How do I delete past data usage? - General Questions and Answers

No, this is not going to be as easy as one would think from reading the title.
Running an unofficial LineageOS (13.0 - equivalent to android 6.0.1) on a no-name Chinese phone.
I would describe myself as one of those people who really don't like to see much information about my activities on my phone recorded, and (for this question) that specifically includes data usage per app. To ramp this up to the paranoid level, I have never used (or even turned on) mobile data - I stick exclusively with wifi, and never access the internet with this device without going through a VPN.
The data usage history currently goes back several months. I know that the data resides in two files (datausage.db and datausage.db-journal) in
/data/data/org.cyanogenmod.providers.datausage/databases/
First of all (this seems out of order, but humor me), I have tried removing those files, zapping (wiping) those files, and creating files of the same sizes containing nothing but 0x00. The original files appear again after a reboot (yes, I have killed the data usage provider before doing this, and no, I have no idea where the system stores the copies). I have invested (so far wasted) several hours in trying to remove this data, and have made absolutely no progress.
If you have read up to this point, you probably have thought "why don't you just go into "Settings / Data Usage" and select "Reset Data Statistics"? A reasonable question, and actually what I attempted first, but doing that has a very unfortunate side effect - it completely destroys (disables) Wi-Fi background data (something that took me several more hours to figure out) for every app. Even restoring the backup for the "Data Usage Provider" app won't fix it. The only way to re-enable background data is to restore an image backup.
Time for some questions.
First, can anyone suggest a way to delete the data usage history (without making the phone unusable, of course)?
Second (mostly for my curiosity), where does the system store the backup of the data usage history database?
Third (approaching it from using the "Reset Data Statistics" function), does some way exist to restore Wi-Fi background data for all apps. I wouldn't even mind going through the apps one at a time in settings to re-enable this. To clarify, if I select an app in "Settings / Apps / Someapp" and then go into "Data Usage", I typically have "Only over Wi-Fi" selected (which has worked fine since I have had the device - a few years). After "Reset Data Statistics", no app will communicate in the background with this setting. If I change to "Over cellular data & Wi-Fi" (keep in mind I have never turned cellular data on for this device), then the app will then use Wi-Fi in the background.
Something (well beyond my ken) seems very broken.

[Q] How can I fix a G2 stuck in "Upload Mode"?

I have a non-rooted, stock G2 (on T-Mobile) running Android 2.2.
Every day, as many as twenty or thirty times per day, the phone gets stuck in "upload" mode. The data icon shows that data is uploading (or trying to) and I am unable to use any data-related services (whether tethered or on the phone itself). When it happens it can last anywhere from 10 seconds to 5 minutes. The only way I can forcibly stop it is to completely shut down the radio by toggling airplane mode off then on, forcing the phone to reacquire a data signal.
I've tried resetting the phone to factory defaults, deleting every app, reinserting the SIM card, and even formatting the SD card. Stopping running processes doesn't affect the issue, nor does implementing a task killer to kill extant apps. I also don't have any reliable way of tracking how much data *might* be getting sent (where ever it might be going). I've toggled off background data, syncing, GPS, network location, etc. Anything user settable that could potentially impact data has been switched off, to no avail. But, even with those settings on, I've never (in the past) had them completely usurp my data usage by locking the mobile data into an upload state.
My three main concerns are that 1) I can't reliably download apps, check mail, send pics/videos, or other data-related processes. 2) I'm concerned that if something IS uploading, it may be uploading a LOT and adding to my 5GB per month throttle-cap on T-Mobile. 3) I don't know WHAT is being sent, or WHERE. For all I know it could be sending my private data and contact info to an unknown third party.
I've ended every endable process and killed or uninstalled every app possible. I can't seem to remove bloatware without rooting, which I'm not yet eager to do as this phone is less than 60 days old, and I'm otherwise very happy with it as is.
Any suggestions or recent information as to why this is occurring? I have seen a similar thread for a different phone (Incredible), but it was from over a year ago and there were no solutions (other than flashing a new ROM). I'd like to stay stock, at least for a while, but if there is no other option and the Gingerbread OTA doesn't resolve this issue, then I may very well go to CyanogenMod (which I was happily running on my previous phone, the G1).

