I have OnePlus 6, I updated the settings app today from apkmirror to Settings App version 10. The system allowed to install this update, but now the settings app dpes not open. What should I do? I tried to downgrade the app but the system does not allow to install the downgraded version of it. I also tried clearing out the cache and storage but nothing works. I am ready to format my cell phone but to format it I need to open the settings app which I cant! Please help!

I was using a screen filter that wasn't let me press it, problem solved
I have sucessfully installed the latest versions of Google Play Store, Google Play Services, Google Framework Services, Google Account Manager... Everything needed for the Play Store, as far as I know. I was able to open the Play Store and log into my account. Everything shows to be working well, but everytime I try to install any app or update the phone restarts itself without installing anything. This includes attempts to sideload an APK. Here's the thing, when I uninstall only the Google Play Store, then I have no problem sideloading other APKs. When I reinstall Google Play Store the problem immediately returns. Anytime I try to install or update any app the phone restarts itself. Any ideas? Is there some kind of conflict with "app installers"?
You should once flash the full stock ROM package to get a full Stock System, to do that follow the below steps:
Download your phone's latest firmware.
After doing this put the UPDATE.APP in dload folder of your external SDCARD.
Switch off your phone, and press Vol UP + Vol DOWN + Power button simultaneously.
Your device will now get to the full stock firmware.
is your sdcard set as default storage? if yes change it back to internal. also from settings > apps, cick menu, show system. goto google play services, storage, manage space, clear all data. again, disable anroid device manager from settings > security > device administrators. if none of these work, google is your friend, or just reinstall your stock OS
Even installing the latest betas of Google apps doesnt activate Google Assistant for some users.
This is how you can enable Google Assistant manually on LineageOS 14.x for G361H(May also work in other models with android 6.0+)
What you need;
Latest Magisk installed
Android 6.0+
Google Assistant Enabler(Available in Magisk app)
Latest beta of Google app and Google Play Services
Once you have all of these then flash Magisk so it can root your phone and download Google Assistant Enabler
from Magisk Manager. An error may appear, dont worry boot to recovery and flash the assistant enabler and
wipe dalvik cache and reboot.
Go to settings>buttons and change the action of long pressing the power button to Search assistant.
Now long press the power button and setup Google Assistant
Magisk Manager
NOTE: Im not responsible for any damage caused to your phone
Screenshots are in the attachments

Thanks this worked
I have the following problem: when installing an APK, the Package Installer is stuck on the access list (which doesn't appear) and only the 'next' button appears, no 'install' button. Clicking 'next' does nothing, but the click registers. I'm on a stock XZ with Android 7.1.1, no display dimmers or other overlay apps. I have cleared the cache of the Package Installer, rebooted again and again to no avail. I'm really at the my wits' end. Thanks in advance!

What are you trying to install?
It doesn't matter what APK I try to install, none work. Except for fonts. No app or widget will install. Even those which worked a couple of days ago...

Backup everything (even the SD card). E-VE-RY-TING !
Wipe your SD Card and then create a folder called "dload".
Put the Normal Update called UPDATE.APP in the dload folder on your SD Card.
Turn off your device. Then maintain Vol+, Vol - and Power buttons until it vibrates. You will have a screen talking about an update, just let it do it.
The device will reboot but will be stuck. Remove the SD Card and plug it in your computer (I used a second phone).
Remove the UPDATE.APP inside the dload folder in your SD Card.
You have a folder like this "FRD-L09_hw_eu". Inside your have a file. Rename it UPDATE.APP and copy it inside the dload folder on your SD Card.
Maintain Vol+, Vol- and Power buttons until it turns off and on again. Let the update loading...
Replug your SD Card, remove the UPDATE.APP and place the Normal Update again, the first file we put on the SD Card.
Maintain Vol+, Vol- and Power buttons until it turns off and on again. Let the update loading...
When it reboots, maintain Vol+ and Power buttons. You will be in the eRecovery. Wipe everything you can.
Reboot, grab a cup of coffee, and wait. It can be long !

do not work the only thing that works is to use Hisute to get back to Nougat with GAPPS.
Which version of Nougat Hisuite it shows?
After a few reloads of the Uppdate.app's in the release of oreo above I suddenly got a notification that my android version needed to be reinstalled with the same version with OTA after full reload. I got Gapps.
Now everything works without any problem
