Are you looking to enable USB debugging?
Try this app
Some kitkat phones don't have the enable ART option for example, because of partition size issues. If you don't have it, you probably can't use it. Flashing a custom ROM could get your the options your are missing though.
Well there is a way to unlock developer options in android 4.4.2 - 5.0 but it works only in some devices. First go to settings -> about device -> build number and tap on it until it says "you have become a developer". Only works if your ROM really has developer options.

[Q] SGT2 10.1 ver4.2.2

I need to know if anyone know how I can get into Debugging mode? Under settings, it does not have that option...I have all the files I need to root but cannot because I can't find this option. Is there some file I can download to get this option to show?
Found my answer..if DEvelopers Option is hidden..then foolow these procedures and it will unlock!!!
go to Settings> General> About and tap the Build version 7 times.
Now scroll to Build number and tap it 7 times.
After tapping the Build Number 7 times, you will see a message “You are now a developer!”

Nexus Player : Android Nougat : Can't find ADB network setting.

woke up today with the latest Nougat update on my Nexus player and went to go adb install an n64 emulator but can't seem to find the option to adb over the network. Does anyone know if they removed that feature from the latest Android 7.0 update for the nexus player?
come to think of it the last time i saw that option was on a friends nexus player with a custom purerom. Upon looking it up I may have to connect this computer over USB first, which should be fun seeing how the nexus player is a good 15 feet a way.

Need help on restricted android 8.1 rom (Mobiwire Ogima)

Hello!
I have a 'smart feature phone' that apparently runs a heavily modified version of android 8.1. I am wondering if there is any method that I can use to install custom apks. Here's what I've tried so far:
-Downloading an apk file amd using the file manager to install it: caused an error (see picture)
-Enable dev options and activate usb debugging for adb: pressing build number does nothing. pressing other lines does nothing.
The weird thing is in theory it has the ability to install and update facebook and whatsapp through the internet. In addition I cannot seem to remove any icons on the home screen, nor is there any setting fpr specific applications.
Any ideas on what I can do? Any possible exploits that I can utilise on 8.1 to enable adb? I'm stuck here.