[Q] "Delete Apps" in data usage

In the data usage log on my Verizon GS3 one "program" is using the most data for the past month. It is labeled as "Delete Apps". I wouldn't have a problem with this but all of the data used is background data. Is it safe to assume that this is the data that has been used by applications that I have deleted and the specific details are no longer available? Or is this something that I should be concerned about?
Also having a problem with the Gallery being second on the list of battery usage. The combination of these two things has me concerned that something is syncing that I don't know about.
Stock phone not rooted.
Any thoughts?

[Q] Cannot turn on automatic Backup from Settings

Hello everyone, I am stock and non-Rooted.
During the initial setup I skipped the backup&restore setup, and now I wanted to let it backup again in case I want to unlock the bootloader or something.
Now if I go to Settings > Backup & reset and tick "Back up my data", the button below "Backup account" is disable and grayed out and says "No account is currently storing backed up data".
There is no way that I can setup the account.
I even read somewhere that I should have restarted the phone, I did and my account appeared automagically... but later the same day or the day after it disappeared again!
I have no clue and it really looks like a bug in the system.
Sorry - I do not know what would cause that option to be grayed out (assuming you have set up a google account, and selected that as the backup account on that screen)
But just so you know, this backup will not backup all your data (or even your app data).
It (currently) backs up a very limited set of data (like WiFi settings/app list from playstore/)
It will not backup your pictures (assuming you don't have auto-backup enabled in dropbox/G+), game progress (for games that do not have google play integration), personal files, SMS, call logs - all of which will get wiped if you unlock bootloader.
You may want to look at helium backup as an option to backup all data. (If you were rooted, titanium backup would be my recommendation)

In fact, I think I prefer an on-demand solution rather than a background process which uses battery and network.
I installed Helium and activated using the desktop application.
I now only have a couple of doubts...
Where does the backup get stored when I save on local storage? I would of course like to transfer those files over to Dropbox instead of leaving them on the same phone.
Do the local settings, like WIFI passwords and such also get saved? It's not clear from the UI.

Alright... I googled around a bit and found out there's actually no way to save my stored WIFI passwords without ROOT...
This pretty much sucks as that was one of my most wanted...
The only option I have is really the Google-own backup system, so if anyone had an answer on how to make it work (my first post) that would be great.

Detailed data use for "Removed Apps"

The short version of this story is that today I logged into my Sprint account to discover I have somehow gone over my data use, exceeding my family share plan of 40gb by almost 5gb. Shocked (apparently on a brand new account, Sprints data use notifications don't work properly...?!?), I determined it was my phone (of the four lines) that used a ridiculously high amount of data (37GB). I'm a long time Android user, but I've never bothered using the Android data management alerts because I trust the carriers more than Android (I occasionally do a full wipe, so...).
Here's the frustrating part - apparently in the course of about 2 days, some app used 30gb~ of data as "background data". Unfortunately - it's listed as "Removed Apps" data - meaning I've removed the app. I probably uninstalled five or six applications in the past few days, so I have no idea which one was the culprit. I tried reinstalling most of the apps I uninstalled, but I suspect Android won't suddenly remember which app used that data.
Does anyone know of a way to see detailed app usage data after the app has been uninstalled? NOTHING I installed should have used 30gb of data in a year, much less in two days, so I'd really like to know what did it so I can avoid that app developer like the plague (and notify them that their app is beyond broken).

Constant Wifi Activity

Bought the P20 a few days ago and realized that the phone has constant wifi activity even when leaving it idle. The two traffic flow arrows for wifi is always on. This constant network activity behavior does not happen when using 4G connection.
I have tried everything below without luck. Anyone having same issue?
1. Factory reset a few times without installing any apps except those that came with the phone. So I don't think the problem is caused by apps that are not bundled with the phone.
2. Used different wifi access points from different routers
3. Looked at the wifi data usage ranking in Settings and I suspect there is something irregular about Google Backup Transport. Searched around the Internet and people mention that this process/service is used for backing up app data, call records etc to Google Drive. So I went to Settings > System > Backup & restore > Google Account and see that under Active Backups everything is marked as "Waiting to backup". Used adb commands "bmgr fullbackup" etc. to manually trigger backup. The backups worked but the problem still exist. Even tried updating Google Play Services to latest beta version but no luck.
U solved it? i have the same issue.
