Is the ROM you are flashing made for your specific model number? Are you using the newest version of TWRP that you can find? Are you factory resetting, wiping cache and dalvik when you flash? Have you tried doing an advanced wipe in TWRP to wipe system partition and data partition and then flashing your ROM then wiping cache and dalvik after you flash?

Lollipop, marshmallow and nougat van take up to 30 minutes to boot the first time, are you giving it time to load or are you just getting impatient?

To be thorough and make sure you miss nothing, I suggest these steps:
1)in TWRP, tap the Wipe button, then it should say at the top of the screen: "factory reset, wipe cache and wipe dalvik". Swipe the slider to do the wipe.
2)after wiping, tap the home button in TWRP, on TWRP home screen, tap the Wipe button again, then tap the advanced wipe option, wipe system and data.
3)tap home button, on home screen, tap install then flash your ROM and Gapps.
4)after flashing ROM and Gapps, wipe cache and dalvik(do not factory reset).
5)reboot.

I don't think it's hard bricked. Which recovery are you using? Try clean install.
In ur recovery, go in mounts and storage.. in there, format everything except sd card..
then go back to main menu.. then, go to advanced.. in there, wipe dalvik cache..
then flash the rom.. then go to main menu.. select wipe data/factory reset..
then flash gapps.. then again from main menu, select wipe data/factory reset..
and then, reboot phone.. first boot will take time, so be patient..
and VOILA!! ICS on ur phone!!!
U are messed up, start again, go to bootloader, fastboot and flash stock ruu

Try formatting and reflashing (doing a clean install). You could also wipe the dalvik cache after flashing and reboot before flashing gapps.
Could you explain the steps you did before installation of Rom?
And did you do
Format system
Format cache
Format data in mounts and storage as well along with wipes mentioned?

For some rom installs you need to:
Wipe data
Wipe dalvik
Install rom
Wipe data
Install rom
That's right, wipe and install twice. I've also noticed that flashing gapps after my CM rom installs tends to mess things up, particularly on my D3. I install all of my Google apps manually.

I connect my phone using the usb cable and the flashtool detect my phone status, it works well. After that I use the fastboot mode and flash kernel (cm10.img) by clicking the 3rd option at the fastboot window. The process said everything that ive flash is okay. After that I did fastboot reboot. Unconnect my phone and push the volume up button when the purple led turns on. It goes to recovery mode. I did the wipe cache, then I install the cm10.zip first, when it finished, I install the gapps. After I done all those thing, I did the reboot into system as the tutorial did. When the phone reboot, its all going well. Until the cyanogenmod logo come out. The tutorial showed it tooks about couple minute and then the phone will go to the normal phone screen. But unfortunately my phone took about hours and still in the cm logo.

Make sure you wipe the dalvik cache. Dalvik is different than just the folder marked "cache "

2 days ago i was just going around my advanced junk with clean master app. there was a filed named empty folders which was 11 mb in advanced junk section, so i cleared the file and went to play angry birds, then suddenly it stuck and rebooted. :'( now every time it boots up, shows the boot image, starts the cyanogenmod boot animation and then the boot animation stucks and then the whole process again...REBOOT LOOP
i tried every thing till now:
1. tried to install stock rom through odin but still shows cyanogenmod animation and reboot loops
2.tried to install different recovery but the recovery doesn't change also.
3. tried to install a different rom for eg: PAC rom. it installs but it still shows cyanogenmod
4. also now i tried to install stock firmware with pit file but it still shows cyanogenmod animation.
AND MY WARRANTY WAS EXPIRED MONTHS AGO
i think there is a problem with the partition or something... i dont know how to fix it
SOMEONE PLZ HELP ME!

If you are able to boot to recovery, can't you wipe completely? (System, cache, data) Once CM is gone you should be able to install other Rom. I'm a little confused how CM could continue to boot if it has been wiped from phone...

I HATE CLEAN MASTER
You can flash a Custom-Recovery using Odin.
You´ll find a link latest recoverys in my signature.
If Stock Recovery still boots you need to uncheck "Auto-Reboot" in Odin. When Odin finished flashing, wait 1 minute to be sure. Then directly boot into recovery from download-mode and enjoy the custom recovery.
This will increase your flashcounter!
Put your Rom & Gapps on your MicroSD Card
In CWM / CWM based recoverys:
Wipe Cache
Wipe Dalvic Cache
Wipe Data Factory Reset
format /system
fromat /data and /data/media (this will format your internal sd! be sure your rom placed on microSD card)
flash the rom
reboot (first boot can take ~30 minutes - if it still bootloops: something´s worng )
if everything working:
reboot recovery
flash gapps
reboot
Strange that reflashing the system didn't help. You could try it with an other recovery?

Did you factory reset, wipe cache and wipe dalvik/Art cache before you flashed?
When you boot to TWRP, did you select the "Wipe" option, then on the next screen select "advanced wipes", then on the next page select:
system
data
cache
Dalvik/ART cache
Then swipe the slider, then after wipe is finished go back to home screen in TWRP and select "install", then flash your ROM?
Sometimes you have to wipe system and data in addition to factory reset, wipe cache and wipe dalvik/ART cache before flashing a custom ROM.

Do you mean your device is bootlooping after flashing TWRP? Did you make sure your bootloader is unlocked before you flashed TWRP? If the bootloader is locked, flashing TWRP will cause a bootloop or will cause the device to not boot at all.
