After updating from the April to May Android Q betas, when I'm in Messages (the Google SMS app) I get a pop up approval window stating "Phone Services would like to send a message to 45567", with smaller text warning about SMS charges and a check box to remember the decision I make.
Does anyone know what this behavior is for and if I should approve the prompt? I've canceled the approval dialogue repeatedly and I haven't noticed any issues, but it does keep presenting itself, I think after a reboot.

Not to sound rude but did you read the warning? "May cause charges to your account" depending on your carrier, they could charge you for sending a message to 45567. That's been on all versions of Android as far as I can remember. I've always clicked allow and never had a charge show up on my bill. I believe, and someone correct me if I'm wrong, but back in the day you could buy wallpapers and ringtones and have it charged to your account just by texting a certain number.

You missed the intent of my post.
I've since found out that it's Android requesting access to Visual Voicemail from my carrier. It can be disabled in the Phone app's Settings in the Voicemail section.
Thanks for replying (although confused) as I forgot I had made this post but only recently found out the reason for this new behavior, so now I can include it here.

I'm having a problem. I'm constantly getting text messages from Ozmail everytime I get an email message from my Hotmail account. I did a hard reset and upgraded my ROM to the latest version and don't even have email setup on my phone yet. I was looking at other message boards by doing a search on Google and found other people have the same issue. It seems to be with both Verizon and AT&T. The solution I found was to disable your PDA and enable your old phone and go to Get It Now and remove the VZ Mobile Email application and then disable your old phone again and activate your PDA again. I called Verizon to do this and I still have the same problem. It didn't seem to work for me. I've been calling Verzion for months about this problem and they keep saying they will check into it and get back to me and I never hear back from anyone. It's really starting to drive me crazy. Sometimes it happens all day long and sometimes it won't happen for weeks. It's totally intermittant. Please let me know if anybody has a solution. Thanks!
Disable SMS notification in Hotmail settings
You are getting these text messages by enabling the option in your hotmail settings. in addition, you may be paying for them.
Well, I don't remember ever setting it to do that, but I disabled the feature. I'll see what happens. I don't understand why it's coming from Ozmail though. Ozmail is the software that Verizon installs on your Cell Phone via Get It Now, or the downloadable .cab file on the PDAs. You are saying Hotmail is using Ozmail? I'm confused. What do you mean I might be paying for them? Paying for what? I have unlimited text and picture messaging. You are saying the Hotmail is billing you for that service?

So I'm having a peculiar problem which doesn't appear to be specific to my model phone (which happens to be a Samsung Captivate).
I use Google Voice for my text messaging so I'm not sure when this started. But I'd like to be able to at least receive text messages that people try to send to my main number. But what happens now is that I see the message text appear in the notification part temporarily, but when I go into the stock SMS app all I see is a separate blank message from "5556" and always with a date of March 26 and a time of 12:19AM. The actual message doesn't appear anywhere but temporarily in the notification bar.
I've used APNdroid and QuickSettings in the past to disable 3G but leaving the "allow MMS" option checked. Neither is currently enabled but maybe they mess with settings somewhere?
And like I said, I have Google Voice installed too. Not sure what else could have messed with settings. My message center is set to "+13123149810".

I am having the same problem on my Samsung Vibrant(T-Mobile). It started about a 10 days ago. At first I got both the message and a blank one from 5556 but now I am only seeing the message in the notification bar and then its gone. This is so aggravating!! Anybody got a cause for this???
Has anyone tried a factory reset? Does that fix it?

What is significant about this to your issue? Well I unsubscribed to Cricket's text messaged ads, so it looks like this is a way to anonymously advertise with some plausible deniability, or something like that. Perhaps it is an advertising service, a third party, or other...in any case it is definitely anonymous, being neither a number nor a name. : ( If any here have a message to present, it would be appreciated, for that the more details we have, the better to figuring out what is going on. (In my case, perhaps even filing a legal complaint with the relevant authorities under the relevant statutes.)
If annoying enough, one could always go to a lawyer to seek a subpoena of a cellular carrier's records to find the source of communications, btw. Note I say going to a lawyer because IANAL and do not intend to give legal advice: I'm just cranky about unwanted spam having sat on waiting to talk to someone by the phone on my desk all day.
recently i purchased a nexus 5 directly from Google, soon afterwards i rooted it, installed the latest version of cyanogenmod 11. shortly after that i had my service, consumer cellular (at&t based) hooked up and now have access to calling and texting. the annoying part is when i send even one text to anybody, i get the error message "hangouts is sending a large number of SMS messages. do you want to allow this app to continue sending messages?" i understand that this is built into the os in order to prevent overuse of texting, however i find it very annoying as it comes up with the message after every text even if i haven't texted in hours, is there any way to change this so this does not happen? it would be greatly appreciated, thank you.

Go to settings then go to security and scroll all the way to the bottom. Change the max to 30 or 200, the highest you prefer, and you shouldn't get the notification anymore. I doubt you send 200 msgs in any 30 min period. Haha

But there is no sent message in the SMS app. Need help to remove any possible malware from the phone.
Have not installed any dodgy apps or given permissions to apps (for sending sms), so am not sure why the phone is behaving like this.

When is this happening?
Is this after you buy (or an automatic subscription renewal?) something from Google play store but pay via your carrier? Normally this "DCB-ASSOCIATION" authentication takes place in the background, which might be what you are seeing.
(Some msg apps like Signal do seem to show these msgs)

However it could be a sign an app is sending in background that you are unaware off, maybe you can see it on your phone bill. ( Android 10 does allow you to block other apps from sending send sms messages, so only default messaging apps can, you can turn this on in developer settings ... though you should find the source of sms. {Maybe an antivirus will show spyware your loved one has installed on your phone which is sending them your location, aww how sweet} One other possibility is carrier provisioning which sends an sms to set up your network settings, but as far as I know you should get a pop up to do this & I'm not aware if phone sends a confirmation back to your carrier)
My first OP phone, a OP9 having just been upgraded to Android 12. Using Google Messages whenever I try to send a SMS to a short number (like a telco service number to get a balance) Messages pops up with a dialogue box asking if I want to send this message since it could incur carrier charges. I don't care and would like to turn this off all the time but cannot find the option. any ideas?
