Find one way to fix it:
Clean flash rr 4/13 build.
If still don't work,clean flash rr 2/25 build,then update to 4/13 build.
DO NOT flash gapps.
After reboot, confirm that cdma works,then reboot to recovery to flash gapps(if you need gapps)

This doesn't solve the problem. As the new build is lack of options to set preferred network type to CDMA like in the old builds. I don't know why , but the developer just removed those types for choosing from. Only 4G, 3G, 2G options remains, but none of them is CDMA type. As a result, we cannot use China telecom SIM on the latest build.
I really hope the developer can bring the feature back for us to choose more network type as before. Because I think many of the Mi4C users are Chinese and many of them need CDMA. Now I just stopped upgrade this rom. I 'm currently on 0214 build.

I just flashed the latest build, 0418, the network types are all back! You can choose CDMA without any problem

You must chang the setting...
The China Telecom SIM must put in SIM1.
If you used double card,the SIM2 must use the GSM modem.

yes oneplus do support VoLTE.. check *#*#4636#*#* and go to phone info u will found turn off VoLTE provisoned flag off!! that means its on by default!

just revert back your firmware to cm11s (44s version ) working best on this firmware and i am able to make calls and use data too. use jiojoin to make calls
calls are working via jio join app or direct via dialler? in the CM 11s rom??

Jiojoin can be used to call in all 4G phones without VoLTE support - like the Oneplus range (except for 3).
If you can make calls then the LTE connection is fine...which means some settings issue

Bro if you are able to call from jio sim once try this.
Go to your settings in mobile apn
in that there will be a jio apn and in front of that a radio button just click on that button to select that and your 4g should work then .
Note: You may need to wait for a minute to let 4G start.

I don't know firmware coz I my phone was bricked and I flashed 11s using fastboot.

just 5 mins ago i got signals and on alternate numb received mgs "now i cn tele verify my number" but now the problems is cant make my call on 1977 and now i am on latest snapshot using oxygen os firmware and flash this firmware to get signals only.

Its not about flashing modem but you have change it euro radio band, first type *#*#4636#*#* it ll lead to testing menu and then select phone information,there select three dots on top right corner in that select radio radio try to select euro band then try to keep LTE mode in mobile networks signals should appear in status bar from then you can only use data connection not voice over LTE which is called as Volte.

i am in s219, here i can't call via 4g because no volte, but my data would start.
however after flashing this, i did get the option for volte(in mobile networks(just the option)), but neither did the get the volte symbol on the status bar nor could i call through jio 4g!! surprisingly my data wouldn't get connected too

I also messed up upgrading to marshmallows and downgrading to lollipop.. Done some mistake & bricked my fone.. However I got my fone running after flashing it with s147 rom. Then simply upgraded every update which Lenovo provided. Even after that it was not showing VOLTE.. After inserting Reliance Jio in sim No 1 it started showing. The option to switch on "enhanced 4G Ltd mode" under settings-> more -> mobile network settings ->" also appeard only after inserting jio sim in sim slot no 1. Please try this.. Hope it helps..

The ZIP files can be flashed from within TWRP. Flashing them with the Updater app is only possible if you are a member of the beta program.

For me it is working nicely. I didn't notice any major bugs up until now. But signal strength is subjectively weaker than before... Maybe missing support for a certain band or so

Probably not since OTAs get checked with Xiaomi's servers before flashing when using the official Updater / recovery. Most likely you'll get an error saying that the ROM is in Beta and you can't flash it
