Because the oneplus one reached its EOL.
So we wont get any big software updates e.g. android 7 (missing hardware encryption), volte. For xda developers it is impossible to add this feature without the access to the modem.

I guess so. Then again, I have no idea about this. If flashing stock isn't working, then it should be hardware-related, as far as I know.
