phone locked to a particular network, ie TracFone,AT&T, TMobile, Cricket, etc, then that is only network it will work on. Doesn't matter what custom ROM you use. You will need to get the network unlock code either from the network it's locked to or from a reputable online unlock site. Good luck getting it unlocked.

my device is already unlocked. It is not an unlocked phone issue. This is some stupid policy which is preventing from making calls or using data. Maybe this policy is saved in EFS don't know.

That's strange, it's acting exactly like a network locked device. When you say it's unlocked, are referring to the bootloader or network? Did you buy it new, unlocked from a reputable dealer? Check the firmware and make sure it is unlocked. There are other thread here with the same issue and message, those are all network locked phones.

I don't know I bought it from mercari that seller told me it is tmobile unlocked, but while checking I found the model number is G970U1. csc is XAA and binary U4. Bootloader is locked. Networks seems to be unlocked as when I put it my sim card it works till initial setup screen and then stops working. I searched it maybe locked to Consumercellular but is there any way I can unlock it ? I didn't find anything online.
Sounds like the seller lied to you.
Is there any way to unlock CC device ? I am on Binary u4. I am able to flash both g970u and g970u1 firmware but no success.

My S10+ model G975U is network unlocked, with the bootloader locked. I bought a network unlock code, but am getting the same behavior where the intial setup allows me to sign into my Samsung account when putting in both an ATT and T-Mobile sim card. I've also tried reflashing it with several different firmwares both carrier locked and unlocked, but this phone has been sitting in my drawer for the past month since it's unusable. Probably will end up trading it in since I was scammed by the random ebay seller I bought this from.

I'm having the exact same issue. Bought s10+ off ebay for 200 locked to consumer cellular. Bought an unlock code. It said unlock successful. Now get this error with any sim. It will show lte during initial setup only.
It will show that it's at&t or verizon when I put the sim in and populate the proper apn settings.
Before the unlock I would get the sim not provisioned error.
I did have to look up the dial code to make the unlock code window appear.
Now i can't actually use any service and i get the security policy error.
Finally was able to find the xaa firmware which seems to be the exact firmware on it.
Then lash that as no other u1 firmware would flash.

I'm from the Philippines and my niece phone is network lock ( Smart Telecom ) I can use the sim 2 slot since it's a dual sim using another network Simcard, unfortunately, it won't allow me to use mobile data so I tried unlocking it *#272*IMEI FROM SIM 1 SLOT# so I choose GLB for globe network or XTC to openline so here's what happens, it got reset so upon set up yeah other sim works have data but when finish setting up everything I can use data again on other network and a message pop up

I initially assumed the phone was locked, but the seller is reputable and insists it is unlocked. It's also a U1 model, and an IMEI lookup appears to show that it's unlocked. In connection settings under mobile networks, i'm also able to select multiple carriers, so I'm inclined to believe that the device really is unlocked.
Anybody here ever manage to solve this problem, or am I SOL? I would hate to be out 200 bucks on this phone since i'm past the return window.

Yes, there is a solution, but only from an experienced professional 3rd party business, which means there's no free solution
Found out the guy lied. So the US unlocked N20U does work with VZW wifi calling.
It definitely does work with my N20U on Verizon.
The only differences between the Unlocked and VZW version are:
1. Native Verizon video calling doesn't work on unlocked, but the integrated Duo video calling is better anyways.
2. Verizon's model doesn't have the Samsung "Smart Call" feature for Caller ID. Instead, it uses Verizon's app.
3. Verizon's version has the Verizon bootscreen and a ton of bloatware, especially games, news apps, and what not. Fortunately, most can be uninstalled, and the rest can be disabled using ADB.

I can confirm all of the above. I have an unlocked phone, on U1 firmware, with a Verizon SIM. Wifi calling works. There is no "Advanced Calling" menu in Connection Settings, but there's a toggle for VoLTE and it was switched on by default. No 4G icon, but rather a LTE+ icon is shown in status bar. The only thing I haven't found a workaround for is the native video calling. I cannot initiate it (phone app does not show the option when I'm on a call with another Verizon phone) and if another Verizon phone attempts to initiate a native video call, it tells them that I cannot accept video calls. I checked my VZW account settings on a PC, and despite the video call option being on and not blocked, native calling doesn't work, as described above. Duo works fine for video. I was able to get Visual Voicemail by installing the app that I go from another thread. I installed it before checking to see if the U1 firmware added it by default, so I can't say for sure that it wasn't there already.

