Just got the message today from the Motorola notification app on the Indian version of the Moto Z
of the upgrade to oreo .
(Was earlier at December 2017 update)

I just got it too. I am in California.
I just got mine updated, I am from new York US.
Also just received 137 update. I'm in Arizona so they're probably rolling out by location/region.
Arrived here KUWAIT!!!
My guess is it is either by IMEI or by MEID, but how I dont know, cant be by region, especially USA people, we normally left our region as it was, china.

Ok so you set the region of the phone itself to India not just HiCare then reran the system update searches???
Just set HiCare app region to China. That's what I did.

I'm in Belfast / Ireland, I have tried the VPN to Italy Malaysia and India nothing works.
I think iv messed something up because
I was on Android 11 then I did roll back but ever since iv rolled back the VPNs either don't work or there's something wrong with my updates
I just don't know, if you ever find and downloadable July files let me know lol

Yes the Region setting is missing, so, no VPN via update till the software you, (and anyone else in this predicament)
Says there is an update. More or less locked till oppo release a patch to correct this.

No, unfortunately not. The mobile is usable, everything else works except the Region has disappeared for now, so it's a waiting game I'm afraid.
