No, it not. Fast chargers for s7 work at 9v, 1.67a or more (as qualcomm quick chargers 2.0).
I have seen people believe only the Huawei own branded power bank or battery pack is compatible with the Honor 8 fast charging technique. But after searching online, that particular brand of battery packs is not available in the US market or nearby countries. Am I missing something on some unfamiliar website for the brand, or can I use any 9V/2A battery pack for the phone?

You can also browse Amazon for other third-party power bank products, but be sure you confirm its compatibility with Honor fast-charging devices.

Again, the site is from Malaysia and it's not clear to me how can I tell if a power bank compatible with the fast-charging technique of Huawei.
You can only get fast charge if you use fast charge compatible huawei or honor branded power bank. The one you quoted does indeed work. I got it as a set with my phone. Included is the specs from the packaging. The model i have is called AP08Q. In Malaysia, only the 10000mAh powerbank support fastcharge.
Of note, you get slightly faster charge (not fast charge) if you use other 9v 2A capable charger like QC3 compatible powerbank but its not as fast as huawei official method.

Since it's not available in the US, I further searched over Aliexpress. The Huawei fast charger power bank is available there. I coundn't comment on that. I have only tried my honor 8 with anker qc3 powerbank and xiaomi powerbank pro. Both support 9V 2A charging. I could not get the fast charge indicator on the screen. From Ampere app i found that those other powerbank give slightly higher amps and voltage than standard 5V2A charger
I always use powerbanks from Romoss.

I believe last duration should be 121 min, not 201!