So I had an interesting observation. I flashed my Verizon Note 10+ to U1 firmware and noticed a drastic reduction in data speeds. After getting the Note 20 Ultra, I noticed the data speeds were nearly doubled. I then disabled a ton of Verizon and Samsung apps, and my data speeds dropped drastically as well. Through the process of elimination, I found that the "My Verizon Services" app seems to have a major impact on data speeds. As long as I keep that enabled on the Verizon firmware, data speeds are blazing fast.
Is it possible that Verizon uses apps to prioritize or de-prioritize data speeds? I'd be curious if one could do a side by side of the Unlocked vs Verizon firmware.

Thanks for sharing your observations regarding wifi calling. How can one tell it is working? I am used to older phones advising that wifi calling was in use via text in the phone app. I'm not seeing this notification on my new unlocked T-Mobile-branded N20U with Verizon SIM.
I also noticed the VoLTE toggle in the phone app, switched on and greyed-out, can't be deselected. Of course they don't want to support anything but VoIP anymore. What is the behavior, if the cell signal is decent it won't use wifi? It can't be forced to prefer wifi, can it? I used the trick of putting it in airplane mode, then turn on wifi to try and force it to wifi call. It said it couldn't make the call in airplane mode, which is not encouraging regarding wifi calling being functional on this phone/provider combo.

From what I've found, if you put another carrier's SIM in a truly unlocked carrier branded phone, it should prompt you to apply your carrier settings upon boot. For example when I put a Spectrum SIM in a Verizon phone, it "converted" the CSC (Carrier settings and boot logo) to Spectrum.
My recommendation is to attempt to get the SIM to switch the CSC automatically. If not, use the patched ODIN to flash the Unlocked U1 firmware, and optionally you can flash Verizon from there if Verizon's Video Calling is a must.

Thanks for the detailed response. I was a little concerned about the T-Mobile branding, and what that truly meant at the software level. I installed the Verizon SIM to this factory-reset phone. If it was going to switch CSC I think it would have happened then. It went through the usual setup steps, but still displays T-Mobile screen at boot. I'm not sure what else I would do to "get the SIM to switch the CSC automatically".
Would you agree with my conclusion that wifi calling isn't working based on the outgoing call failure when in airplane mode with wifi on?
If there is better, more-unlocked firmware I'm not opposed to flashing it. It's been a while since I've played with rooting and custom ROMS, but I'm guessing stock firmware is a lower-risk activity on an expensive phone.

Forgive me if this has been covered but I havn't found the answer. I've flashed just about every phone I've ever had but my question here is can I / how do I flash to where the phone reads as XAA in download Mode?
The situation is my phone was originally on at&t. They unlocked it and I'm on Verizon. It all works great (it still says at&t on download Mode screen)
My problem is that if I log into the my Verizon app it disables my visual voicemail. I finally got a Verizon tech on the phone that explained that it is unsupported due to originally being on a different carrier and their system identifies that and disables the VVM. The only fix I can find is to put my sim in my backup S9+ that came from Samsung unlocked (or any Verizon phone) and I can then reactivate my VVM by resubscribing.
I currently have 3 Note 20 Ultras. One Each originally from Samsung, ATT and Verizon but the AT&T is the only one that is 512GB or I would just switch phones. I have flashed them all to U1 firmware but notice they all still reflect the original carrier in Download Mode so again my question is can I change this by flashing it / or is it just a matter of what sim card is in it when it's flashed? I need it to be seen as XAA by Verizon system so not to loose VVM... Pics attached.
Any advice here is greatly appreciated in advance.
Just a try... You can try the *#272*imei# method... But thats If it works. Not sure if the sims has to be in the phone for that to work.

Yes it brings up this menu... So I just select the XAA and that's it? I've been reading forums and this method is reversible it seems ... I'm familiar with Odin and all that but these hidden menus are new to me...

