I'm not setting a gps quick setting option. Am I missing something or it doesn't exist? Closest one I found was location, but that turned off the whole location

It does exists. I don't understand well your question.
If you press and hold position toggle you can access Position settings.
Yes the Location toggle is the GPS toggle. It will turn the GPS on and off.

In location settings you have 3 modes. High Accuracy, Battery Saving, Device Only. Only High Accuracy is technically considered GPS since it uses the GPS module on the phone. I want to be able to flip from High Accuracy to Battery Saving because of applications like weather or yelp that require your location through mobile data. If I turn off all location services which is what that toggle does, it turns off everything. I guess I'll just have to go through the menu for this.

Yeah Both The High Accuracy and Device are True GPS modes, while battery saving mode is only using wifi or mobile data(not actually using True GPS). Like the above user said only way to do what you want is long press the quick settings Location and choose from there.

Installed that too on my device, but doesn't works...it only reads status, does not toggle gos on or off...
It doesn't have a GPS icon. It only has a location icon. If you go into location in settings you can turn it off completely by the toggle at the top right..

Because I want GPS to be ready when I do open a nav app. And I am curious if there's a way to tell what is using it.
Go to menu-system apps-running...
List all you have running when you see that gps symbol. My guess is that you may be signed into google latitude.
If it is latitude, go to google maps, settings, and somewhere in there is an option to sign out of latitude.
Its not latitude. Google sets GPS to sleep when apps are running in the background. Third party developers aren't as good as Google.
Anyone have a real answer and not a guess?
Searched very long for a solution and it was quite hard to find the solution working without root, so I'll post it here:
Get the app "GSAM Battery Monitor" from Google Play, on GSAM's start screen select "Application Usage",
then on top of the screen select to view the used GPS time.
Well, this doesn't show which app is using GPS right now but you can see how much time each app actually activated GPS since the last battery charge, so this is very helpful to determine the apps using GPS in the background.

Even if your gps is turned on, it dosen't necessarily means that gps is being used. Use Spare Parts app from play store and it'll show you what all apps used gps since you last plugged in your phone charger. And yes, don't use this app while your phone is being charged...otherwise the readings gets resetted.
Also, the android os uses gps continually, like the camera app, gallery app etc.

I have an app that seems to be making uneccesary use of GPS as reported by my system info on whats using up my battery.
I would like a tool to turn GPS on/off on a per-app basis, so some apps are led to think GPS is off and other apps see GPS as being on and proceed to use it.
Any suggestions?

Not useless. I want maps app to quickly get to GPS without me explicitly turning it on each time, but when I am not running maps, most other apps be barred from GPS to limit battery drain. I go one app hitting if for no good reason.
is it possible to get tasker to automatically turn on GPS when when screen is on, and turn off GPS when the screen is off(or the device is locked)
i tried for about 2 hours yesterday and ended up giving up the most i could get it to do is just toggle the location settings
are you trying to duck NSA surveillance or increase battery life? because getting that working would accomplish neither.

You will need secure settings plugin to do that, but yes, it should be possible.
I have a profile that enables GPS (active) only when I launch maps, and disables GPS (switch to battery saving mode in 4.4) when I exit maps.
In my case, disabling active GPS (i.e.. keep it in battery saving mode) helped random wakelocks from location reporting etc, Maps (navigation) is the only app that I use that needs active GPS. I don't have any other app that absolutely needs to have GPS coordinates for me.

im trying to decrease wakelocks at night while sleeping. location + google now keeps my phone up almost all night. i just want to automate this instead of having to do it manually

If location is set to Battery saver mode, that should not cause battery life degradation. But if it is, then 'disabling GPS' is not what you want to do - you want to see how to disable location reporting entirely (exactly as what your updated title indicates).
I don't think secure settings has been updated to support that feature in 4.4 - but hopefully other forum members will have suggestions.

i dont know what to tell you then. http://forum.xda-developers.com/showthread.php?t=2551846 shows tons of people with this issue
it doesn't drain battery while my phone is on and active. but when i lock the screen at night to sleep, my phone gets hardly any deep sleep mode. i took a shower yesterday and these two services woke my device up 96 and 44 times within a 20 minute span
i have already tried disabling location reporting and location history. this did not fix anything while my device was locked. it still had hundreds of wakeups at night
and i believe you're right. i dont think secure settings works with 4.4 either this is the issue i've been running into, i believe

It does work, but you first have to install the alternative helper in settings. Then Location Services will be enabled and you can turn it on and off when you want.

So tasker isn't updating location properly.
I have it using "net" for location and location mode is set to "battery saving"
Upon phone restart this works...
Until I change mode to "high power" for navigation, etc...
After toggling location mode tasker will cease updating location until I reboot the phone.
Even after going back to battery saver... google maps location works... but tasker refuses to change.
Anyone else having issues like this? what gives?
I have used location triggers from Tasker but never the "location" in Tasker.
If you want a low battery location trigger, use the State->Cell Near instead.
If you are ok with slightly higher battery usage with higher accuracy and got USD1 to spare, try the AutoLocation plugin that uses GeoFences.
It works great for weeks at a time... until I change my location mode from "battery saving" to "high power" (and later back to "battery saving")
Only after I change location modes does it stop working until a reboot (even force close and restart won't fix the issue)
Anyway, I'd rather not install AutoLocation... it seems like it does the same thing the location profile does in tasker...

It definitely doesn't, if you are up for it, you can read up about Android Geofences, it is a new thing by Google and supposedly save more battery compared to previous methods of location detection.
Its sad that Tasker doesn't include this by default internally though.

I am also trying to do the same profile but I am using disconnect from work wifi as the trigger. Can you please share how did you create the action to change the location mode because I can't seem to find it in tasker.
I think it has to do with LTE. I wound up using cell tower location within Tasker instead and that works fine.

this morning again, drain is back, transparent weather widget. Is there a fix for this? GPS was turned off (it was ON but not as image is showing)
same issue was on DroidKang ROM. This is from Stock ROM with Chaos kernel
Turn location off for that app on the bottom. Your GPS is stuck on. Or turn your location setting from device only to one of the other settings.

rebooting solves it, butI have noticed behavior like this with some other apps, for example foursquare. Is this normal for GPS to stuck like that? It was on 2 different ROM's