You may have to activate the bottom most option to stay.
Don't worry if you can't access the menu after the change. You can download samsung band selection and change to automatic or one of the lte options then back to automatic to get to the menu.
CSC Guide
CSC (which I think means Carrier Service Code) helps to set what options for settings show in the device for things like voicemail and wifi calling, as well as sets network code information for things like carrier aggregation combos.
When you go to your phone settings->about phone->software information and look in the Service Provider SW ver. section, you will see as the last line a combo like XXX/YYY/ZZZ. This indicates what carrier sales and network code is set and what brand the phone was manufactured as.
I think of the XXX/YYY/ZZZ configuration as follows
XXX=Sales Code-What kind of features are setup in the firmware like wifi calling, video calling and settings menus
YYY=Network Code-What kind of network features are set for things like carrier aggregation and LTE/5G bands
ZZZ=Manufactured as Code- What model the phone was originally manufactured as. Ot has no affect on the system settings or options. THIS CAN NOT CHANGE. IT SHOULD ALWAYS BE THE SAME. ONLY A ROOTED PHONE WOULD BE ABLE TO ACCESS THE FILES NECESSARY TO CHANGE THIS.

Hey guys, really hoping someone is able to help me.
Back in September 2020 I purchased the SM-N9860 variant from T-Dimension for use in the UK on EE's network. Everything has been running smoothly since day one, up until yesterday (31st May) where the phone would constantly struggle for signal, flip flopping between "No service" or extremely slow 4g. If I try to make a call I get the "Not registered on Network" error message.
Since then I have done everything I can think of:
- Restarted the phone several times
- Switched Airplane mode on/off
- Manually selected my carrier
- Reset network settings
- Tried my sim in another phone (which worked fine), and tried a different sim in my Note 20 (exhibited the same behaviour of "No service")
- Checked IMEI but it's not been blacklisted
- Tried my sim in the SIM2 slot
- Full factory reset
but none of them made a difference.
Tonight I decided to try and flash different firmware to see if that might have any effect; both TGY and BRI firmwares were flashed successfully with Odin but neither have solved the problem. I'm now at the point where in my home I can see the 4g symbol appear above the network status for 30s - 1min but it never actually loads any data, before returning to "No service". Compared to my fiancee's S10+ which is also on the EE network and easily hits 20Mbps without worry in the exact same room.
Does anyone have any suggestions of what to try next? Has anyone else encountered this?

I've spent some more time investigating this and I am 99% sure it's an issue with the device.
Below you can see a screen recording of the issue that I made this morning while I was out a walk, you can see it goes from having signal but no internet ("Emergency calls only"), to "No service", then to 4g but I wasn't able to even load a website, before it moved back to "No service".
I've also attached two screenshots from the NetMonster app, one is from my Note 20 and the other is from my fiancee's S10+. Both were side by side when the screenshots were taken - mine has no service and her's has 4g.
I've since tried a number of other SIM cards in my phone, including another EE SIM and a Three SIM - both work immediately in the S10+, but neither are able to register when put into the Note 20.
I tried to contact Samsung Support but they were next to useless. The UK support team told me I'd need to contact Hong Kong support "as they have full access and information", but all the HK support could do was tell me to visit the HK Support Center...
I'd love to be able to fix this issue but I'm not sure what else to try

Some more information that I forgot to add - When I am out of the house I can occasionally receive calls/texts or use the internet, so I know for sure that they are all working (i.e EE haven't blocked my account) but most of the time I am stuck with "Not registered on network"
I'm wondering if it's an issue with the antennas, it's almost as if they are somehow weaker or less receptive than they were a few days ago
Does it behave this way when in safe mode ? How about in 3G mode? If it's hardware then Samsung doesn't recognize devices that are from other regions in relation to warranty work. You'll have to test the after sales support of T Dimensions now. Failing that sell it as is on eBay for parts or try and trade it for another device.
I'm using the same device on Vodafone UK and no issues here at all
I'm using an N9860 HK model, also from T-dimension, with EE since last autumn. I have not had any such problems with mine.
I haven't flashed or rooted the phone, but I have tinkered in the service menus in order to gain 5G service and possibly other service improvements.
Yeah, same for me. Changed the 5g whitelist settings but no root.
